In that capacity, your complainant has reviewed written reports, conducted an investigation of h ‘own, and leamed the facts stated herein, 1. J.A.C. (DOB: 3/16/2001) is a juvenile male who has lived with his family at a residence in Ramsey, Anoka County, Minnesota since at least 2014. In August or September 2014 a family friend, REBECCA LEE NOONAN (DOB: 10/28/1983), the defendant herein, was at J.A.C.'s home while his mother was gone. The defendant came into J.A.C.’s room and while nude, got into his bed. The defendant grabbed hold of J.A.C.'s penis and inserted it into her vagina, The defendant engaged in penile — vaginal intercourse with J.A.C. for several minutes. The defendant told J.A.C. to keep the encounter secret, because she would go to jail for a lengthy period of time. 2 J.A.C. told his siblings about the encounter and asked that they not share the information; J.A.C.’s siblings confirmed that J.A.C. told them of what happened. J.A.C.’s mother confirmed the defendant was left at the home with J.A.C. in August or September of 2014. 3. To no avail, law enforcement has attempted to locate the defendant at her last known address and several other locations. The defendant's current whereabouts are unknown.
