MEMORANDUM
We have been working with Brian Katulis at CAP and Ilan Goldenberg at CNAS to plan and execute an
Embassy-supported study tour of national security experts to the UAE this spring.
Dates
The delegation would arrive in Abu Dhabi on Friday, May 8, with two days of meetings in Abu Dhabi and
one day of meetings in Dubai. Some of the group will go on to KSA and others plan to travel to Beirut.
Participants
The delegation will consist of 10-15 senior and mid-level national security and foreign policy experts
from CAP, CNAS, and the American Enterprise Institute (AEI).
Program/Meetings
The proposed list of meetings is below. In addition to senior UAE national security and FP officials, we
propose to expose the group to some new elements which may include the national service program;
the space program; and a glimpse of the cultural scene in the country.

Embassy/CPC Support
CAP will use its existing program budget to manage planning and organization for the visit. (AEI and
CNAS will not accept direct grants from the Embassy.)
The Embassy will cover business class fares for the group estimated at US$150K. We will request that
CPC cover hotels, meals and local transportation.
Richard or Matt and Sarah will accompany the group to the UAE.
