CSG Consultants, Inc. (CSG) is pleased to present our Statement of Qualifications for building code
plan check and inspection services to the City of Carmel-by-the-Sea (City). Our firm brings specialized
expertise, proximity, electronic plan review capability, knowledgeable and highly competent staff, and an
existing working relationship with the City performing plan review, inspection, permit tech, as well as
code enforcement services.
We understand the City is seeking firms to provide on-call building and fire plan review and inspection,
and code enforcement services. CSG can readily provide all of these requested services with the
personnel proposed herein. All proposed CSG personnel are registered, ICC and/or CSFM certified, with
additional qualifications including LEED, DSA, and CASp experience and certification. Many of our
proposed team members are cross-trained in multiple service levels, providing our clients with increased
efficiency as well as the ability to provide on-call staffing depending upon their fluctuating needs.
CSG currently furnishes building and safety, fire prevention, public works, planning, code enforcement
and other municipal services to over 160 clients throughout California. We have a solutions-oriented
approach to our work, leveraging our teams depth and breadth of experience and technical expertise to
address code compliance challenges for our clients. A sampling of communities for which we have

Mr. Vangala provided complete building plan review for this integrated Department of Veterans
Affairs and Department of Defense joint health-care clinic, the first in California. This new
146,000 square foot, three-story structure will serve as a state-of-the-art medical clinic. The
facility will provide primary and specialty care to including subspecialty clinics, audiology, indoor
and outdoor physical therapy, occupational therapy, a mental health center, and imaging and
laboratory space. This project achieved LEED Gold certification per the LEED for Healthcare
2009 Edition.

Mr. Rodewald served in numerous positions during his 22-year tenure with the Department
ranging from Fire Prevention Officer to Division Chief. As Fire Prevention Officer, he performed
construction plan reviews of new buildings and fire protection systems, conducted fire
investigations, and served as an educator for public education programs. As Division Chief, Mr.
Rodewald managed the Departments Fire Prevention Division. His duties included plan review
and inspection of new construction, code enforcement of existing structures, fire and arson
investigation, and citywide disaster preparedness. He led the Departments engine company
inspection program and served as an instructor for Community Emergency Response Training
(CERT). Mr. Rodewald also managed the Emergency Operation Center and was the Chief
Officer at emergency scenes.

residential structure. This project incorporated retaining walls up to 30 feet in height, with soil

This project involved plan review of an historic former school building damaged during the Loma
Prieta earthquake. Work included accessibility upgrades and structural upgrades/repairs in
6. accordance with the Citys Earthquake Hazard Reduction Ordinance. The building was
classified as an unreinforced masonry building (URM) due to clay tile infill walls between
concrete columns and beams. Other weaknesses in the buildings lateral bracing system
created an occupancy risk and necessitated a seismic upgrade.

CSG has been performing building and fire plan review for this large 72-acre development in the
City of Alameda which, after completion, will include 285 single-family homes, townhomes and
condominiums, a 50,000 sq. ft. waterfront district of mixed-used/commercial space, and a
6. shopping center featuring a Target and Safeway grocery store. An example of CSGs plan review
work includes review of 9 different townhome condominium buildings arranged into 4-plexes, 5-
plexes, 6-plexes and 7-plexes. The condominiums include both 2-story (accessible) units and 3-
story units. Construction is type V-B occupancies including R-2 and U. All buildings are
sprinklered per NFPA 13.

6. commercial projects. We ensure compliance with applicable codes and requirements by
identifying code violations, offering solutions to developers, property owners and tenants on
potential risks and safety hazards, and by working as a team to correct violations.

CSG staff will perform building, structural, and accessibility plan review for conformance with the
California Building, Plumbing, Mechanical, Energy, CALGreen, and Electrical Codes, and all
applicable State, Federal, and local laws. CSG can supply a CASp certified professional to
review plans for accessibility and to facilitate compliance with regulations. All reviews shall be
conducted using City of Carmel-by-the-Sea plan review policies and procedures and will be of
the highest quality, completed in a professional manner.
CSG will arrange for pickup and delivery of plans to/from City offices. The pickup and
delivery of plans and other materials via CSG staff or an approved alternative service will be
provided within 24 hours of notification at no additional cost. CSG works hard to provide the
best quality and most timely service in the industry. We understand and will meet the City of
Carmel-by-the-Seas mandated time frames. We pride ourselves in maintaining the requested
plan review times for all our clientseven delivering faster than our own deadlines.
Copies of all other correspondence from the plans examiner to the applicant will be sent directly
to the City of Carmel-by-the-Sea. CSG also offers a convenient service allowing the City to
check plan review status and comments online. By logging in to our Plan Check Status
website, staff as well as authorized applicants can view each project document and
communicate with the plan checker via e-mail or post-a-note to facilitate resolution of
corrections.
