Booster Sanctions Summary from December 1, 2017


Decision of the Committee on Infractions (COI)

Booster 9 and Booster 10 (identities may be disclosed following


resolution of public records dispute pending in Mississippi Supreme
Court)
Violation(s) Overview
Level I violation.
Violated NCAA recruiting rules through impermissible contacts and communications with
a prospect, including multiple telephone, text message and personal contacts.
Violated NCAA recruiting rules by providing recruiting inducements to the prospect in the
form of cash payments totaling between $13,000 and $15,600.
Booster 9 violated NCAA recruiting rules by providing recruiting inducements to the
prospect in the form of transportation to UM.

Disassociation Terms
Length of Disassociation: Indefinite.
UM will not accept any assistance from the individuals that would aid in the recruitment
of prospective student-athletes or the support of enrolled student-athletes;
UM will not accept financial assistance for the institution's athletics program from the
individuals;
UM will not provide any athletics benefit or privilege to the individuals that is not
generally available to the public at large; and
UM will take such other actions against the individuals that the institution determines to
be within its authority to eliminate the involvement of the individuals in the institution's
athletics program. To this end, UM has also:
Prohibited the individuals from attending any UM home athletics events and
entering all athletics department facilities.
Reset to zero any accumulation of Priority Points through the Ole Miss Athletics
Foundation priority point program.
Will not provide the individuals any public or private recognition associated with
athletics giving history.
If allowed to do so following a decision in a public records dispute pending before
the Mississippi Supreme Court, UM will publicly disclose the boosters names by
publishing an un-redacted version of UMs official response to the Notice of
Allegations and by publishing an un-redacted version of the Notice of Allegations
issued by the NCAA as part of UMs public duty of transparency.
Mr. Michael Joe Cannon (Booster 12 in COI Decision)
Violation(s) Overview
Level I violation.
Violated NCAA rules by providing impermissible extra benefits of complimentary vehicle
use (loaner cars from his dealership) to two student-athletes and of a loan to one of the
student-athletes as a part of a car purchase.

Disassociation Terms
Length of Disassociation: Length of UM probation (until December 1, 2020).
UM will not accept any assistance from the individual that would aid in the recruitment of
prospective student-athletes or the support of enrolled student-athletes;
UM will not accept financial assistance for the institution's athletics program from the
individual;
UM will not provide any athletics benefit or privilege to the individual that is not
generally available to the public at large; and
UM will take such other actions against the individual that the institution determines to be
within its authority to eliminate the involvement of the individual in the institution's
athletics program. To this end, UM has also:
Prohibited the individual from attending any UM home athletic events and
entering all athletic department facilities.
Publicly disclosed the boosters name in UMs official response to the Notice of
Allegations issued by the NCAA. UM has also released an un-redacted copy of
the Notice of Allegations as part of a public duty of transparency.
Cannon did not incur additional institutional penalties because he was
transparent and cooperative throughout the course of the investigation.

Mr. Lee Harris (Booster 11 in COI Decision)


Violation(s) Overview
Level I violation.
Violated NCAA recruiting rules by providing recruiting inducements in the form of cash
payments to a prospect (totalling between $200-$600) and by providing or having his
employees provide free food and drinks to the prospect and the prospects companions
when they visited Harriss establishment.

Disassociation Terms
Length of Disassociation: At least the length of UM probation (until December 1,
2020)(may be revisited based upon outcome of appeal of COI decision).
UM will not accept any assistance from the individual that would aid in the recruitment of
prospective student-athletes or the support of enrolled student-athletes;
UM will not accept financial assistance for the institution's athletics program from the
individual;
UM will not provide any athletics benefit or privilege to the individual that is not
generally available to the public at large; and
UM will take such other actions against the individual that the institution determines to be
within its authority to eliminate the involvement of the individual in the institution's
athletics program. To this end, UM has also:
Prohibited the individual from attending any UM home athletic events and
entering all athletic department facilities.
Publicly disclosed the boosters name in the official response to the Notice of
Allegations issued by the NCAA. UM has also released an un-redacted copy of
the Notice of Allegations and of UMs response as part of UMs public duty of
transparency.

