What is Your Country Policy in Responses to the Global Uncertainty and its Challenges

The only certainty, is that nothing is certain.


Global uncertainty will happen amongst the developing countries,developed countries,and also under
developed countries in every sector.Formerly, the economic development of Indonesia focused on the
natural resources,services, and manufacturing as the main sector.1Therefore, exploitation, the quality of
human resources,and infrastructure are the challenge for Indonesia.Pass through creative economy,in
the midst of the global economic downturn, the national economy growth of 5,04 % in the first half of
2016, where the average global economic growth of 2,5 % through the first big growth from the eastern
Indonesia2. Efforts and contribution conducted by the government in maximizing the economic
development, can be seen through Indonesias participation in many International Organizations, such
as: United Nations, WIPO (World Intellectual Property Organization), WTO (World Trade
Organization), AFTA (Asian Free Trade Association) and UNCTAD (United Nation Conference on
Trade and Development, as the output of cooperation with another countries in economy sector.3
The blue print of creative economy development authorized by the Ministry of Commerce showed that
in the period between 2015 to 2025,the creative economy aimed into an acceleration program.Creative
economy was targeted to give 11 % to rill GDP with the absorption of the labour in 11 %, also increased
the number of business in economy sector by creating new local brands.4 The creative economy
development has already growths in the new level.The creative economy was allied to the reshuffling
ministry of Kabinet Indonesia Bersatu II, that is the Ministry of Tourism and Creative Economy
Development. In the era of president Joko Widodo, creative economy was made to be a non-
governmental special unit named Badan Ekonomi Kreatif (BEKRAF) separated from the Ministry of
Tourism and appertain under the Ministry of Commerce through the Precidential Decree No. 6 Year
2015 regarding Creative Economy.5 The Decree has a function to help the president in order to
formulate, established, coordinate, and synchronize the regulation in creative economy sector.
Creative economy is an ideal sector for every characteristic and the needs of each country.It is based on
the renewable sources which is intellectual and creative. Humans are obliged to actively develop their
talent to gain an appreciation and income. The government will synergizes the creative economy as an
income for every kind of the society.6 Target of the Government is to develop more regarding domestic
creative industry, because this sector aims to give the significant contribution, the positive of the
business atmosphere , build the image and identity, classified as the renewable resources, create the
innovation and creativity that also impact the social positively. Several creative economic sub sector like
(performing art, music, film, television show, and culinary) has the potential to develop as a franchise in
a global scale. The major output are the cooperation between the ASEAN+3 in creative economic sector
so the ASEAN+3 become the center of the creative economic development in the world.
The key is : The collaboration between young generation, government and the local wisdom.
