1) To what extent does the scope of self-determination extend?

The scope of self-determination extends only to the point to include the persons who are directly
affected by the current state of government. In saying so the states agree that only the persons who are
being under represented or misrepresented by the incumbent government have the right of political
self-determination.

2) Does the right to self determination give people right to secede?

Yes, it does. However, it is true only under the condition that the secession needs to be a necessity
based on a number of factors such as gross violation of the sub-state by the parent state and those
asking for secession be a homogenous group.

3. Legality of secession of Crimea:


Illegal considering a number of factors inclusive but not limited to:
a. Military intervention by Russia
b. The lack of international observers
c. The lack of concrete definition on the right to self-determine

4. Minorities right to self-determination in current case of Ukraine-Russia crisis:


A fair referendum would give voice to the minorities as to where their interests lie.
A fair referendum would be inclusive of but not limited to factors such as:
1. Demilitarization of the entire Crimean Peninsula for the period of election
2. The presence of verifiable international observers
3. It be carried out by specifically designed organ overseeing the referendum impartially

5. Is rendering support to revolutionary groups of another state, demanding secession, a breach of


territorial integrity and sovereignty?
Though the response in contingent to the definition of support, support usually results in
intervention of the workings of the state of another country, the case in particular if of military
support, which the international law determines as a breach territorial integrity and soverignity.

6. Can self determination and recognition of statehood run parallel?

The council has come to an understanding that self-determination, if applied in line with the
right to secede, precedes its identity as a recognized state; thus being successive stages rather
than parallel.

7. Role of international community and UN in resolving the current Ukraine-Russia crisis:


The involvement of Russia in Ukranian politics warrants this as an international issue and the UN
does not recognize the legitimacy of the referendum and would propose that Crimea go into a
fairer referendum, one that is in line with the above mentioned points in 4.