Mr. Walter Hughes (Booster 2 in COI Decision)


Violation(s) Overview
Level I violation.
Violated NCAA recruiting rules when he assisted in recruiting four prospects by providing
prospects and some family members with impermissible recruiting inducements,
including transporting prospects to UM and to a bowl game and paying for food,
merchandise, hotels, bowl game tickets, baseball game tickets, and other items. He also
paid the phone bills for one prospect and for another's mother and provided tutoring for
the prospects.
Violated NCAA recruiting rules when he assisted in recruiting through impermissible
telephone contacts and in-person, off-campus contacts with prospects and by arranging
contacts between prospects family members and UM coaches.

Disassociation Terms
Length of Disassociation: Indefinite
UM will not accept any assistance from the individual that would aid in the recruitment of
prospective student-athletes or the support of enrolled student-athletes;
UM will not accept financial assistance for the institution's athletics program from the
individual;
UM will not provide any athletics benefit or privilege to the individual that is not generally
available to the public at large; and
UM will take such other actions against the individual that the institution determines to be
within its authority to eliminate the involvement of the individual in the institution's
athletics program. To this end, UM has also:
Prohibited the individual from attending any UM home athletic events and
entering all athletic department facilities.

Mr. Arya Keyes (Booster 8 in COI Decision)


Violation(s) Overview
Level I violation.
Violated NCAA rules when he assisted in recruiting through impermissible in-person,
off-campus contacts with prospects.
Violated NCAA rules when he provided impermissible recruiting inducements in the form
of transportation for two prospects to UM.

Length of Disassociation: Indefinite
UM will not accept any assistance from the individual that would aid in the recruitment of
prospective student-athletes or the support of enrolled student-athletes;
UM will not accept financial assistance for the institution's athletics program from the
individual;
UM will not provide any athletics benefit or privilege to the individual that is not
generally available to the public at large; and
UM will take such other actions against the individual that the institution determines to be
within its authority to eliminate the involvement of the individual in the institution's
athletics program. To this end, UM has also:
Prohibited the individual from attending any UM home athletic events and
entering all athletic department facilities.

Mr. Chan Patel (Booster 6 in COI Decision)


Violation(s) Overview
Level I violation.
Violated NCAA rules by providing a student-athlete extra benefits when Patel allowed
the student-athletes mother and her boyfriend to stay cost-free in a local hotel he owned
on 10 nights and in his local rental property on two nights.

Length of Disassociation: Indefinite
UM will not accept any assistance from the individual that would aid in the recruitment of
prospective student-athletes or the support of enrolled student-athletes;
UM will not accept financial assistance for the institution's athletics program from the
individual;
UM will not provide any athletics benefit or privilege to the individual that is not
generally available to the public at large; and
UM will take such other actions against the individual that the institution determines to be
within its authority to eliminate the involvement of the individual in the institution's
athletics program. To this end, UM has also:
Prohibited the individual from attending any UM home athletic events and
entering all athletic department facilities.

Mr. Michael Strojny (Booster 7 in COI Decision)


Violation(s) Overview
Level I violation.
Violated NCAA rules by providing student-athlete impermissible extra benefit when
Strojny gave $800 cash to student-athletes mother's boyfriend.

Length of Disassociation: Indefinite
UM will not accept any assistance from the individual that would aid in the recruitment of
prospective student-athletes or the support of enrolled student-athletes;
UM will not accept financial assistance for the institution's athletics program from the
individual;
UM will not provide any athletics benefit or privilege to the individual that is not
generally available to the public at large; and
UM will take such other actions against the individual that the institution determines to be
within its authority to eliminate the involvement of the individual in the institution's
athletics program. To this end, UM has also:
Prohibited the individual from attending any UM home athletic events and
entering all athletic department facilities.

Terry Warren and Rebel Rags (Booster 5 in COI Decision)


Violation(s) Overview
Level I violation.
Violated NCAA recruiting rules when Warren and/or his employees provided recruiting
inducements (i.e., free clothing and merchandise) to two prospects and to the family and
acquaintances of a third prospect.

Disassociation Terms
Length of Disassociation: At least the length of UM probation (until December 1, 2020)
(may be revisited based upon outcome of appeal of COI decision).
UM will not accept any assistance from the individual that would aid in the recruitment of
prospective student-athletes or the support of enrolled student-athletes;
UM will not accept financial assistance for the institution's athletics program from the
individual;
UM will not provide any athletics benefit or privilege to the individual that is not
generally available to the public at large; and
UM will take such other actions against the individual that the institution determines to be
within its authority to eliminate the involvement of the individual in the institution's
athletics program. To this end, UM has also:
