Federal Skilled Worker Program


Federal Skilled Trades Program
Canadian Experience Class

If youre eligible to immigrate under one of these federal immigration programs:

well place you in a pool with others who are also eligible
well rank you and the others using several factors
if youre a top candidate, youll get an Invitation to Apply to a specific program
if we invite you to apply, you can apply online for permanent residence

Provincial Nominee Program


Through Express Entry, provinces and territories can find and nominate candidates in the
Express Entry pool under their Provincial Nominee Program where applicable.

Job Bank
Note: It is now optional to create a Job Match account with Job Bank.
If you are in the Express Entry pool, you can start your job search by creating a Job Match
account with Job Bank. Once you come to Canada, you can continue using Job Bank to find a
job.
A Job Match account with Job Bank is an easy, online tool to help match you with employers
looking for workers with your skills. To create an account:

go to the Job Match sign-in page


click the Sign up button
read the privacy notice and click I agree
follow the instructions to create an account

A Labour Market Impact Assessment (LMIA) must support most job offers from an employer in
Canada. An employer goes through this process to make sure there is a genuine labour market
need before they can hire foreign workers.
In some cases, your employer does not need an LMIA to support your job offer. Find out more
about which types of jobs dont need an LMIA.

Language
You must:

meet the minimum language requirements for your eligible category


provide your language test results from a designated agency

Your language test results must be less than two years old on the day we get your complete
application for permanent residence.

Skilled work experience


According to the Canadian National Occupational Classification (NOC), skilled work experience
means:

managerial jobs (NOC skill level 0)


professional jobs (NOC skill type A)
technical jobs and skilled trades (NOC skill type B)

You must have at least 12 months of skilled work experience that is:

full-time (meaning at least 30 hours of paid work per week)


an equal amount in part-time

To come to Canada as a skilled immigrant, you must use our Express Entry system. This process
includes:

finding out if you may be eligible


creating a free online Express Entry profile.

We use the information in your profile to decide if youre eligible to immigrate to Canada. If you
are, youll be:

placed in a pool with other candidates


ranked using several factors (skills, experience, etc.)

If youre a top-ranked candidate well send you an invitation to apply for permanent residence.
You can then apply online.
Completing an online Express Entry profile or entering the pool doesnt guarantee that well
invite you to apply for permanent residence.

Before you start


Before you fill out your profile, find out if youre eligible under a federal program that is part of
Express Entry. Youll need to:

take a language test.


get an Educational Credential Assessment (ECA) if you were educated outside Canada
o This is not mandatory if:
you have at least one year of recent work experience in Canada OR
your work experience is in a skilled trade (skilled manual work)
o if you dont need them assessed, you may want to do so anyway to increase
your score and chances of being invited to apply
find out if your work experience is valid. Check the National Occupational Classification
(NOC) to learn the skill type of:
o your current work experience
o the job you plan to have in Canada (if theyre different)

Check if youre eligible online


Use the Come to Canada online tool to see if you're eligible for Express Entry. It 'll take you
about 15 minutes.
The tool gives you a reference number at the end. The code looks like: JM1234567890. Use this
number to move your information from the tool to your Express Entry profile when you build it.
Prepare to build your online Express Entry profile
If you get a positive result from Come to Canada, it will send you to your online account to fill
out an Express Entry profile.
In the profile youll need to tell us about your:

identity
language
contact information

Youll also need to give us more detailed information about your:

education
work experience
family whod come with you to Canada (dependants)

To complete your profile youll need:

your
o passport
o travel document
o other national identity document, if you dont have the others
your language test results
your NOC job title and code
your ECA result (if you have one)
a copy of your provincial nomination (if you have one)
your personal reference code from the Come to Canada tool (if you have one)
a copy of your written job offer from an employer in Canada (if you have one)

Create your Express Entry profile

1. Follow the instructions to create an account (if you do not already have one)
2. Enter your personal reference code from the Come to Canada tool when it prompts you
to (only if you have one)
3. Enter your personal details

You may exit the profile at any time. Your information will be saved. If you dont
complete the Express Entry profile in 90 days, you wont be able to submit it and will
need to start over.
When you are ready, submit your profile online so we can assess it.
If you meet the Express Entry criteria, including the requirements of a skilled immigration
program, youll be accepted into the Express Entry pool of candidates.
Submitting an Express Entry profile doesnt mean youve applied for permanent residence, or
that well invite you to.
If youre invited to apply for permanent residence, well tell you at that time which program
you will apply under. Youll need to give us more information in your application for permanent
residence.

