1. OBJECTIVE
Indicate the opportune and effective action that must be followed at the time that the emergency
occurs in the TCH Project facilities.
Set the responsibilities for the coordinated response to the situations that put in danger the
personnel and/or the facilities of the project and the surrounding community.
SIEMENS will form part of an emergency control organization whose intention is to have a plan
to effectively confront the problems that arise during an emergency; in order to form an
organization able to administer the immediate needs during and after the disaster; and to
diminish the impact to the atmosphere and neighboring areas.
Diminish the losses that are generated after an Emergency.
2. SCOPE
The present procedure will be applied to all the personnel who work on the project, including
contractors, suppliers, consortiums, visitors and other personnel who are in the facilities of the
project.
3. UBICATION
The project site is located in Peru, Chilca de Caete City, and Department of Lima; LATITUD
122933.48SUR, LONGITUD 764259.51 O, The distance between Lima and Chilca City is
about 40 km and take 45 minutes to arrive there by road. (Go to appendix 21.1)
The project is located inside the NODO ENERGTICO NATIONAL PROJECT in Chilca station
so it means that we are neighbor of several energy companies which it will demand to us to
implement a Mutual Support Plan in case any incident in the near future once the Siemens
project start with the help of GM SEC PE in Lima, visiting the companies and arranging
meetings the first weeks of the mobilization process to ensure the total safety security
conditions not only inside the site also in all external area in the National Chilca Nodo
Energtico Park.
4. DEFINITIONS
Emergency:
Any event that causes interruption in the normal construction activities that represent danger
conditions to the personnel and/or destruction of equipment or facilities.
Classification of emergencies:
Fire.
Leaks or spills of dangerous liquids.
High voltage cable breakage.
Explosion.
Earthquakes, collapses, etc.
Epidemics
Ecological Disaster.
Taking of facilities by external groups.
Multiple accidents (more than one injured).
Alert status:
It is that in which a potential risk exists, in any construction and commissioning activities, but
that do not merit a complete shutdown.
Emergency:
Is an event that occurs when an industrial or natural type contingency occurs, gets out of
control, putting in risk the physical integrity of the people or facilities causing total shutdown of
the production activities.
General alert:
Is the audible or visible warning that will occur to notify the personnel of the alert status or
emergency so that he acts according to the present procedure, these alarms will be located in
strategic place.
Safety Zone
Is the specific place where the personnel will meet to wait for instructions and evacuation order
and simultaneously verify that the personnel of the area is together and it must be verified by
his direct superior.

Is the one that makes the decisions as far as the way the emergencies will be handled with
internal resources, request external aid, order the total evacuation, inform the community and
relatives of possible victims and generally maintain a preparation culture for emergency
response The Site Management will be integrated by the Site Manager and Site EHS Manager.
Emergency Brigade:
Made up by the personnel of the different areas with appropriate qualification to handle any type
of emergencies, it is subdivided in 3 groups which are:

5. RESPONSIBILITIES
The Site Management is responsible for coordinating the appropriate handling of the
emergency.
The Site Management is responsible to ask for external aid from other companies and/or
institutions if required.
The people who are in the emergency brigades are responsible to go to the call that is made
when an emergency develops.
The Site EHS Manager is responsible for the diffusion of this procedure and verification of the
operation of the emergency brigades.
The Site Management is responsible for the implantation of this procedure and the
accomplishment of the maneuvers.
The information to the outside, relatives, community and public opinion is the responsibility of
the Project Management in coordination with TCH. It is strictly prohibited for any person to
violate this disposition.
Before an emergency.
Establish Security and Safety policies.
Have knowledge and approve the present Emergency Plan.
Control that each of the headquarters involved has the knowledge of the present Plan so
that before an emergency they are convened and they know what to do.
Verify, support and give the resources so that the maneuvers and advanced training
courses are executed.
Establish mutual aid plans (Police, Firemen, Hospitals, etc.).
5.1. Brigades
Level I (Low)
The incident can be managed by a local response emergency team such as a small brigade
working in the same place so we can respond to the situation quickly and efficiently, but EHS
needs to be informed about the occurrence.
Level II (Moderate)
The emergency requires immediate notification to the EHS Engineer and Engineers
Supervisors, activating more than one emergency response teams (brigades and all applicable
Emergency Plan)
7. PROCEDURE
INITIAL WARNING:
The Site EHS Manager will be responsible for handling all the means available to confront the
emergency according to the established procedures.
If an emergency situation is observed and can be controlled, he must take the due
precautions (wind direction, appropriate personal protective equipment and necessary
resources).
The emergency siren activated and initiates communication flow as same as the case, putting
on alert brigade personnel and project staff.
Emergency Alarm
The person who gives the alarm must: Use the word EMERGENCY.
Identifies himself.
Indicate the precise location of the Emergency.
Indicated the type of Emergency.
Gives the preliminary evaluation of the situation:
Indicates if there are injured.
Indicates if there is damage to the property.
Indicates if there is damage to the Environment.
Indicates if there is explosion risk.
Indicates if there is risk of producing injurious gases.
INJURED PERSONNEL: In any area, the first aid brigade will act in the following
manner:
Will request an ambulance or the appropriate vehicle for the transfer of the injured to a place
where the necessary medical attention can be given, as well as the necessary equipment like:
stretchers, splints, medications, etc.
The first aid brigade will administer the necessary care of the injured and will be responsible
for defining the adequate movement of the injured, taking care of the precautions without
caring for the time or pressure of groups not involved in the care of the injured. Finally he
will indicate what the attention level that the injured must receive is.

