The Philippines should change the old government system from democratic republic to Federal
government system for reasons like: to solve improper division of power, to emend passive
system of government, and to encourage competition.

TS: If Philippines will adapt the Federal system, sovereignty is constitutionally divided between
the national government and subdivisional governments.

Pros:

1.) States will be able to keep more of their income to themselves.

2.) It permits citizens to decide many things at the state and local levels of government.

3.) Its enigmatic for politics to execute corruption since there will be pluralism of government
branches.

Cons:

1.) Disadvantages in poorer states and communities, which generally provide lower levels of
education, health, and welfare services; police protection; and environmental protection than
wealthier states and communities.

2.) It prevents the creation of a national policy.

3.) Any forms of corruption are still possible.

Refute:

1.) Wealthy states will have to share their income to the poor states to help them develop.

2.) State governments can be more responsive to citizen but national policies shall be
recognized.

3.) Pluralism of government branches will not stop politics from corruption but it may weaken it.