Consider registering with Job Bank


Note: It is now optional to create a Job Match account with Job Bank.
If you are in the Express Entry pool, you can start your job search by creating a Job Match
account with Job Bank. Once you come to Canada, you can continue using Job Bank to find a
job.

The Express Entry pool


If you meet the requirements, we'll:

place you into our Express Entry pool of candidates


send you a message to your account to let you know you're in the pool
give you a score using a ranking system
o the higher your score, the more likely we'll invite you to apply
o this is based on factors that have been shown to help immigrants prosper in
Canada
o you'll get extra points if you are nominated by a province or territory

If you're accepted into the Express Entry pool, you should start getting any supporting
documents you may need for your application for permanent residence. You could get an
invitation to apply at any time, as we issue them regularly.
You must update the information in your profile if your situation changes, such as:

you complete more education


you get a different language test result
there is a change in your family, such as:
o marriage or divorce
o the birth or adoption of a child
there are changes to your work experience
one of your children is no longer a dependent
o including if they turn 19 during this time

Invitation to apply for permanent residence


If you get an invitation to apply, you can apply for permanent residence. You'll be invited only
if you're among the top ranked in the pool based on your skills and experience.
If you're invited, you:

have 90 days to apply online for permanent residence


must submit:
o your complete application
o copies of all supporting documents, like police certificates

Once you complete your application and submit it online, well process it quickly. We process
most applications through Express Entry in six months or less. Your processing period starts on
the date we get your complete application and ends on the date we make a final decision.
To keep your application from being rejected, you may want to get some of the supporting
documents ready while you are in the Express Entry pool.

Entry criteria and the Comprehensive Ranking System


Note: Weve made some changes to the Express Entry system:

you can now get 15 additional points for at least one sibling (brother or sister) living in
Canada who is a citizen or permanent resident if they:
o are 18 years old or older
o are related to you by blood, marriage, common-law partnership or adoption
o have a parent in common with you
you can now get additional points if you score NCLC 7 or higher on all four French
language skills
o 15 additional points if you scored CLB 4 or lower in English (or if you didnt take
an English test)
o 30 additional points if you scored CLB 5 or higher on all four English skills
it is no longer mandatory to create a Job Match account with Job Bank if you dont have
a job offer or nomination from a province or territory

The Express Entry system lets us create a pool of candidates who may be eligible to immigrate
to Canada permanently.
You must be eligible for one of the immigration programs under Express Entry to get into the
pool. You get points based on the information in your profile, including your skills and
experience.
To be chosen from the pool, you need to have one of the highest-ranking scores when we send
out invitations. If you are invited, you can apply for permanent residence.

Pool eligibility
The immigration programs managed by the Express Entry system have different criteria. The
programs are:

Federal Skilled Worker Program


Federal Skilled Trades Program
Canadian Experience Class
a portion of the Provincial Nominee Program

Comprehensive Ranking System


The Comprehensive Ranking System (CRS) is the points-based system we use to assess and
score your profile and rank you in the Express Entry pool.
The CRS gives you a score from your profile answers, including your:

skills
education
language ability
work experience
other factors

The CRS also gives you points for:

Canadian degrees, diplomas or certificates


a valid job offer
a nomination from a province or territory
other factors

We regularly send invitations to apply to the highest-ranking candidates in the pool. If you are
invited, you can apply to immigrate as a permanent resident.

Comprehensive Ranking System formula


The points you get from the CRS include a core set of points up to 600 and a set of additional
points of up to 600. Your total score will be out of 1,200. It is based on the four parts of the CRS
formula:

Find your NOC


We use the National Occupational Classification (NOC) system to classify jobs (occupations).
Jobs are grouped based on the type of:

job duties
work a person does

For immigration purposes, the main job groups are:

Skill Type 0 (zero): management jobs, such as:


o restaurant managers
o mine managers
o shore captains (fishing)
Skill Level A: professional jobs that usually call for a degree from a university, such as:
o doctors
o dentists
o architects
Skill Level B: technical jobs and skilled trades that usually call for a college diploma or
training as an apprentice, such as:
o chefs
o plumbers
o electricians
Skill Level C: intermediate jobs that usually call for high school and/or job-specific
training, such as:
o industrial butchers
o long-haul truck drivers
o food and beverage servers
Skill Level D: labour jobs that usually give on-the-job training, such as:
o fruit pickers
o cleaning staff
o oil field workers

Our immigration programs use the NOC to decide if a job or type of work experience meets
their eligibility. We consider skilled jobs those with NOC Skill Type 0, A or B. We assess jobs
against the 2011 version of the NOC.
If you want to apply as a skilled worker, find your job title, code and skill level or type in the
NOC.

