COMMISSION ON ELECTIONS

SABM Gubernatorial Debate
September 9, 2016 12pm
Devesse Plaza, Maryheights Campus
I. Rules and Regulation

Panel Interviewers:
1. Questions must be objective and of everyones interest.
2. It is prohibited to ask a question specifically addressed for a candidate alone. Do not attack a
particular debater or his/her political party.
Audience:
1. Audience is allowed to clap and take pictures but not extremely.
2. Supporters can cheer and support their candidates provided it is to be done at a minimal tone.
No extravagant noises.
3. Booing of candidate/s or even the panelists and moderators is prohibited.
4. Food is allowed as long as cleanliness of the area is observed.
5. Be civilized!
Candidates:
1. No candidate is allowed to bring other notes on stage. A piece of paper will be provided for the
candidates to take down notes.
2. Booing fellow candidate is prohibited.
3. Interrupting other candidates, panelists or moderators is not allowed in any manner.
4. Be courteous with the answers.

II. General Rules


1. The debate is good for 2 to 3 hours as determined and organized by the Commission on
Elections in partnership with the SLU Debate Society.
2. All candidates vying for the positions of Governor and Vice Governor are all invited to join the
debate and have their platforms announce before the students of the SLU SABM.
3. Other candidates running for a position in KASAMA/SSC for this years election can come to
show support for their fellow candidates.
4. Candidates are also responsible towards supporters as provided in the Article 6, Section 5 of the
Omnibus Election Code of 2011 even in the event of a debate.
5. The panelists come from different school organizations to represent a particular portion of the
school population.
6. Each panelist is given an opportunity to ask a question to a candidate and the candidates
opponent.
7. Audience may also participate in the town hall event to raise their concerns through writing on
sheet of paper and properly passing the same to the panelists or members of the Commission.
8. Questions coming from the audience and also from netizens through our Official Facebook Page
shall be sorted by the panelists and the panelists themselves shall raise the questions to the
candidates.
9. Noise must be controlled and Cleanliness must be observed within the premises of the area.
10. For our safety, in case of fire and earthquake, keep calm, and properly proceed to the Campus
Gate 1.

III. Mechanics
The debate consists of Four Rounds

ROUND 1: PRESENTATION OF PLATFORMS


Each candidate running for the position of Governor, as the head of their assembly shall present the
platforms of the party.
5 minutes are given to each gubernatorial candidate to present their respective platforms

ROUND 2: PANEL Q and A


Each panelist shall ask a single question to both candidates, a toss coin shall also be done to
determine who will answer first.
Each candidate has 2 minutes to answer the question.
The opposing candidate has 30 seconds to give his/her reaction.
The candidate now answers to the reaction only in 30 seconds.
The panelist has the choice whether to ask a follow up question or not. But only one follow up
question is allowed provided that the same follow up question shall be asked to both candidates.
Candidates are given 1 minute 30 seconds to answer the follow up question.

SPECIAL ROUND: TOWNHALL EVENT


Questions collected from the audience and social media shall be ask to both gubernatorial candidates.
Each candidate has 1 minute and 30 sec to answer the question.
Only questions applicable and practical to ask to both candidates shall only be the ones to be raised.

ROUND 3: CROSS-EXAMINATION
A candidate is given a chance to ask his/her opponent a question but only for 30 seconds.
The opposing candidate shall answer the question in 1 minute.
30 seconds is given to the candidate who ask to give a reaction.
And the opposing candidate is given 1 minute to give the final answer.

FINAL ROUND: CLOSING STATEMENT


Only the gubernatorial candidates are given the chance to give their final say and closing statements.
This is good for 3 minutes per candidate.
