Michigan Indigent Defense Counsel Compliance Cost Estimate
Project: Oakland County Jail Video Arraignment Room
Description: The Oakland County Jail (OCJ) has a small video arraignment
room with three, semi-private cubicles with Polycom stations used
for arraignments of in-custody defendants with all Oakland County
District Courts.
To accommodate MIDC requirements, the video arraignment room

must be expanded to add three, private conference rooms for
interviews between defendants and arraignment-only attorneys (or
the defendants own attorneys). In addition, the County must create
four, video arraignment rooms (replacing the current three) for
video arraignments between the defendants and the arraignment-
only attorneys and the Judges in the District Courts.
Directly adjacent to the expanded video arraignment room will be

two holding cells one for male inmates, the other for female
inmates to queue up for meetings and arraignments. The control
room will be expanded and glass doors and windows added to
allow full visual control of the entire area.

in the OCJ by remodeling the old visitation room in female inmate

Project: Oakland County Circuit Courthouse
Description: In-Custody Detention Area The Circuit Courthouse Detention

area currently has an open room with tables and chairs for
attorney/clients meetings. To accommodate MIDC requirements,
this space must be subdivided into two, confidential, sound proofed,
in-custody conference rooms.
Non-Custody Conference Rooms The Circuit Courthouse has

several informal meeting areas for attorneys and non-custody
defendants. To accommodate MIDC requirements, private
conference rooms will be designated, and marked as such, on the
third, fourth, and fifth floors of the courthouse Tower Wing; on the
second floor of the East Wing; and in the Law Library of the West
Wing Extension.

Project: Clarkston District Courthouse In-Custody Detention

Conference Room
Description: The Clarkston District Courthouse in-custody detention area does

not have a private attorney / in-custody defendant conference
room. Immediately adjacent to the detention area, however, is a
staff bathroom. To accommodate MIDC requirements, the
bathroom will be repurposed to create a private attorney /
defendant conference room. Since the staff bathroom is the only
one in the building not accessible by the public, a new staff
bathroom must be built across the hall in the Jury Assembly area.
To minimize the loss of Jury Assembly space, the current Pre-Trail
Services office (room 113) must be downsized and various Jury
Assembly room accoutrements must be removed (e.g., vending
machines, TV stand, etc.) and the TV mounted on the wall.

Project: Clarkston District Courthouse Non-Custody Conference

Rooms
Description: The Clarkston Courthouse is a leased facility and it is the smallest

of the four District Courthouses. There are only three conference
rooms one is used four days per week by the County
Prosecutors Office, and by a public defender or local prosecutor
the other day; the other two are used for local prosecutors and
public defenders.
To accommodate MIDC requirements, the Court User Specialist will

be moved to another 52nd District Courthouse; the current Pre-Trail
Services office (room 113) will be downsized and used by the
arraignment-only attorney; a video conferencing laptop PC will be
installed in that room for the arraignment-only attorney to confer
with in-custody defendants held in Police Department lock-ups; and
the two conference rooms adjacent to each other will be subdivided
into three conference rooms for use by Pre-Trail Services,
Prosecutors, and Public Defenders. One room will be used by
Public Defenders.

Project: Police Department In-Custody Detention
Description: Oakland County currently conducts video arraignments between

local Police Departments and their respective 52nd District Courts:
52-1 DC Novi, Milford, and Wixom

52-2 DC White Lake Township
52-3 DC Rochester
52-4 DC Troy
To accommodate MIDC requirements, defendants in Police
Department custody will be moved to private video conferencing
rooms and will be interviewed via Polycom connection by the
arraignment-only attorneys in private rooms located at the District
Courthouses. After the interviews, the attorneys will join the Judges
in the courtrooms for video arraignments. The enhancements
required at the Police Department detention areas include Polycom
video conferencing PCs; enclosures; white noise system filters for
privacy; kill switches to deactivate any audio recording devices in
interview rooms; secure table/chairs and handcuff rings.
