Dear Colleagues,
{wanted to give you a heads up that i'm planning to introduce three amendments to the FoxConn package.
‘The first would require that all employers within the Manufacturing Zone respect their employees’ right to collectively
bargain,
The second would require that a certain minimum percentage of jobs associated with the Manufacturing Zone go to
residents of Wisconsin (stil working out the specifics).
The third would require every job associated with the Manufacturing Zone to carry health insurance for the worker and
pay at least $15 per hour.

Hi Bob,
Here’s a quick summary of the two amendments.
First, the amendments cover not only direct employees of Foxconn, but also the employees of suppliers to and
Contractors of Foxconn. This means that additional manufacturing jobs related to Foxconn will be good,
family-sustaining jobs that pay decent wages as well.
Amendment 1: Requires a $15 wage floor, beginning in 2020 and increasing with inflation annually. The
existing legislation mentions a $30,000/year baseline, but that is only the level at which FoxConn can claim tax
Credits, not @ solid wage floor for all workers. Some have also mentioned an “average” salary, but of course
averages can be skewed upward by a few very large salaries. We must ensure a wage floor so that all workers
actually receive a living wage.
‘The amendment also establishes a requirement that FoxConn secure a labor peace agreement that no strikes,
pickets, boycotts, or other economic action will be pursued by a labor organization involved in organizing
Foxconn workers. What Foxconn negotiates with the other party as consideration in such an agreement we
would not specify. This is the most conservative approach to requiring anything of Foxconn regarding labor
relations and one that is unquestionably legal as per what state government may do under federal labor law
pre-emption doctrine.
Amendment 2: Requires FoxConn to negotiate a private agreement substantially similar to what emerged
from the Bucks arena & surrounding development, prior to execution of any contract with the state or WEDC.
My understanding is that those involved in the end-use jobs agreement on the Bucks arena and surrounding
development are prepared to engage with Foxconn.