Language requirements: skilled immigrants (Express Entry)


Note: Weve made some changes to the Express Entry system:
You can now also earn up to 30 additional points for strong French language skills (even if
French is your second language).
If you score NCLC 7 or higher on all four French language skills, you can get

15 additional points if you scored CLB 4 or lower in English (or if you didnt take an
English test)
30 additional points if you scored CLB 5 or higher on all four English skills

To be eligible for Express Entry, you must prove your English or French language ability:

take an approved language test


get the minimum results required by your program
include the results when you complete your Express Entry profile

The language test evaluates these abilities:

How long language test results are valid for


Your test results must be less than two years old when you submit your application for
permanent residence.
If youve been invited to apply for permanent residence
Check that your language test results will still be valid when you plan to apply.

If you havent been invited to apply for permanent residence


You may want to make sure your results are valid for the rest of the time youll be in the pool.
If your results will expire before you can apply, you should:

be tested again or
apply before your test results expire or
decline the invitation and go back into the pool to be considered in the future

If you apply for permanent residence with language test results that have expired, well refuse
your application.
You can use your test results to find your CLB level.

Language testing: skilled immigrants (Express Entry)


You must prove your language skills by taking an approved language test. To do this:
You must:

schedule your test with an agency approved by IRCC and pay the costs
enter the test results into your Express Entry profile (and the Personal Information
Number, if the system asks for it)
include the results with your application if you are invited to apply. If you dont include
it, we will not process your application.

Dont ask for your language test results to be sent directly to us. Send us your results with your
complete application. Keep your original test in a safe place as we may ask for it later.

Language tests we accept


You can take any of these approved language tests:

o CELPIP: Canadian English Language Proficiency Index Program
you must take the CELPIP-General test
we dont accept the General-LS test for Express Entry
o IELTS: International English Language Testing System
you must take the General Training option
we dont accept the Academic option for Express Entry
French

What happens next

We will use the test results as proof of your language skills.


Your test results must be valid (less than two years old) when you:

complete your Express Entry profile


apply for permanent residence

The Express Entry profile is valid for 12 months. Make sure that your language test results are
valid for the same time period.
If your test results expire soon, you should re-take the test and update your Express Entry
profile with your new test results.

Averaging your language score: for people with a physical or mental disability
If you arent able to complete one or more sections of your language test because of a
disability, you must:

use the Comprehensive Ranking System Language calculator tool to find out your
score for the abilities you were unable to complete
input averaged scores based on those you completed

The Comprehensive Ranking System Language calculator isnt the same as the
Comprehensive Ranking System tool.

Have your education assessed Skilled immigrants (Express Entry)


An Educational Credential Assessment (ECA) is used to verify that your foreign degree,
diploma, certificate (or other proof of your credential) is valid and equal to a Canadian one.
Who needs an ECA?
If you have a Canadian degree, diploma or certificate, you do not need to get an ECA for that
credential.
You will need to get an ECA for your foreign degree, diploma or certificate if:

a. you want to be considered for the Federal Skilled Worker Program (FSWP) under
Express Entry, and
o you are a principal applicant, and
o you got your education outside Canada, or
b. you want to receive Comprehensive Ranking System (CRS) points for your foreign
education
o for yourself as an Express Entry candidate, or
o for your spouse or common-law partner coming with you to Canada.

To be eligible under a) or to get points under b) you must include ECA results as part of your
Express Entry profile.
The ECA report must show that your completed foreign credential (degree, diploma or
certificate) is equal to a completed Canadian secondary school (high school) or post-
secondary credential.
You must submit an ECA for all levels of completed foreign education you want us to consider.
It is up to you to decide which credentials to have assessed by a designated organization.
Depending on your case, you may want to have both your secondary and post-secondary
credentials assessed, and not just your highest completed foreign credential. You will not get
any points for your foreign education under the CRSin Express Entry or be eligible under the
FSWP if the result on your ECA report does not match at least one of the results in
the conversion table.
Note: An ECA can give you early feedback on how your credentials compare to those in Canada.
It may also help when you are looking for a job. But, being assessed does not guarantee that:

you will get a job in your field or at a certain level,


your work experience and professional credentials are automatically recognized in
Canada, or
you will be licensed to practice in a regulated profession.

