In 2007, 29 state senators co-sponsored the constitutional
amendment that would “allow qualified voters to vote at
specified polling places, and on specified days prior to
specified election dates if approved by Maryland voters
during the 2008 general election.” The measure was
approved by a nearly 3-to-1 ratio by the state’s voters. The
Maryland House of Delegates created the guidelines by
which the law would be enforced.
For the primary election, early voting centers will be open
starting Friday, Sept. 3 through Thursday, Sept. 9, except for
Sunday, Sept. 5, when early voting centers are closed. For
the general election, early voting centers will be open starting
Friday, Oct. 22 through Thursday, Oct. 28, except for Sunday,
Oct. 24, when early voting centers are closed.
Statewide, most counties have only one early voting
location as they have fewer than 150,000 registered voters.
Howard County has more than 150,000, but less than
300,000 so it has three early voting centers. Baltimore City,
Anne Arundel, Baltimore, Montgomery and Prince George’s
counties all have more than 300,000 registered voters so they
all have five early voting centers.
The five locations in Prince George’s County where
registered voters will be able to vote early are the Upper
Marlboro and College Park Community Centers, both
Maryland National Capital Park and Planning Commission
facilities, the Bowie and Oxon Hill libraries, and the Sports

Local Currency Set to Debut in Baltimore

Baltimore may
soon have its own local
currency, or scrip,
if Jeff Dicken of the
Baltimore Green Currency
Association has his way.
Next spring Dicken, with
partner Michael Tew, is
planning to launch the
BNote, a form of money
that can only be spent
locally. The object, Dicken
said, is to have the money
stay in the local community
and help the community
grow economically.
“A bunch of us realized
that there is a real need
for economic options in
Baltimore City,” Dicken
told the AFRO. “A local
currency provides a way
for residents to support their
own community and their
own local merchants. And
it makes them think twice
about where they spend their
money, whether they want to
support their neighbors, the

currency is another sales
tool retailers use to attract
people to their stores. “It has a
positive effect, particularly in
a bad economy, to encourage
people to shop locally” she
said.
The concept of local
currency has garnered
national attention during
the recession as quite a few
municipalities in the U.S.
have adopted their own form
of cash. According to the
website mainstreetcash.org,
which lists local currency in
different states and overseas,
the concept has taken off in
places like New York City,
where you can spend the
Brooklyn Torch; Piedmont,
N.C., which uses the Pittsboro
Plenty and upstate New York
where the Ithaca HOUR is
popular.
Dicken said local shoppers
would receive a 10 percent
discount for just using the
BNote. “They could spend
their $10 and get $11 in local
currency. They take that $11
worth of BNotes straight
into the community to spend
it at any local merchant or
service provider that accepts
it. This is not limited to brick
and mortar stores, this can
be used with businesses like
a massage therapist, baby
sitter, or a local farmer at the
farmer’s market.”
Merchants can then
apply additional sales or
discounts if they so choose
as further incentives to
shop in their store.
James Hamlin,
president of The Royal
Theater & Community
Heritage Corp. – which
works to redevelop the
Pennsylvania Avenue
corridor – said while he
was unfamiliar with the
details of a local currency
in Baltimore, such a
concept would take some
time to get off the ground
in that part of town. “At
this time the community’s
business district does not
have much of the goods
and services that we
need,” he said. “We are in
a revitalization mode and
trying to have a diverse
business district, one that can
produce the goods that the
community needs, but it’s not
there yet.”
What is needed, said
Hamlin, is education about
the effects and benefits of
local currency and to have the
community make the decision
about its viability.
BGCA plans to launch
the BNote in the Hampden
area first because of its well-
defined geographical area and
residents that already do the
majority of their shopping
locally. “At our community

be the Catonsville school’s
largest building to date, the
school recently announced.

Bealefeld and Jessamy
The people of Baltimore depend on the mayor, police
commissioner and state’s attorney to work together to increase
the safety of the city. By and large, they do not care how it is
done – as long as it does not infringe on their rights as they
remain inside the bounds of the law – but they do expect it to
be done, and done right.
Accomplishing that goal as a team does not require the
parties be friends or even like each other. It does require a
mutual respect for the role each person has to play in the
process and the abilities of the elected or appointed person to
do their job.
The ability of the mayor and the state’s attorney to carry
out the obligations of their roles is decided by the voters of the
Baltimore City. The ability of the police commissioner to fulfill
his duties is decided by the mayor.
Therefore, when a person in a non-elected position makes a
public statement in support of a candidate opposing one of his
counterparts in the crucial triad for providing the public’s safety
– whether as a private citizen or a public official– all the public
notices is the flashing red danger lights.
So in the case of Police Commissioner Frederick H.
Bealefeld III, his yard sign promoting existing State’s Attorney
Patricia Jessamy’s opponent in the upcoming primary elections
and Jessamy’s response sent some serious messages; and
the mayor’s comment about the Bealefeld sign added to the
confusion.
It says the police commissioner does not believe in the
ability of the state’s attorney to fulfill her duties. It says that
despite the favorable numbers regarding the decrease in violent
crime the mayor and police commissioner promote, there is
a serious problem with the working relationship of the triad.

jeopardy because this issue has the potential to render the triad
dysfunctional.

legislature and our local school boards to fund 2,500 teaching
positions – teachers who otherwise would have been laid off
because funding to pay them was not there.
In addition, the legislation also includes $16.1 billion in
essential Medicaid assistance for the states – including at least
$280 million to provide necessary healthcare here in our state.
I, for one, will proudly accept the Republicans’ “bailout”
charge.
We Americans are sailing through stormy economic seas,
storms that endanger the foremost priorities in our lives. At
times like these, we all have to stand and “bail” together – or
risk sinking.
Since Americans first joined together to accomplish what we
could not achieve individually, we have placed a basic moral
duty upon government. Our elected representatives are charged
with finding the best way to use public funds to assure the
education of our children, the preservation of the public health
and the protection of our communities.
Last week, a Democratic president, Senate and House once
again did our duty. Once again, we stood up for America’s
priorities.

Support the NAACP

Back in March, I delivered a speech to an NAACP Freedom
Fund banquet in my home state of Georgia. I drew on my
personal life story to urge poor people, White and Black,
to pull together and overcome racial divisions. We have to
understand that our struggle is against poverty and against
those who are blocking our path out of poverty.
Unless we figure this out, I warned, our communities won’t
thrive and our children won’t prosper.
As you know, a tea party blogger named Andrew Breitbart
released an intentionally deceptive, heavily edited clip from
that speech to make it look as if I was delivering exactly the
opposite message. Then Fox News blasted that false message
across America’s airwaves, creating a firestorm that led to my
ouster as the USDA state director here in Georgia.

When I was 17 years old, my father was murdered by a White man in Baker County, Ga.
There were three witnesses, but the grand jury refused to indict the person responsible. I knew I
had to do something in answer to my father’s death.
That very night, I made a commitment that I would stay in the South and fight for change. I
have lived true to that commitment for 45 years. I didn’t yield when, just months after my father
was killed, they came in the middle of the night to burn a cross in front of our house with my
mother, four sisters, and the baby brother my father never got to see still inside.
And I’m surely not going to yield because some tea party agitator sat at his computer and
turned everything I said upside down and inside out.
I learned a lot of lessons from my parents growing up, but one of the most important ones is
what my mother taught her children after our father was killed. She told us we mustn’t try to live
with hate in our hearts.
My mother led by example. Just 11 years after that cross-burning incident, she became the
first Black elected official in Baker County, and she’s still serving, still working to bring people
together.
You and I have to keep working as well. Change has to start with us. I have been
overwhelmed by the outpouring of support I have received over these last few weeks. It means so
much to me and my family.
But you and I have to make sure that people all across the country who wage a daily struggle
against poverty and racism have support networks as well. And that’s why your personal
involvement in sustaining the NAACP is so critical.
The NAACP confronts the virulent racism that my family and so many other families have
had to endure. But it is also leading the way in breaking down the structural barriers that block so
many people’s paths out of poverty.
In our struggle between the “haves” and the “have-nots,” they want to keep the poor divided –
and we have to insist, by our words and our actions, that there is no difference between us.
As we move forward together, I urge you to remember this: Life is a grindstone. But whether
it grinds us down or polishes us up depends on us.
Thank you for all you are doing to challenge poverty and racism. I look forward to working
and struggling right by your side.

The Integrity of the Election Process
The 2010 Gubernatorial Primary election in Baltimore
City cannot and must not be brought into question by any
words, actions and/or deeds by any elected and/or appointed
city official.  Nor can we allow elected and/or appointed city
officials and their supporting agencies, organizations, relatives
or political friends to bring into question the integrity of the
election process.  The Baltimore City Police commissioner,
his officers, and his entire agency have a direct working
relationship with the actual election process as legally
effectuated by the Baltimore City Election Board.  The police
commissioner’s conduct, along with his officers and employees,
must be above reproach as it directly relates to the election
process.  All city agencies and agency heads must be held to the
ultimate standards as it relates to voting integrity.
I register this concern as someone who has registered more
voters in the state of Maryland than anyone; as someone who
once served as president of the Baltimore City Election Board
and someone who was the first African-American president of
the Maryland Association of Election Officials.

3 on a Match
States Attorney Patricia Jessamy has an opponent, Gregg
Bernstein, in the upcoming election. Some have noted his
chances of success rest on his either becoming a Delta or
a member of Bethel AME —implying the presence of the
political clout within both groups. However, the two-person
race became a triangle when Police Commissioner Fredrick
Bealefeld placed an “Elect Bernstein” sign on his front lawn.
Now, Mrs. Jessamy has not one, but, two opponents in her
quest for re-election.
The commissioner placed the sign to show his support for
Mr. Bernstein as any other private citizen has the right to do.
The conflict exists in the private right of choice versus the
public image of supposed neutrality as far as the law and law
enforcement is concerned. The perception that agents of the law
work together in perfect harmony is in opposition to the reality
of who is responsible for keeping our streets free of those who
have no regard or respect for the law. Pending the results of the
Primary Election, does the possibility exist of the commissioner
having one foot at the door and the other foot on a banana peel?
Does the fault and/or blame lie with law enforcement agents
who arrest the law breakers, sometimes, without concrete
evidence to make the case, or, with the prosecutors who seem
to be in the deal making business to insure some kind on
conviction, the point being expediency is paramount?  What
of the juries and judges who decide the fate and terms of
confinement, if found guilty? The system is not the triangle
found in the states attorney’s race, but a polygon, not
easily explained and/ or defined in the manner of “Law and
Order.” There is no black or white, but shades of gray. The
main problem with finger pointing is that the thumb has a habit
of pointing back at the accuser.

AFRO Looks Ahead at NFL South Divisions

The NFL’s southern divisions pack a lot
of power. Last season’s Super Bowl between
the New Orleans Saints and Indianapolis
Colts highlighted the counter conference’s
blend of star supremacy. Closer looks into
both divisions reveal the likes of future Hall
of Fame passers Peyton Manning and Drew
Brees; record-setting runners in Chris Johnson,
Maurice Jones-Drew and Michael Turner; and
dangerous wideouts Reggie Wayne, Andre
Johnson and Marques Colston. Although the
Colts and Saints finished last season on top,
dark horse challengers are racing in hopes of
winning their respected crowns. The AFRO
analyzes.
NFC South
The New Orleans Saints did the
unimaginable last year, snapping a 43-year
drought to bless the city with its first Super
Bowl victory. But with a team fully stacked
and a head coach and quarterback currently at
the top of their games, fans won’t allow the
club to swell over last year’s accomplishments.
The Saints offense was lethal last season,
skipping up and down the field at ease and
ringing up the scoreboard at record rates.
With an opportunistic defense snatching
interceptions and sacks, it all came together for
the Saints to compose a championship team.
New Orleans will be favored as the reigning
champs but will have to keep an eye on the
division’s best kept secret in Atlanta.
The Falcons limped through an injury-
plagued 2009, but all systems are go for a
bounce back campaign. Atlanta lost last year’s
series against New Orleans by a combined 11
points but look to close the gap this season as
third-year signal caller Matt Ryan angles to
make a push into the NFL’s elite quarterback
club. The Falcons’ offense is primed and the
defense finally acquired the cover corner the
team’s been seeking for years when it signed
free agent Dunta Robinson.
The Carolina Panthers and Tampa Bay
Buccaneers even out the division. But,
while both teams offer something to the
imagination—Carolina with its power running
and Tampa with its roster of young talent—
the absences of prominent quarterbacks
could prevent both clubs from being serious
challengers to the Saints and Falcons. Super
Bowl hangovers have been the “in thing” for
recent winners, but as long as New Orleans
stays healthy (and fights off Atlanta), they
could waltz to another NFC South Crown.
AFC South
When it comes to the AFC South it all
starts with the Indianapolis Colts. Manning
is everything in Indy and his presence has
culminated in a 131-61 record in his 12-year
career for the Colts. After a bitter defeat in the
Super Bowl, Manning will return this season
with one of the most lethal set of weapons in
the league. Indianapolis will also welcome the
return of oft-injured safety Bob Sanders, who has

