Global Issue of Social Welfare Sector
The progress of living standards due to globalization is
remarkable (see Baasir, 2003; UNDP, 2002: 13). The accumulation of world wealth in the period 1986-2000 jumped four-fold, from 7.2 trillion US dollars to 27 trillion US dollars.But on the other hand, globalization has also brought new suffering to the world. The portrait of progress above is mostly experienced by developed countries. While living conditions in developing countries are still or even more underdeveloped. As reported by UNDP (2002: 13), "The discovery of new technologies and enhancement of economic integration has opened up tremendous global economic opportunities. But behind the prosperity commonly experienced by developed countries, there are still 2.8 billion people living on less than 2 US dollars per day. A girl born in Japan today has a 50 percent chance of staring at the 22nd century, while 1 in 4 newborn babies in Afghanistan will likely never celebrate her fifth birthday (UNDP, 2002: 1-13). This shows the high level of poverty and death in ASEAN.