Please check Job Bank to learn more about the job market outlook for your occupation in the
specific region where you plan to settle.
If you plan to work in a regulated profession, you must still get your licence in the province or
territory that you plan on settling in.
A regulatory authority will decide if you can be licensed in a profession. They will assess factors
such as your education, experience/competencies and language skills, as well as other factors.
You should contact the regulatory authority in the province where you plan to live as soon as
possible. They can give you information about the process for being licensed, including steps
you can take before you leave your home country.

How does it work?


We will only accept an ECA from one of the organizations designated by Citizenship and
Immigration Canada (CIC) (below).
The original ECA report must:

be issued on or after the date CIC designated the organization,


not be more than five years old on the date that CIC gets a) your Express Entry profile,
and b) your application for permanent residence, and
show your credential(s) is equal to a completed Canadian one.

Note: You will have to provide the reference number from the ECA report in your Express Entry
profile, as well as in your application for permanent residence (along with proof of your foreign
credential). If we cannot validate the number you enter, you will need to provide an electronic
copy to confirm. Keep a copy in case we need to see it.
If you are invited to apply for permanent residence and you do not include this assessment
and proof of your foreign credential when you apply, your application is not complete and
will not be accepted for processing. Any fees submitted will be returned and you will need to
submit a new Express Entry profile to be considered in the future.
Before you submit a profile, check the ECA conversion table to confirm that the result on your
ECA report matches at least one of the assessment results listed. You can see how many points
you would get for your foreign education under the CRS or the FSWP selection grid, based on
the results of your report.

Proof of funds: skilled immigrants (Express Entry)


You must show that you have enough money to support yourself and your family in Canada to
meet the minimum requirements of:

the Federal Skilled Worker Program or


the Federal Skilled Trades Program

You cant borrow this money from another person. You must be able to use this money to pay
the costs of living for your family (even if they arent coming with you).
If your spouse is coming with you, you can count money you have together in a joint account.
You may be able to count money in an account under their name only, but you must prove you
have access to the money.
If you are invited to apply, you must give written proof that you have this money.
You dont need to show that you have enough money to support yourself and your family to
meet the program requirements of the Canadian Experience Class (this includes provincial
nominees who are part of the CEC stream).
Note that you do not need proof of funds if you are currently:

authorized to work in Canada and


have a valid job offer

Keep your funds up-to-date in your profile. The system may find that you are eligible for more
than one program. You dont always know ahead of time which program you will be invited
under.

How much money you will need


The amount of money you need to support your family is set by the size of your family. To
calculate the size of your family you must include:

yourself
your spouse or partner
your dependent children and
your spouses dependent children

This includes your spouse or dependent children who are permanent residents or Canadian
citizens.
You will need to show proof that you have enough money when you apply to immigrate.

What we accept as proof


Funds must be readily available to you. For example, you can't use equity on real property as
proof of settlement funds.
The funds must be available both when you apply and when (if) we issue you a permanent
resident visa. You must prove to an immigration officer that you can legally access them to use
to settle here when you arrive.
For proof, you must get official letters from any banks or financial institutions where you are
keeping money.
Letter(s) must:

be printed on the financial institutions letterhead


include their contact information (address, telephone number and email address)
include your name
list outstanding debts such as credit card debts and loans
include, for each current bank and investment account:
o account numbers
o the date each account was opened
o the current balance of each account
o the average balance for the past six months

Updates to fund requirements


We update the proof of funds numbers every year based on 50 per cent of the low income cut-
off totals. The changes are small but there is a chance it could affect your eligibility. Be sure to
check the new numbers to your own once theyre posted.

How much money you should bring


Research how much it costs to live in the place where you plan to settle in Canada.
Bring as much money as you can to make moving and finding a home in Canada easier.
Canadian customs regulations require you to declare if you're bringing more than CAN$10,000
into Canada. If you don't tell them, you may be fined, and your funds could be seized. This
includes:

cash
documents that show property or capital payable to you, such as:
o stocks
o bonds
o debentures
o treasury bills
documents that guarantee payment of a set amount of money, which are payable to
you, such as:
o banker's drafts
o cheques
o travellers cheques
o money orders).

Offer of employment: skilled immigrants (Express Entry)


If you have a job offer (offer of arranged employment), you need to update your Express Entry
profile in your account with the :

start date
employer name and address
Labour Market Impact Assessment (LMIA) number (if you have one)
National Occupational Classification (NOC) code related to the job

Your job offer must:


be in writing
not be from an embassy, high commission or consulate in Canada
set out details of the job theyre offering you, such as:
o your pay and deductions
o your job duties
o conditions of employment, like your hours of work

A work permit on its own is not a job offer, even if it is an open work permit.
Your job offer must also meet other criteria to be valid under the Express Entry program you
qualify for below.

