Stabilised Pavements of Australia Company Overview

Stabilised Pavements of Australia Pty Limited (SPA), a member of the Stabilised Pavements
group of companies, is an independently Australian owned company and is the largest
specialist stabilisation and profiling contractor in Australasia.

SPA has been an industry leader and innovator since its inception in 1984. SPA is not only
Australias largest stabilisation and profiling contractor, but we are also one of the leading
organisations in our field in relation to capability, experience and innovation.

Our management team is structured around our civil engineering qualifications that enable our
company to provide project specific engineering solutions for pavement construction,
reconstruction and rehabilitation that are cost effective, sustainable and fit for purpose.

We are a nationally based company featuring offices in Qld, NSW, Victoria, South Australia
and Western Australia. Throughout our years of operation, we have delivered projects
throughout all Australian States and Territories and pride ourselves on the fact that we have
mobile operations that work in all locations.

Our rail capability has been built from our experience in the delivery of formation and
pavement improvement works through a range of projects within both metropolitan and
regional environments.

Rail Infrastructure Capability

SPA has two primary solutions in which we currently service the rail infrastructure industry
and both of which can be utilised in a number of different applications dependent on the nature
of the works and the project intention.

Ballast Removal

Through recent projects with Aurizon Rail in Queensland, SPA has worked with our client to
develop and efficient and safer method of ballast removal for upgrade and improvements to
existing lines.

This methodology has been developed originally from projects whereby Aurizon required
removal of the ballast for formation improvement works but has now expanded for use on
general maintenance projects where removing existing or excess ballast is a requirement under
the project scope.

The process involves the use of specifically modified profilers which utilise their rotor to pick
up ballast and then the conveyor to load the ballast into trucks. The specific benefits of this
process are as follows:

Quicker method than conventional methods with loaders and other plant
Track mounted plant to provide safe plant movements on uneven surfaces
Conveyor boom with fixed maximum height that eliminates the risk of contact with
overhead wires and infrastructure

Formation Improvement and Insitu Stabilisation

Insitu stabilisation is a process that is widely used throughout many engineering applications
including the most common utilisation within the road industry. Similar to roads, rail
infrastructure is built upon existing subgrades and formation materials which in their natural
form, may possess unsuitable engineering properties in relation to intended design functionality.

Insitu stabilisation of pavement or subgrade materials, through the addition of a binder, can
improve the engineering properties and functionality of insitu materials resulting in properties
conforming to design requirements.

Through SPAs experienced engineering staff, we can evaluate insitu and locally won materials
in relation to their ability to be improved with the following potential applications for both
existing track and new construction:

Subgrade and formation stabilisation


Access track improvement
Floodway stabilisation

Advantages of adopting insitu stabilisation in relation to conventional construction and


reconstruction methods include the following:

o Minimal construction waste
o Minimal use of virgin or imported materials
o Less truck and plant movements resulting in reduced fuel usage, CO2 emissions
and associated noise and dust

Proven Competitive Tendering

The experience of locally based management staff has enabled SPA to remain a competitive
company throughout each state of Australia. With a range of operational experience combined
with a local knowledge of suppliers as well as climatic and geographical conditions, our
tendering and pricing remains competitive, transparent and offers value given both our
rehabilitation construction and technical experience.

Local Range of Specialised Rehabilitation Plant

Our operations operate with the largest range of internal pavement rehabilitation and
stabilisation resources anywhere within Australia. Our variety of reclaimer/stabilisers,
spreader/flocons and profilers combined with our additional standard construction plant
enables us to complete any form of rehabilitation process with minimal reliance on
subcontractors, therefore minimising risk.

Management Systems Accreditation

SPA has accredited management systems for quality, safety and environment in accordance
with ISO 9001, AS/NZS 4801 and ISO 14001 respectively. These accreditations cover all our
offices and business operations across Australia.

Our commitment to safety has resulted in a strong performance in relation to LTIFR and our
previous experience on rail projects ensures that our key operational staff have a strong
awareness of the specific hazards and associated procedures require to be implemented within
rail corridor works.

SPA Internal Design Capacity

SPA not only acts as a rehabilitation construction contractor, but also provides a range of
consulting services including pavement investigation and design. Our team of qualified civil
engineers are actively involved in the investigation and design phase of many of our
rehabilitation projects and are also regularly required to provide design support throughout the
construction phase due to unforeseen insitu conditions.

We are therefore able to provide professional advice on pavement and mix designs and
construction methodologies with a focus on delivering solutions that meet the clients criteria
but often in a creative rather than conventional way where appropriate.

Through completing the initial steps from site investigation, determining subgrade strength,
material sampling, grading analysis and design traffic we able to produce a range of design
options. Each option can therefore be analysed based on design life, cost and construction
technique and time to determine the most suitable solution for given parameters.
