    The Bids and Awards Committee (BAC) is responding to a report requiring justification for not awarding certain items ready for purchase to the lowest bidder. The BAC did not select the lowest bidder, C&E Publishing, because their prices for 221 book titles were four times higher than the approved prices provided by the University Librarian. After re-examining the price comparisons between C&E Publishing and the approved prices, the BAC concluded not selecting the lowest bidder was necessary to prevent serious prejudice to the university's financial resources. The BAC will initiate a new bidding process to invite other publishers to bid on the same book titles within the approved price limits.

    Dear

    Greetings!

    This letter is in response to your report dated addressed to our Office requiring for the justification of
    our non-submission of the Bids and Awards Committee (BAC) to the University President of some items
    ready for purchase from the lowest bidder.

    The BAC is constrained to award the said items to purchase from C&E Publishing, the lowest bidder of
    those items, such books on the ground that the prices they submitted for most of 221 titles of books are
    in four times more than the approved agency_______________ provided to us by the University
    Librarian. As revealed from our attachments in this letter, the comparison of highlighted portions of the
    different books is extremely greater than those submitted to us by the University Librarian. The BAC,
    after re-examination of said attachments, concluded and decided not to pursue the said transaction
    which would seriously prejudice the financial resources of the University.

    The BAC, therefore, will submit the program to new bidding procedure to invite other publishing
    companies to submit their quotations for the same book titles within the limits set forth in the approved
    agency__________________ .
