Officer at the Israeli Ministry of' Defeace, to enable
Col Reuter to liaise with his superiors and the
Ministry fo r F o r e i g n Af f a i r e wi t h a v i e w to f u r n i s h
iag a consolidated reply to us

R. C o l . R euter advised us of the followingx

(i) Th e i s sue was completely co-ordinated betweea


the Defence Establishxlent aad the Foreign
Ministry, represented by Nr 7 Aaug, D i r e c t o r
of the W e s t e r n Eu r o p e II D i v i s i o n , under wh i c h
South Africa falls

(ii) X t i s the joint opiaioa of the two Ministries


aad especially of all the Defence sections

office would be difficult to achieve> if liaison
has to be established between our Defence Section

Defence Ministry advises, as far s liaison

Consulate&General should be lisited to off-peak

(vi) Co l . l4euter is of the opinion that the existing


office cosplex vis-i-vis the other offices oa
the 9th floor is quite suitable and that it, ia
fact, is recomaendable that Mr Jagoe's ectioa

the picture regarding the scope and iisplications of
the growing co-operation between South Africa and
Israel in t h e mi l i t a r y f i e l d , t h e r a m i f i c a t i o n s o f
the Armaments moard's projects, or th e d an g e r s
facing South Africa in regard to the future oil supply

Ve only be c a m e a~ a r e of de v e l o p m e n t s o n th e m i l i t a r y
aide, at a stage when agreeaents between the two
countries to co operate in this field had been con-
cluded or had at least reached an advanced stage.
(Coaunanders Orrock and Dart came to Israel in October
j974 only to look into administrative probleas con-
cerning housing, office accommodation, etc'~ and
Mr Jagoe csee to Israel in January i975 on a short
visit gust before he was due to assume duty in Tel Aviv )

Departaaent of Defence (DMI and Navy}, the Department of
Foreign Affairs, the Department of Industries {in
relation Co the oil question) and the Aroaaaents Board
had liaised with one another on the issues involved.
Our on ly c o n c e r n , a s e i n t e r p r e t e d o u r r o l e , w as t o
iapleaent decisions taken in Pretoria and to a rr a n g e
the necessary office accosaodation if the Board's office
was to fere part of the Consulate-General

During his recent visit to Tel-Aviv, the Departaental


Inspector explained the decision of the Departaent of
Foreign Affairs whic h w e un d er s t o od h a d a l s o b e e n
conveyed to t h e B oa r d that the Board's representative(s)
aust have offices separate from those of the Consulate-
General We accepted the decision, and t h e re a s o n s f o r
it, vithout question, as ve vere aware of the over-riding
importance of securing the Republic's future oil supplies
and of our dependence on the Arab states in this respect.

6. With this caveat, and on the understanding that our


conuaent is necessarily liaited Co the fraaevork agreeof wour

the recoaaendations of the Israeli authorities as
reflected in paragraph A.3(iii) above.

definite security risk vill arise vhen the Haifa

Ministry of Foreign Affairs are aware of this. We
do not f e el howev er , t h a t t h e ri s k w o u l d b e m e a s u r a b l y

General, or that the concealaent of Hr Jagoe's true
function would present any ao! e difficulties than we
have e n c o u n t e r e d in a a i n t a i n i n g t h e a l i b i of Co l Na r e e ,