Immediately after taking care of the injured on the site, the first investigations of the accident
must be recorded and will issue a report to the affected department, who will carry out the
prevention plan to avoid repeats.
8. EMERGENCY RESPONSE
Fire, leaks or spills of dangerous liquids, high voltage cable breakage, explosion,
earthquakes, collapses or multiple accidents, the emergency brigade will act in the following
way:
The first brigade commander that arrives at the emergency site will determine what will be the
initial resources to use in order to request them immediately.
He will immediately call the emergency brigade to meet.
In case of multiple accidents, any person or resource that is in the area for the attention of the
accidents (including requesting support of the closest ambulance to the operation area). The
accident area must be cordoned off and any curious person or non emergency personnel will be
moved away.
The first aid brigade will define the channeling of the victims with the authorization of the
directive committee.( Go to appendix 21.3)
9. FIRE OR EXPLOSION:
The brigade commander will define the strategy to follow, analyzing the possible amount of
inflammable fuel, oxygen in the atmosphere, number of fire lines to use, resources, evacuation
of the area and immediate support of other brigades to help in the evacuation to the general
meeting locations as indicated by the fire brigade commander, the first aid personnel will place
themselves in the service of the fire brigade commander to receive instructions.
In case of needing external aid, fire brigade commander will immediately request it from the
directive committee for their handling.
After the emergency has ended, the materials used in the emergency will be cleaned as
needed and collect the possible Dangerous Wastes, in addition the respective investigation will
be done.
The brigade commander will decide on the strategy to use, quickly analyzing the danger of the
leaked or spilled material, oxygen in the atmosphere, possible evacuation of the affected area
and immediate support of other brigades, the first aid personnel will place themselves in the
service of the fire brigade commander to receive instructions.
In case of needing external aid, fire brigade commander will immediately request it from the
directive committee for their handling.
After the emergency has ended, the Security Supervisor and brigade commander will perform
the investigation of the accident.
The disposal of the material collected will be done according to what it is specified in the safety
pages of the materials in the line of waste disposal and according to the General Law of Solid
Wastes - Law 27314.
The fire brigade will completely surround the area until the involved departments solve the
problem or some decision is made by the directive committee, will evacuate the personnel who
is within the affected area until the normal operations are established.
12. EARTHQUAKES:
The personnel must remain in his jobs looking for protection under columns, frames or
structures that guarantee his physical safety, he should not run, shout or push; after the
earthquake, the facilities must be evacuated to the general meeting place, and if there are
injured, will proceed as in the case of multiple accidents.
13. EPIDEMICS:
The first aid personnel will determine the measures necessary to avoid the propagation and
control the epidemic. Also, if necessary he will ask for the support of the health authorities to
define the health circles and the resources necessary to counteract the epidemiologist
emergency. In addition he will write the necessary reposts, during the emergency days,
indicated the degree of control and the epidemiologist measures that have been taken for its
control. The corresponding authorities will be notified by writing at the end of the emergency to
lift the health circle that applies.
The wastes will be stored as infectious biological wastes and will be finally disposed off as
indicated by the Laws related to it.
We are aware that the site is currently plagued by Trade Union issues that range from power
struggles between multiple unions to single union issues with other contractors currently
working on the site. Immediate support form the local police force is very limited, and the unions
have been known to become violent. Recently that has involved in clashes with the police
resulting in injuries to policemen as well as union members. It is reasonable to assume that
after our mobilization to the site these issues will still exist and may affect us in multiple ways
including the potential for an attempt to take control of the site by the unions. If this type of
situation arises, the Security Supervisor and Security Guards must remain outwardly calm and

cooperative with the personnel that have taken over the facilities and immediately request the
direction of the directive committee. If these groups act with violence, the Security Supervisor
must immediately inform the National Police of Peru of Chilca, so that it takes the necessary
measures so that these groups do not commit vandalism acts.
If intelligence of this type of act is known before the event the client and the National Police are
to be notified immediately and support requested.
The locations of these teams are expressed in terms of future work.( Go to Appendix
21.7)
If a rapid response is needed (life threatening situations or time related), the SIEMENS Site
Manager, in coordination with the Site EHS Manager may implement an evacuation, and Project
Managers should be notified ASAP and customer adequately informed of decision.
A. SITE MANAGER
1. Maintains in Sites adequate transportation for all the employees that need to be evacuated
in case of an emergency.
2. Makes a reconnaissance of local roads and establish main road and alternate roads for
evacuation.
3. Evaluates available vehicles for evacuation.
4. Organizes rehearsals if deemed appropriate.
5. Maintains available sources of emergency supplies for purchases if necessary
D. GUARDS ON SITE
5. The guards on Site under any indication of civil disorders will close and lock the access
gates and immediately ask for orders to the Site EHS Manager.
6. They will not allow any personnel or vehicle to enter or leave the Site without an order of
the Site EHS Manager.
7. After closing and locking the gate the SIEMENS Site EHS Managere will coordinate with
TCH the actions to assure the Security of the facilities.
8. Guards must maintain constant communication with SIEMENS Site EHS Manager and
inform him the development of the events, reporting the Security Supervisor at least every
30 minutes.

The Site Management after receiving the information of the damages evaluation and the end of
the emergency will check that the facilities are in operating conditions for the reestablishment of
the activities; otherwise he must inform what areas remain closed until the elimination of the risk
conditions clearly indicating them.
In any of the previous cases, the security personnel will prohibit the access of relatives, visitors
and mass media.
The Ste Manager will be the only one who authorizes access.
No person is authorized to spread information to the outside, the Project Manager will designate
its official spokesman and this person will coordinate solely with TCH on the information to the
authorities, mass media and to the community on the cause effect of the emergency.
For external communication and according with Peruvian laws, the incident must be
reported to the Labor Ministery during the next five working days the event had
occurred.
