FOURTH OPEN SUPPLICATION TO THE ETHNIC BURMANS OF BURMA

(1st modification)

RESPECTED ALL ETHNIC BURMANS, INCLUDING THE BUDDHIST CLERGY!

A few of you may already have known me through my various papers (Grand Strategy for Burma
(I to VIII), Some Strategic Concepts for the Rebuilding of Burma, An Open Supplication to the
Present and Future Rulers of Burma (modified for eight times), Open Supplication to the Ethnic
Burmans of Burma (four modifications until now), etc., that I have disseminated on the internet
around the world during the past few years. These political papers contain a number of ideas and
concepts of my own for the building of peace and development in Burma. I am a Chin from Burma
(born in the year in which Daw Aung San Suu Kyi was also born), living in Europe since forty
years ago as a stateless person, married to a Shan who passed away nearly two years ago from heart
failures. I am also the author of a 700-page history paper on my people.
In this present supplication I just would like to go directly to two points first: what the real
present condition of the country is and what will most likely happen to us all in the near, not distant,
future; second: the fate of the Christians in the country.

No Easy Way to Improve Myanmars Economy, Experts Say

NAYPYITAW The National League for Democracy (NLD)s economic advisor U Myo
Myint blamed a legacy of inept bureaucracy, deep-rooted corruption, military control, and
a lack of cooperation among ministries for his partys poor economic performance.
He described the military-drafted 2008 Constitution as the first obstacle in revamping the
countrys economy.
U Myo Myint listed the reasons behind Myanmars stagnant economy: Armed clashes, drug
abuse and trade, declining export values, low productivity in the workforce and low utilization
of farmland.
Peoples anger builds up with economic hardship, the explosion of anger is followed by
revolution. So, [the government] needs to urgently provide secure livelihoods for people,
said Col Aung Myint Oo.
He suggested amending the 2012 Farmland Law, as well as policies regarding provision of
agricultural loans and investment, and taxation.
I think it is time we made bold changes no matter what the obstacles are, he said.
He also pointed out the countrys failure to produce animal feed at home.
We have 26 animal feed processing plants in our country, but only six of them are operating
and are not even running at full capacity. This is a big loss for our country, he criticized.
Economist U Thein Swe who served as an executive director in the World Bank said: We
should have a timeframe and plans in place now, we should have plans and goals for the
next three years, the next five years... (see Item No. 10/01 below)

Everybody in the country knows that we all badly need peace and development as fast as
possible. But if we carefully read and analyse all the information items (newspaper articles listed
below) we may most likely never see these wishes come to fulfilment. The simple reasons are: our
leading politicians and militarymen themselves are no more the masters of their own destinies and
we can see clearly now that the military has long become one of the best customers of international
arms manufacturers and dealers and that our land itself has become one of the political, military,
financial and diplomatic battlegroundss of regional and global powers as well as that of various
multinational corporations.
Here are a few more points to substantiate my conclusion above: Senior General Min Aung
Hlaing and a number of his immediate surbodinates have made visits to the military establishments
of several countries - Austria, Brussels, China, Germany, India, Israel, Japan, Russia, Thailand,
Vietnam, etc. during the past few years (see the news items listed below for some of these visits).
On some occasions they were treated with receptions that are normally reserved for heads of states.
Compare these visits with Daw Aung San Suu Kyi's humble visits to Canada and Sweden

So the inevitable consequence of these situations would be the splitting up of the country into
tentatively five parts sooner or later and whether we like it or not: Some parts will literally be
swallowed up by China, some parts by India, some parts by Bangladesh, and some parts by
Thailand, and the rest central Burma proper.
Second: the fate of Christians in the country. When I was still in schools, my Buddhist Burmese
teachers very often used to deride Christians by saying that they were worshipping a foreign or
imported god. And the majority Burmese people suspected them to be the fifth columnists of the
West and thus they were disliked. Many of them are disliked also partly because of their ways of
worshipping are so strange for many Buddhists. But what the Buddhist Burmans did not and do not
know is the fact that those Christians in the country are divided into several rival denominations or
churches. (There were 41,000 denominations worldwide as of 2015 and among the Chin Christians
alone, who may number about 1 million, there are about 30 rival churches. There are approximately
4. 5 million Christians the majority of them are Chins, Kachins, Karens, Karennis and Nagas out
of the country's total population of 52 million. The Baptist and Roman Catholic churches are the
two largest denominations.) And what the Christians themselves there did not and do not know is
the fact that most of their mother churches have been working very closely with state and academic
institutions and financial and business communities in their homelands for centuries. The Roman
Catholic Church, which established diplomatic relations with the country in this year it's the 183rd
state with which it has diplomatic ties - for instance, is organized as a state as well and it always
even has diplomatic relations with all types of rulers around the world for nearly 2000 years. (It
came into existence a few hundreds years after Jesus' death 2000 years ago). - See 01/01. Burma