Katrina Revisited
Director Spike Lee Returns to New Orleans for Two-part Series

It’s been five years, and many sections of New Orleans are
still reeling from Hurricane Katrina’s wrath. Famed director
Spike Lee returned to the Crescent City for a four-hour
documentary, If God is Willing and Da Creek Don’t Rise, which
examines the aftermath of Katrina and two distinct events – the
2010 Super Bowl victory and the BP oil spill – which have also
left indelible marks on New Orleans.
The documentary continues where Lee’s 2006 project, When
the Levees Broke: A Requiem in Four Acts, left off. “We knew
when we finished the first film that the story wasn’t over,” said
Lee in a statement. “It was clear it would take a long time for
the city to get back on its feet.”
The most recent documentary looks at the Big Easy’s ability
to rebound after the cataclysmic natural disaster; the jovial New
Orleans culture that’s lauded worldwide and most importantly,
the successes and failures of efforts to repair housing, education
and the economy.
Lee and his crew arrived in New Orleans in February and
were engulfed by the optimism of New Orleans Saints fans
fresh off the team’s Super Bowl win. “They’d just won a Super
Bowl.  They had a new mayor and people’s spirits were high,”
Lee added.
But fear and mistrust persisted among many residents,
namely African Americans, who told Lee they believed New
Orleans would become gentrified and inaccessible to the very
people who’d lived there longest. Adding to some residents’
dilemma is an affordable housing shortage affecting many
in the hard-hit Lower Ninth Ward and St. Bernard’s Parish.
According to Lee and his crew, only 38 percent of the private
homes destroyed in the hurricane have been restored. “Some
parts of the city are rebuilt,” the School Daze director reports in
the documentary, “but a lot of houses in those areas are in the
same condition they were five years ago.”

Aug. 24. Wright is a hard-
working preacher’s kid who believes the message she sings and
explodes with the passion to share it and see the manifestation
of it. She was born in Mobile, Ala., and raised in Cleveland.
Her travels brought her to Baltimore where she studied with
the late Dr. Nathan Carter at Morgan State University. She
is currently the praise and worship leader and director of the
Young People’s choir at the Empowerment Temple A.M.E.
Church.
AFRO: When did you first encounter music?
Brittney Wright: When I was a baby, I guess. My dad
sings. I have uncles and aunts who sing and play instruments. I
told my dad when I was about 3 years old that I wanted to sing
a solo at church. When I told him the song I wanted to sing was
“Saving All My Love For You,” he rightly decided I wasn’t
quite ready to sing in his church. I still did personal concerts in
my room and on the front porch. When I did have my singing
debut, at 4 or 5 I sang “If Anybody Asks You Who I Am.” From
that time I sang in the choirs at church and as I grew, was asked
to sing solos around the city.
AFRO: I know you sing gospel music, but what’s the
particular message you hope to deliver?
BW: Today—that’s my message. That no one has done so
much wrong that God won’t forgive them. And so you can
everyone, one that would meet people where they are and
encourage them. Everyone needs encouragement from time
to time, even church people. Everyone has doubt from time to
time, even church people.
I’m a gospel artist but I didn’t want people who don’t go
to church to feel like they couldn’t relate to my music. As
Christians, it’s our job to go out and minister to people. I
believe the call that God has given me is to go out and to
convey the ultimate call, which is to have a deeper relationship
with God. That’s the goal.
AFRO: Describe the uniqueness of your voice.
BW: It’s lower than average artists’, a little jazzy, a little
raspy. I don’t just have one style that I like. I listen to classical
music. I sing classical. I love country, love folks songs, love
jazz, traditional gospel, urban gospel and all that’s intertwined
with the hymns and other music I grew up with. That makes me
kind of stand out from others and gives me a style that’s a little
different.
AFRO: What does singing do for you?
BW: Singing for me is a form of release, a form of worship.
Even when I can’t talk about an issue or a problem I can sing
and it turns into a healing, a cleansing, a calming for me,
because ultimately it turns into me just singing praises to God.   For Sale

been in church all your life you don’t go through anything.
Sometimes we Christians think because you’re saved you
don’t have a lot of things going on. I just believe I’m to go
out to people and let them know that I definitely understand

AFRO: What’s one of the things you’d really like to do to
make a difference?
BW: I grew up around a lot of women. One of my aunts
was a foster mom so I met a lot of young girls from broken
homes. That encouraged me to want to start young women’s
enlightenment center. Just teaching basic things like etiquette,
writing résumés, balancing checkbooks and interviewing
properly.
