Compliance Report
This report contains monthly submissions from April to June 2017.
Compliance & Administrative Services of New York (CASNY) is contracted with DePaul Properties,
the owner of the Upper Falls Project in Rochester, New York. CASNYs contract is to perform
Compliance Monitoring Consulting Services and Business and Workforce Outreach for the project.
CASNY is a New York State Certified Minority and Woman Business Enterprise who self performs
our work.
INFORMATION
Workforce Utilization
CASNY reports the workforce utilization goals by receiving monthly submissions from the
contractors as well as Christa Construction, the construction managers for the project. The
workforce utilization goals for the City of Rochester are 20% minority workforce and 6.9% female
workforce. Percentages are verified by the receipt of monthly workforce reports of all onsite labor
hours on the City of Rochester Department of Neighborhood and Business Development Housing
Bureau Form. The calculations are determined by the number of work hours from all workers
including the minorities and females for each month. Employee Information Forms must be
submitted by all onsite workers. The New York State Quarterly Reporting of workforce is
completed on the Homes and Community Renewal Form.
Business Utilization
The plan is for the total of all MWBE contracts on the project to total out to 30% of the funding
from the State. The goals are for the entire project to meet 20% contracts to New York State
Certified Minority Business Enterprise (MBE), 10% to New York State Certified Woman Business
Enterprise (WBE), 6% to a Small Disadvantaged Veteran Owned Business (SDVOB) and Section
3 Business Concern at $100,000 of contracts. The business utilization %s are based off of the
funding sources and not the entire project contract value. Christa Construction will be submitting
the NYS Quarterly Report on verified payments and MWBE contracts to the State. CASNY is to
be ccd on the report.
REPORT
The tables contained in this report reflect the activity of the contractors from June 2017 and
before with cumulative totals. The Workforce Man-Hour Tables will contain information from the
City of Rochester Monthly Utilization Reporting Form. The City of Rochester does not require
CASNY to report on the Business Utilization on a specified form. The information will be reported
on by working closely with Christa Construction and receiving an updated buyout listing when a
new MWBE, Section 3 or SDVOB subcontractor receives a contract.
The established minority and female workforce participation goals for The Upper Falls Square
Project are 20% minority workforce and 6.9% female workforce. The overall to date minority
and women workforce utilization on the project for construction is:
The information collected for workforce participation reflects the information received from the
monthly utilization forms of all tier level subcontractors. The workforce goals are 20% minority
and 6.9% female workers. To date the minority workforce has been exceeded at 41.61% and
the female workforce is below the goal at 3.42%.

CONCERNS/ OBSTACLES
CASNY will not be able to track the MWBE goals on a monthly basis as it was not a City
of Rochester requirement. CASNY does not receive the subcontractor contract amounts.
CASNY will only be reporting on the MWBE, SDVOB and Section 3 subcontractors that are
on the buyout spreadsheet received from the construction manager.
Christa Construction has not submitted any Workforce Utilization forms for any
contractor for the month of May 2017.
COMPLIANCE PLANS/SOLUTIONS
CASNY has attached a copy of the buyout spreadsheet from Christa Construction
updated 4-28-17.
CASNY will work closely with The City, owners, construction management team and all
subcontractors to be sure that this project meets the goals put in place.
CASNY will continue to collect the monthly workforce utilization forms to verify
workforce hours.
CONCLUSION
The totals included in this report are from the information received to date from the construction
manager team. The submissions and reporting due dates are still under review. This compliance
report will be a continuous monthly update until the conclusion of the project. If you have any
