For the reasons set forth below, Freedom Telecom Services, Inc. d/b/a FTS Fiber (FTS)
respectfully requests that the documents which are marked as Confidential herein are treated
as strictly confidential.
FTS is not a publicly traded company. As such, FTS is not required to file financial statements
with the Securities Exchange Commission. Any financial statements and related notes included
herein contain sensitive financial and proprietary information of the company, which the
company protects from disclosure due to its nature.
FTSs business strategies, designs, plans and pricing models are unique and distinguished from
its competitors strategies and are also held as confidential. Customers rely on FTSs unique
approach to providing diverse fiber solutions, which is what sets FTS apart from other
companies in the telecommunications industry. FTS discloses confidential, proprietary
information only on a need to know basis and under strict adherence to non-disclosure and
confidentiality agreements.
Public disclosure of any of this information would cause undue harm and detriment to FTS by
releasing sensitive information to competitors in Maryland and other jurisdictions and allowing
them access to confidential information and strategies would give competitors an undeserved
advantage in the bidding market.
Due to the sensitive nature of the information, it is appropriate for the County to limit access to
the Confidential Information, which is being provided for the sole purpose of the examination
and evaluation of a business proposal.

FTS Fiber is excited to present this proposal y
high-speed internet connectivity to y anchor sites,
businesses and residents. The proposed superior platform will provide a modernized fiber
optic solution with up to 40 times more throughput than the incumbent solution. The network

FTS is a wholesale fiber provider offering carrier-class network infrastructure in both rural areas
and major markets of the Mid-Atlantic region. We install, operate, and maintain reliable and
secure, open access fiber networks for various markets, including Underserved Municipalities,
Content and Internet Service Providers (ISP), E-rate (Schools and Libraries), Federal Government,
Enterprise, Data Centers, International Subsea Cables, and Wireless Technology. Our network is
constructed with state of the art fiber to deliver the lowest attenuation and latency possible with
improved Optical Signal Noise Ratio (OSNR) and Bit Error Rate (BER), reducing the need for
amplification.
The likely risks associated with implementing the proposed dark fiber network includes:
Weather inclement weather can delay engineering and construction of the network.
Dependence on other parties FTS schedule is dependent on the timely release of
permits from state and local jurisdictions as well as on a limited basis pole attachment
rights from utility pole owners. Should third party entities take longer than normal in
granting rights to FTS would have a trickle-down effect on all other portions of
schedule.
International manufacturing and transport aterials used in construction specifically to
optical cable are manufactured by limited parties worldwide. In the event of a natural
disaster, such as an earthquake in Japan, disruptions in the supply chain could impede the
ability to receive materials in a timely manner for install.

Down Under Construction: DUC is an Inc. 500 company that leads the market in
trenchless and trench-based construction and installation of all types and technologies of
infrastructure, as well as the associated engineering. http://www.downunderc.com/
Woodlawn Construction Co., Inc.: Woodlawn specializes in the design and build of
Multi-Tenant Conduit Systems. These systems bring together multiple carriers in large
count duct bank systems, providing substantial time and cost benefits to the carriers

For connectivity between Fauquier Countys facilities, FTS Fiber has partnered with Ciena for
transport and Juniper for routing to deliver a scalable, cost-efficient platform for network
communications. Ciena is a network equipment provider with nearly 25 years of industry
leadership; they support more than 1,300 of the worlds largest, most reliable networks.
Along with many other services and products, Juniper provides a comprehensive, scalable,
and secure portfolio of routers for enterprise and service provider networks.
For physical communications, FTS Fiber chose to partner with Draka Cable, which is now a part
of the Prysmian Group. Prysmian manufactures cable in the U.S. with superior quality using
the latest technologies, such as Corning glass.
For outside internet connectivity, FTS Fiber is partnering with Cogent. Cogent provides low
latency, high availability, and is the trusted network of schools and libraries recognized by the
USAC - as an existing USAC provider.

NBN Australia
Prysmian has been awarded a ma or contract by the Australian Government-owned NBN Co Limited for the supply of fibre optic
cables for the development of the new national broadband network. The total value of the contract, which has been secured by
Prysmian elecom Cables & Systems Australia Pty Limited, is up to 3 million (A D 300 million) over five years, with an initial
purchase order of 112 million (AUD 150 million).
With this agreement, Prysmian has become a ma or fibre cable supplier to the national broadband network, providing a wide
range of ribbon and multi-fibre communication cables including termite resistant, rodent-proof and high strength cables. he Aus-
tralian Government is investing in the creation of a Fibre to the Premise network that will connect 93% of Australias residential
