A. Executive Summary

As County Commissioner of Indian River County, I have noticed that there is a

huge issue with our storm drainage systems. After our most recent hurricane, Irma,

we have not fully recovered from the flooding we experienced after the storm. In

my own neighborhood I have seen the damage the water has caused to the homes

of the people around me. The canals are overflowed, and the streets are flooded,

something has to be done to fix these problems. As a leader, it is my job to lead the

county in finding the best possible solution to improving out drainage systems, and

to prevent any further flooding issues in the future.


B. Hurricane Irma

Here is some data related to Hurricane Irma, regarding rainfall, drainage, damage,
and casualties.

Hurricane Irma hit Florida on Sunday, September 10th, 2017 as a category 4 storm.
Several scientists in at the University of Wisconsin in Madison, Wisconsin noticed
the storm forming off the coast of Africa a week after Harvey hit Houston, Texas.
As they continued studying the small storm at the time, became shocked at the
results they were receiving. Information from the Madison researchers is
combined with data streaming in from other spots to help forecasters at the
National Hurricane Center in Miami figure out the intensity of hurricanes such as
Harvey and Irma and their likely path. (Jones, M. Sept. 8, 2017 para. 8)

As a result of Irma, Indian River County received 8- 12 inches of rainfall.

Power Outages in Indian River County by Sunday, September 10th, 2017 at 11


p.m. was over 39,000 people, according to TCPalm, a local newspaper webpage.
Of the 56,000 customers FPL has in this county, only close to 4,000 had their
power restored. (Disclaimer: All amounts listed in this section are all estimations
not all accurate amounts)

Roadways were not blocked for too long. Once the debris was cleared out, and the
traffic lights were functioning again, officers deemed the roads clear to access.
There was one reported accident in Indian River County, according to the website,
due to citizens treating traffic stops as a four way, fortunately there were no
fatalities, and everyone in the county came out safe.
C. Problems and Solutions

The problem we are currently facing is the flooding after the storm. Our drainage
systems need more improvement in order to prevent problems such as the residents
of Indian River Countys streets becoming rivers after hurricanes such as Irma, or
the one prior to Irma, Harvey. The cause of flooding in and area is from the storm
surges and the high wind and rain as a result of the storm.

As commissioner, and leader of India River County, it is my to create a solution


and strategize a plan to solve this issue we are undergoing. Being a Floridian all
my life, flooding is not a huge surprise, but when it hinders the residents of my
county, something needs to be done to improve and resolve this situation.

One solution I have been looking into is with a company called Pro Grounds.
This company specializes in everything outdoors, which makes them an overall
great company to invest in. They provide drainage services that I believe will
contribute to solving out flooding and drainage problems. A few of the services
this company provides are: Catch basin and drain tile systems, gutter and down
spout services, swale and culvert installations, French drain installations, dry wells,
channel drains, and re-grading services. I believe each of these services will benefit
our countys drainage systems.

The drainage systems in Texas use the French drains as well as the dry wells. They
also use corrugated tubes, grassy swale, and planned bogs. French drains are also
used in Louisiana and seems to be a popular drainage system. In Florida we use
canals as our drainage, and I believe with further research, we might be able to
incorporate this in our county and potentially across the state.

Here are a few pictures I was able to capture driving around my neighborhood after
the storm.

The image above shows slight flooding on the roads in my neighborhood, as well
as a broken fence in result of the storm.

In this image, although not so clear, a power line was knocked down by a tree,
therefore blocking the road way. Caution tape was put in place for the protection of
the people. (Above image)

In the image below again shows a fence down as a result of the storm. As you can
see in the image, there is some flooding, while driving down this road there was a
river of water that continued on. There was no visible way that water would be
able to exit into a canal, and it took over 3 weeks for it to dry up.