It is believed that hundreds of millions of innocent people lost their lives around the world in the
past 2000 years in uncountable religious wars and conflicts that were fought between the Christians
themselves.
So my humble appeal to you all the ethnic Burmans here is, instead of disliking them, please
kindly sypathize with them or pity them. A number of churches that have followers in Burma, for
instance, have got great fortunes numbering from several hundreds of millions to even hundreds of
billions of dollar, in some cases. But what have they done for their poverty-stricken victims of the
decades-long civil war in the country? Nothing special, actually! They even urge their followers
there all the times to love each other and to forgive each other's wrongdoings, but they themselves
(those in the leading positions) cannot love and forgive each other. That's one of the main reasons
why there are so many rival churches today. Many of them even threaten in the name of the biblical
God their hapless, starving followers in Burma with an eternal damnation at a place called the
lake of fire for commiting some sex-related activities or using contraceptive devices or for eating
pork, etc., etc.
So, now if in case you would like to know what Jesus is said to have really preached, I'm quoting
here a few lines from the Christian Bible the New Testament, that is. You yourselves may
compare these words with what the great majority of Christians around the world have been in
reality doing. (By the way, I myself am also a Christian, but I do not belong to any single church.
Therefore, I identify myself as an independent Christian.

the street corners to be seen by others. Truly I tell you, they have received their reward in full. 6 But when you

11. Events from the 1988 Nation-wide Mass Uprising the 29th Annivasary

Note. During this nation-wide mass uprising an estimated 3,000 to 10,000 peaceful demonstrators
are believed to have been killed by government soldiers. The following few quotes were some of
the most important situations and factors that had caused this Uprising. These quotes from my own

1984
15 February Burmas Foreign Currency Reserves as of October 1983: US$ 75.1 million. (The ABECO
COUNTRY REPORT issued on this date./The ABECO Group comprises of : Algemene Bank Nederland,
Banca Nationale del Lavoro, Banque Bruxelles Lambert, Banque Nationale de Paris, Barclays Bank,
Bayerische Hypotheken-und Wechsel-Bank AG (HYPO-BANK), Dresdner Bank AG, sterreichische
Lnderbank AG, Banque Internationale a Luxemburg, Banque de la Societe Financiere Europeenne).

1985
03 Nov. 100 - Kyat banknotes are demonetised and replaced with 35 and 75-Kyat banknotes.
No compensations are made.

1987
10 August Ne Win admits in a nine-and-half minute radio and TV speech the mistakes of his
government in the last 25 years.
05 September The countrys three highest denominations of banknotes - Kyats 25, 35 and 75 - are
demonetised without compensation. No reason is given. On 17th September two new denominations
are issued: Kyats 45 and 90 banknotes (4+ 5 = 9; and 9+ 0= 9. Number 9 is Ne Wins lucky number,
according to his chief astrologer.) Thus, the great majority of the countrys citizens is completely
robbed of their meager savings. 500-1000 students go on a rampage in Rangoon.

29 Oct. - ECOSOC recommends least-developed country status (LDC) for Burma.

07 Nov. - Students from the local Ye Zin Agricultural College and veterinary students in
Pyinmana, Mandalay Division, demonstrate against the government and burn portraits of Ne Win.

11 Dec. The UN General Assembly approves LCD status for Burma. Its external debt is US$ 4
billion and its foreign exchange holdings are as low as US$ 28 million, according to
the IMF figures.

1988

08 August Tens of thousands of demonstrators in all major cities and towns throughout the
country demand democracy, human rights, the resignation of the BSPP government and an end to the
socialist economic system. At 11:45 pm heavily armed troops spray automatic rifle-fire into crowds of
unarmed demonstrators in Rangoon.

09 - Mass demonstrations spread to more than 40 places all over the country. Army units from the 22nd
LID fire on demonstrators in Rangoon. Several hundreds are killed. All schools are closed down.

10 - Scores of people are killed by troops in the capital as armoured cars equipped with Bren machine-
guns fire of demonstrators. Troops fire on staff at Rangoon General Hospital.

11 - Western diplomats estimate at least 1,000 demonstrators are killed in Rangoon alone. Troops and
policemen open fire on demonstrators in the northern town of Sagaing, killing at least 100 people.
