Nadeau ‘Councilmember David Grosso ABILL IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To create a Data Sharing and Paperwork Advisory Council to serve as an advisory body to the Mayor, the Council, and District agencies on matters pertaining to improving efficiencies in data collection, information sharing, and information resources management. BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF CQLUMBIA, That this act may be cited as the “District of Columbia Paperwork Reduction and Data Collection Act of 2017”. Sec. 2. Data Sharing and Paper Reduction Council (a) There is established a Data Sharing and Paperwork Reduction Advisory Council (*DSPR”) (b) The DSPR shall be composed of at least 13 members appointed as follows: (1) The Director of the Office of the Chief Technology Officer, or the Director's designee; (2) The Director of the Department of Small and Local Business Development, or the Director's designee; (3) The Director of the Department of Employment Services, or the Director's designee; 34 35 36 37 38 39 40 4 42 4B 44 45 46 47 48 49 50 Sl 52 33 54 55 (4) The Director of the Alcoholic Beverage Regulation Administration, or the Director's designee; (5) The Director of the Department of Consumer and Regulatory Affairs, or the Director’s designees (© The Director of the Office of Tax and Revenue, or the Director's designee; (7) The Director of the Board of Elections, or the Director's designee; (8) The Director of the Department of Motor Vehicles, or the Director's designee; (9) The Director of the Department of Health, or the Director’s designee; (10) The Director or the Director's designee of any agency the DSPR deems necessary; (11)(A) Four community representatives, appointed by the Mayor, who are business owners in the District who represent small businesses; provided, at least two of the community representatives shall be representatives of businesses that serve food and alcohol. (B) The Community representatives shall be appointed for a term of two years, with initial staggered appointments of two community representatives appointed for two years and two community representatives appointed for one year. The community representatives to serve a one-year term, and the community representatives to serve the two- year term shall be determined by lot at the first meeting. (©) Vacancies shall be filled in the same manner as the original appointment to the position that became vacant, Community representatives who are appointed to fill vacancies that occur before the expiration of a community representative's full term shall serve only the unexpired portion of the community representative's term. 56 bre 58 39 60 61 62 6 64 65 66 67, 68 69 70 1 n B 4 (A\(1) The Director of the Office of the Chief Technology Officer, or the Director's designee shall serve as chairperson the DSPR. (2) A vice-chairperson shall be elected by a majority vote from among the community representatives at the first meeting of the DSPR to assist the chairperson in the performance of his or her official duties. (©) The DSPR shall meet on a quarterly basis, and more often as needed, at times to be determined by the chairperson at the first meeting of the DSPR. (® The DSPR shall provide public notice of all meetings and shall conduct its meetings in compliance with the Open Meetings Amendment Act of 2010, effective March 31, 2010 (D.C. Law 18-350; D.C. Official Code § 2-571 et seq.) (g) The Office of the Chief Technology Officer shall provide the DSPR with an annual operating budget, which shall include funds to maintain a website where the DSPR shall provide a public listing of members, meeting notices, meeting minutes and solicit community input. Sec, 3, Functions and operations of the DSPR. (@) The DSPR shall advise the Mayor, the Council, and District agencies by: (1) Identifying and evaluating the process by which District agencies compile, ‘maintain, and update data received from residents and businesses; (2) Reviewing the data collection and entry policies of District agencies to reduce inefficiencies and duplicative practices, and 5 16 71 8 79 80 81 82 83 84 85 86 87 88 89 90 a1 92 93 94 95 96 (3) Evaluating the need for and ability of District agencies to access data through a multi-party agency data platform; (b) Evaluating the ease and ability of residents and businesses to update information provided to agencies; (©) Issuing recommendations regarding the resources necessary to compile, protect, and update data collected and shared by multiple District agencies. Sec. 3. Recommendations by the DSPR. (a) The DSPR shall develop a plan the recommendations of the Council to develop policy to create a plan of action whereby District agencies can do the following: (1) Reduce the redundancies of paperwork input requested by District agencies of residents and businesses; (2) Improve methods where residents and businesses can easily update information to be shared with multiple agencies by single entries; and (3) Improve methods for District agencies to share and update data collected from District agencies, residents and businesses, Sec. 4. Reporting requirements. (a) Within 180 days of the effective date of the DC Paperwork Reduction Act of 2017, that includes: and every six months thereafter, the DSPR shall submit a report to the Counc (1) The extent of the same or similar data is requested by District agencies of the public; (2) The extent to which the same or similar data requested may be reduced; 97 98 99 100 101 102 103 104 105 106 107 108 109 110 i 112 (3) The time and resources that the District could save by reducing the request of duplicative data and sharing data by agencies; (4) The viability of sharing data with other agencies; (5) The extent to which requesting data by multiple agencies produces errors in information; (©) Areas where the information requested may be reduced. Sec. 5. Fiscal impact statement. ‘The Council adopts the fiscal impact statement in the committee report as the fiscal impact statement required by section 4a of the General Legislative Procedures Act of 1975, approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.472). Sec. 6. Effective date. This act shall take effect after approval by the Mayor (or in the event of a veto by the Mayor, override of the veto by the Council), a 30-day period of congressional review as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of Columbia Register.