According to ircgov.com, The Road and Bridge Division are responsible for
insuring the safety and efficiency of the County's road network through a regularly
scheduled program of maintenance, grading and paving. This program is to cover
bridges, roadbeds, curbs, culverts, drains, rear lot drainage, sidewalk, mowing,
sweeping, guardrail, bikeways, and resurfacing within portions of unincorporated
areas of Indian River County. These are the people who we count on to make sure
our county is running smoothly, and they are also ones to help in the improvement
and implementation of the draining systems.

Indian River has a storm water division as well; the function of this division has
several functions. According to the website, The Stormwater Division is charged
with reducing to the maximum extent practicable, the pollution of the Indian River
Lagoon caused by stormwater runoff and base groundwater flow. It is also
responsible for helping the County implement federally mandated National
Pollutant Discharge Elimination System (NPDES) Phase II Permit goals. These
goals are accomplished through the design, construction, and operation of regional
stormwater pollution removal systems; education; and fertilizer application,
sediment, and erosion control enforcement and monitoring.
The last division that has a lot to do with this issue is the public works division. As
stated in the website, The Public Works department is the management center for
planning and implementing engineering design, construction and maintenance
programs within the Engineering, Traffic Engineering, Coastal Engineering, Land
Acquisition, Facilities Management, Stormwater Engineering, Fleet Management,
Telecommunications and Road and Bridge Divisions. The function of the Public
Works Department is to provide a complete infrastructure for transportation,
stormwater/drainage, communications, government buildings, parks, recreation
and beaches within Indian River County, as well as meeting the fleet management
and building maintenance needs of all County departments and constitutional
officers. This division is as important as all others, but mainly important due to
the public works being the management center, and what I would consider the
backbone of each division.

I. Costs
A lot of research goes along with finding the costs of resolving this drainage issue.
I will be including a fill breakdown on how costs are measured in the future.

J. Grants
Several grants that have been used in other areas to aid in post Hurricane, and for
drainage:
FEMA has been the main Federal issues grant/assistance given to the state of
Florida and other areas in the U.S affected by the hurricane. Several grants FEMA
offers are grants that aid in the loss of emergency home repairs, uninsured and
underinsured personal property losses and medical, dental and funeral expenses
caused by the disaster, along with other serious disaster-related expenses. There are
also grants available for temporary housing, due to home repairing post Irma.
Although there are not many grants given to Florida specifically for drainage
systems, below is a link to a PDF listing the types of grants that are given in other

K. Interview a Decision-Maker
As a Commissioner, who is very strong in the faith, I have decided to interview
a leader and decision maker, who is also my pastor. I specifically felt the need to
interview him, because he served a huge part of the process in the preparation of
Hurricane Irma, and because he is also a leader not only in the church, but he plays
a huge part in the community as well. Below are the questions I asked, and the
voice recording of the interview.
1. What was your number one goal in helping in the community during
hurricane Irma, and what were some of the tasks you had to complete?
2. As a leader, what were some of your toughest obstacles in aiding the
community during this time?
3. As a pastor, why do you feel it was important to reach out to the community
around you? What were your motives? What was your drive?
4. What is your take on FEMA, and the disaster relief held in our county two
weeks ago?
5. Do you feel that the recovery process in Indian River County was handled
properly in terms of the drainage systems, especially in our area in Vero
Lake Estates?
6. Are there any suggestions on what types of changes that should be made
with the drainage systems in Indian River County, and are there any
improvements that can be made for our next hurricane season?
7. Reflecting on your leadership skills, what would you say is the best
leadership skill you obtain, and what would you say is the most rewarding
part of being a leader.

improved living conditions, physical and spiritual support and education to the

When she grows up, she aspires to be adorable. This is a child whose mother died
during childbirth, and has no other surviving family members. Neighbors who
were close to any former family members took her in a took care of her. Before
Shining Light Mission found her, she was a malnourished child who was suffering
from a few health issues with no doctors or medicine available to heal her.
Now she has been adopted by our mission and is being well taken care of, happy,
healthy and at a healthy weight for her age.
