No Response Requested Referral to DAQ: Unknown Report Date: Lapiz On 22 November 2017, FRO DAQ received a complaint, forwarded from DAQ Director Mike Abraczinskas, from Ryan Emanuel conceming a gas leak at the Piedmont Natural Gas Compressor Station located near Pembroke, Robeson County, NC. ‘The email complaint is attached to this report. Summary of Investigation: 22 November 2017 1, Heather Carter, FRO DAQ, called Mr. Gil Vinzani, Piedmont NG, to investigate the complaint of a gas leak at the Pembroke Compressor Station. Mr Vinzani provided me with the following details: - Alan Henderson, Piedmont shutdown procedure wa tural Gas Supervisor of Compression, advised that an emergency ited due to a mechanical issue at the compressor station, During shutdown, a block valve failed to isolate correctly while the blow down of gas in the piping was occurring, allowing pressurized gas to be vented to the atmosphere until the valve could be isolated. + Piedmont is currently in the process of calculating how much gas was vented to the atmosphere during this event. ‘The facility is not currently permitted, but did previously maint actual emissions from this facility were below permitting thresholds so the facility requested the permit be rescinded. The facility is not subject to NSPS GG/KKKK due to date of construction of the two units on site. The facility rarely runs, and the site is remotely controlled and not normally manned. 27 November 2017 Mr. Gil Vinzani called me to report that the Piedmont NG engineer calculated the amount of natural gas emitted from the 2-inch pipe at 443 psi for the approximate 50-minute period of the leak to be approximately 1,500 lbs or approximately 1.15 mmscf. Conclusion: The release of NG from the Piedmont NG Compressor Station near Pembroke appears to be a result of equipment failure/malfunction. The release of NG from this facility inthis event does not appear to constitute a violation of any NC SIP or federal rule which NC DAQ has implementation and enforcement authority.
