Both sides agreed to begin frequency registration with location
within 1 km from the reference line. Both sides will submit information
for registration within 3 months after agreed on the registration format
Due to lack of understood between Laos and
Thailand on the definition and process of
procedure of frequency registration. then, DoT
need to have a discussion with NBTC in JTC-5
DoT would like to propose to:
Define every words of the procedure of Frequency
registration.
Register Mobile cellular 2G (900 MHz and 1800
MHz), 3G 2100 MHz, etc, respectively.

At JTC-4
Thailand and Lao PDR agreed in principle to use ESRI Map to create the
coordination service area.

Note :
1. The proposal is to give a priority to the frequency registration to Digital TV Service, because it is a
new technology and a number of new stations will be installed. The existing stations will be the
second priority, since the existing stations are able to coexist for several years.
2. When the information exchange is applied, the following information is needed to submit:
(1) Coordinates (2) ERP (3) Frequency channel (4) Antenna height above ground level
Proposal
The meeting is invited to confirm of the coordination zone along Thailand
Lao PDR Common Border (30 kilometers from the common border).

Introduction
NBTC has a collaboration project with ITU:
Completed the detailed planning for 39 main sites in February 2014
The detailed planning for additional sites already start and will be accomplished at
mid 2015
The planning consists of 3 layers

There are 39 service areas with 6 MUXs per area (39 main sites)
Due to lacking of spectrum (only 510-790 MHz), some sites will be assigned a
temporary channel to be used before ASO
6th MUX is for community service and will be available after ASO
DTT Frequency Planning
Frequency Range : UHF 510 790 MHz
Bandwidth : 8 MHz
Frequency Channel : Channel 26 - 60
Service Area : 39 service areas
Number of Main sites : 39 sites
5 MUXs (5 frequency channels) per Service Area
6th MUX will be available after Analog Switched-Off
6th MUX is reserved for community services
Infrastructure sharing between all MUXs

Trial F.M. radio service License
Technical Standard Test Report
A Memorandum of understanding (MoU)
Trial F.M. radio service stations shall not interfere to other assigned services,
including Aeronautical services, Telecommunication services, Broadcasting services,
and radiocommunication services.
Trial F.M. radio service stations shall not publish any contents that are against to
the law and the National Council for Peace and Orders notice. (e.g. Hate speech)

Manufacture License, Import License, Installation License, Use License, Export
License.

Technical standards requirements
1. Rated Carrier Power
Limit : Rated Carrier Power shall not exceed 500 watts.
2. Conducted Spurious Emission
Limit : The power of conducted spurious emission must less
than carrier power under the condition of no modulation at
least 46 + 10log P or 70 dBc, whichever is less stringent;
when P = Rated carrier power (W).

Limit

Limit : Frequency Error shall not exceed 2 kHz of its nominal
value under the condition of no modulation.
5. Frequency Deviation
Limit : Frequency deviation shall not exceed 75 kHz.

1 Year period license
Shall not interfere to Aeronautical service, Licensed other
radiocommunication services.
Shall not interfere to radiocommunication stations of
neighboring countries.
Shall not publish any contents that are against to the law and
the National Council for Peace and Orders notice. (e.g. Hate
Speech)
Trial F.M. radio service stations shall be operating in
accordance with Internationals Agreement.

Background
As the 4th Ad-hoc meeting, the relevant parties (CAT, LTC and Lao
Government Agency) agreed to find solution of radio frequency interference
together.
Lao Government Agency informed in the meeting to use mitigation technique
solutions and after that CAT will retune frequency from F1 to F2 and/or F3 to
allow LTC to use F1.
CAT will consider the result and report back to Lao side. The conclusion will
be finalized before JTC-5 Meeting.
Update information
Jul 18, 2014 CAT requested MPT to update information from Lao
Government Agency.
On Sep 3, 2014 MPT informed CAT that Lao Government Agency has
already reduced power for 3 CDMA sites from 50 W to 40 W since 15
Aug 2014.
Next step solution
CAT will monitor interference problem and finalized at the end
of September 2014
- If the interference from Lao Government Agency still exist, CAT
will request the Lao Government Agency to reduce power again
and/or use the mitigation techniques.
- If there is no interference, CAT will inform to Lao Government
Agency and plan with LTC to implement frequency retune
process in the 5th JTC meeting.
