The massive increase in homicides and shootings in the city of Topeka, makes it clear to us that we're
just on the tip of the iceberg when were evaluating the potential for loss of life and destruction to
families in the Black Community
This Emergency and long-term Plan for a unified approach to dealing with local government which
includes: the 501 School District, Shawnee County Commission, Topeka City Council, and All-State
entities that have a vested interest in the survival in the Improvement of our Community
Facts As A Group of Community Members, Parents, and Pastors we realize that it should be our goal to
lead our children on to the path of better choices, education, and economic development but we will
need to take a slight deviation for the traditional approach. I am strongly recommending An approach
that brings the Young People into an recreational and activity based environment where they're
comfortable at and where we can start to develop an relationship with them again. The relationship
with them will not initially be so much the usual do what I tell you lecture setting But An In Deed by the
actions environment. We need to use an employment opportunity based and recreation as the medium
for positive change. We need to immediately create positive Saturday evening activities for them.
Step Two. Request an emergency meeting with the School Board of the Unified 501 school District.
Request the following:
A. Ask the 501 School District to make the Highland Park High School Gyms and Lunch Room
areas available to us.
B. The hours needed for their facilities is from 6 p.m. until 11 p.m. on Saturday nights.
B. The Board of Community Members, Churches, and Community Organizations will do the same
except it will be a nonpaying volunteer Internship and Enrichment Program that will
encompass all the city operated Teen Jobs Program but it will involve field trips to museums
and recreational programs.
C. Get event Insurance and Registration/Hold Harmless Agreement signed by every Parent or
Legal Guardian.
D. Develop a Partnership with Kansas State Universitys College of Agriculture. This will offer all
the Youth College preparation and work experience with the Urban Farming Program.

Dear Topeka Family Members, Pastors, and Community Groups as we all know that it is not our natural
habitat to be in the gym chasing and refereeing youth sports at this stage in our lives. Yet this is the best
place to stage positive change in our youths lives. We are requesting specifically that you show up on
the scene and make sure that you interact with the young people as we pass out food and create
positive activities for them.
Those activities include youth basketball and volleyball for males and females in our community.
On the surface that might seem out of the ordinary but it must be the method that we use to save their
lives and to draw them back into our positive organizations. Our goal is to stimulate their higher levels
of consciousness which will reduce violence within our community. As we work with them in the
recreation environments we will create a relationship with them that will encourage them to come and
volunteer with us from time to time.
We're looking at a two-week kickoff date for these activities. That will be approximately start November
4th, and run through the Fall of 2018, we cannot miss this opportunity to attack the problem at its root
cause. We contend that is their lack of community based and led programing that is cause of this local
violence.
Were asking this group to allow me to reach out to several of the young men and women who are
presently actively involved with the youth in our community. This group can be the young legs and
minds who can have the energy to operate these facilities under our supervision.
I want you to know many of these young men and women already run teams so they have the
experience. We believe that we can reach out to almost 500 students every Saturday night and
encourage them to come and participate in these positive activities. This is the foundation for
developing a relationship and giving them a positive and safe environment to be in.
F. We need to create a food pantry and send the kids home with food stock that they can use at
their house.
G. That we all chip in and provide a person that goes from school to school representing the
members, and clergy from the African American Community to work with the children and that
we hire and that we pay the person at the amount of $200 per week.
H. Go and visit each school and get the information out.
I. To coordinate the activities for this program .
J. I will volunteer my time and help out but we need young people out there who can get it done.
I can only tell you that we're responsible for a large part of the demise of the African American family
and its relationship with the Black Organizations and Churches. This being the Brown v. the Board of
Education City caused us to turn our children over to the government to raise them. It is going to take a
family, and faith based intervention and a unified effort to redirect our children back to our values of
sweat equity, and education. Regardless of what we do from this moment forward our legacy and
priorities is truly in question. I know you see our children reaching out and looking for other options in
their life path and social development. It is because we have not shown them our love for them in our
deeds. Faith Without Works Is Dead!
I sincerely appreciate you coming today and I hope that you are ready as we prepare to attack this
oppressor of our childrens spirit and hope.