Federal Skilled Workers and Canadian Experience Class


A valid job offer has to be:

made by one employer


continuous
paid
full-time (at least 30 hours a week)
for at least one year after we issue your permanent resident visa
o not seasonal
o not on a contract basis
in a job that is NOC:
o Skill Type 0 or
o Skill Levels A or B

It also must be made :

by an employer with a new positive LMIA that approves the offer and names you and
your position OR
if youre currently working in Canada in a NOC 0, A or B job on a work permit that was
issued based on an LMIA, and:
o youre working for an employer listed on your work permit
o youre authorized to work in Canada on the day you apply for a permanent
resident visa, and when the visa is issued
o your current employer made you an offer to give you a full-time job for at least
one year if youre accepted as a permanent resident OR
if you have a valid work permit for a NOC 0, A or B job that is exempt from needing an
LMIA, and you:
o are currently working for an employer specified on the work permit
o have one year of full-time work experience (or an equal amount of part-time
work) for that employer
o have a valid job offer from that employer for at least one year after we issue
your permanent resident visa

Federal Skilled Trades workers


A valid job offer has to be:

made by up to two employers


for continuous, paid, full-time work (at least 30 hours a week)
for at least one year
in a skilled trade occupation (jobs with 2011 NOC codes that start with 72, 73, 82, 92 as
well as 632 and 633)

It also must be made:

by employer(s) who have a new positive LMIA that approves the offer and names you
and your position OR
if youre currently working in Canada in a skilled trade job a work permit that was issued
based on a positive LMIA, and:
o youre working for an employer listed on your work permit
o youre authorized to work in Canada on the day you apply for a permanent
resident visa and when the visa is issued
o your current employer(s) offered you a full-time job if youre accepted as a
permanent resident, in a job that is in the same three digit level of the NOC as
your current job, for at least one year OR
you have a valid work permit for one of the listed skilled trade occupation and its
exempt from needing an LMIA, and you:
o are currently working for an employer specified on the work permit
o have one year of full-time work experience (or an equal amount of part-time
work) for the employer(s) on your work permit who is making the offer and
o have a valid job offer from that employer for at least one year after we issue
your permanent resident visa

Examples of a valid and non-valid job offer


In both examples, the LMIA supports the job offer as set out above, or is exempt from needing
an LMIA.

Example 1

Two companies hire a heavy equipment operator. The LMIA lists both. Each employer is
offering 16 hours of work per week for a minimum of one year.
This job offer is valid.

Example 2

A construction company offers a plumber a position for 25 hours per week. Its on a non-
contract basis.
This job offer isnt valid. A job must be for at least 30 hours a week to be full -time.

Jobs exempt from needing an LMIA


There are only two reasons the employer making you the offer doesnt need to get a new
LMIA:

1. if youre already working for them with a work permit based on that LMIA
2. if you work in a job that doesnt need an LMIA

Your employer must get a new LMIA if:

your work permit has expired


youre working on an open work permit
you have a job offer from an employer not listed on your work permit

Can you do the job?


Our officers must be convinced that you will:

be capable of doing the work youre offered


likely qualify to be licensed or certified by the relevant regulatory body once youre in
Canada ( if the job is regulated in Canada)

Provinces and territories are responsible for designating professions and trades in their
jurisdiction. Designation and certification requirements vary by province. Get more information
on licensing and regulatory requirements for specific professions or contact the relevant
body in the province/territory where you plan to live.

Who can apply as a provincial nominee


Each province and territory has its own streams and criteria for their Provincial Nominee
Program (PNP). These can change without notice. You can find out more on the website of the
province or territory that interests you.
Eligibility criteria
The eligibility criteria for the PNP is different based on whether you apply through the paper-
based (non-Express Entry streams) or Express Entry (Express Entry streams) process.

If you are applying through the paper-based process

You must meet the minimum requirements of one of the province or territorys non-
Express Entry streams.

If you are applying through Express Entry

You must meet the minimum requirements of a province or territorys Express Entry
PNP stream.
You must be nominated under that stream.
You must create an Express Entry profile and show that you meet the minimum criteria
for Express Entry, including the requirements of one of the immigration programs it
covers.

you can now earn additional points if you studied in Canada


a valid job offer now only needs to be for one year, and some job offers no longer need
a Labour Market Impact Assessment (LMIA)
the amount of points you get for a job offer has changed
if you are invited to apply, you now have 90 days instead of 60.
