TECHNICAL REQUIREMENTS

FOAM TANK (Crude Pump area 14200 litres)

1.0 GENERAL
1.1 This standard / specification cover minimum technical requirements for the design, Manufacture,
supply and inspection of foam tank.
1.2 Any conflicting requirements between various applicable technical codes & specifications and this
requisition shall be referred to the PRL for review and consent.

2.0 SCOPE OF SUPPLY


2.1 Vendor shall design, fabricate and supply foam tank as per RFQ, supplied drawings and confirming to
codes, specifications and data sheets.
2.2 Vendor shall be responsible for the procurement of material, forming, fabrication, in-house
inspection and testing of all the components.
2.3 Vendor shall facilitate PRL appointed Third Party Inspection Agency or PRL inspector to witness the
manufacturing as per approved ITP to ensure that the vessel is fabricated in compliance with the
drawings, this specification, and that all good and sound Engineering and Fabrication Practices are
followed.
2.4 The vendor shall submit an Inspection & Test Plan before start of Fabrication for Review/Approval
that shall consist of the following
2.4.1.Description of all the inspection activities and testing involved during various stages of
fabrication.
2.4.2.Inspection and testing procedures (with reference to applicable Codes)
2.4.3.Acceptance criteria (with reference to applicable Codes)
2.4.4.Inspection requirements of Manufacturer (Vendor), Third Party Inspector and PRL.

3.0 CODE OF CONSTRUCTION


3.1 Reference is made to the following documents, which form part of this Specification. The latest issue
and addenda shall be used.
3.2 In case of differences among Codes, Standards and Specifications, the most stringent requirements
shall be followed. Any conflict shall be referred to the PRL for clarification.
3.3 The following codes are to be considered.
3.3.1.ASME Section VIII, Division 1; Rules for Construction of Pressure Vessels.
3.3.2.ASME, Section II, Boiler and Pressure Vessel Code-Material Specifications, Part A

4.0 Design
4.1 The vendor shall design the foam tank, keeping the dimensions/volume of the vessel same.
4.2 The location and no. of nozzles/ and openings shall be as per existing drawings except one EXTRA
OPEING IS REQUIRED ON TOP OF VESSEL FOR ENTRY.
4.3 The unit shall be placed on existing supports, Vendor shall ensure the same in design.
4.4 The design shall be based on ASME sec viii, Div. 1
4.5 Corrosion allowance shall be 3mm on all parts.
4.6 MDMT shall be -5o C.
4.7 Wind load shall be 160KPH while seismic Zone shall be 2b.

5.0 MATERIAL
5.1 The material of construction shall be Carbon steel and shall conform to one of the specification of
ASME section ii.
5.2 The material containing Zinc shall be avoided, Galvanized material shall not be used.
5.3 All material shall be new and FULLY KILLED.
5.4 Origin of material shall be of renowned mills (with clientele e.g. Shell, ExxonMobil, Chevron etc)
from Western Europe, USA, Japan or South Korea. All materials used shall be new, with MTCs &
Traceability and shall meet the requirements of the applicable Codes.

6.0 MANUFACTURE/ FABBRICATION


6.1 Good engineering practices shall be ensured during manufacturing of the subject vessel.
6.2 Welding and fabrication shall be as per latest ASME SEC VIII, DIV 1.
6.3 WPS, drawings shall be prepared and sent to PRL for review and approval.
6.4 All welding shall be done by a metal arc process.
6.5 Nozzles and reinforcements shall be attached to the vessel with full penetration welds.
6.6 All heat treatment if any shall be as per code.

7.0 INSPECTION AND TESTING


7.1 Dimensional and Permissible variations shall conform to the sizes and tolerances as specified in
specifications and codes.
7.2 The vessel shall be hydrostatically tested upon completion of all activities.
7.3 All inspection and examinations shall be made by the Vendor as required by this Requisition,
approved Inspection and Testing Plan (ITP), Vendor's procedures / practices (approved) for quality
control and applicable Codes / Standards referred herein.
7.4 The Vendor shall facilitate (for inspection by PRL Authorized Inspector) all inspection activities as
specified in the approved Inspection and Testing Plan.
7.5 The approval of the work by the PRLs inspector and/or his release of vessel for shipment shall in no
way release the Vendor from any responsibility for carrying out all the provisions of this specification

8.0 SURFACE PREPARATION AND PAINTING


8.1 The Vessel shall be sand Blasted on both external and internal side for application of paint.
8.2 The surface profile and finish shall be as per requirement of paint manufacturer.
8.3 The painting system for inside shall be epoxy or coal tar, to be approved be PRL.
8.4 The external paint shall be epoxy and shall be approved be PRL.

9.0 COMPLETION AND PREPARATION FOR TRANSPORT


9.1 Prior to shipment the dish end shall be thoroughly cleaned, foreign matters removed and properly
preserved.
9.2 The item number, purchase order number, metal or alloy designation, temper, size, shape and no. of
pieces, name of supplier and suitable warning about lifting limitations shall be clearly marked on the
package.
9.3 Following documentation is required.
9.3.1.Mill test Certificates along with their traceability
9.3.2.Results for all Physical and Chemical Tests, Dimensional checks and sampling
9.3.3.Quality Control Plan
9.3.4.Signature of Suppliers Quality Control Representative
9.3.5.Heat Treatment Diagram Chart/Heat Treatment Procedure (if applicable)

9.3.6.Third Party release notes

10.0 DEVIATIONS/NON-CONFORMANCE
10.1 The supplier should provide compliance statement to this document clearly and state separately
the deviation or non-conformance if any from this document
