What is DDU-GKY?
DDU-GKY is placement linked skill development initiative by
Ministry of Rural Development, Government of India (MoRD).

It evolved out of the need to diversify incomes of the rural poor


and to cater to the occupational aspirations of their youth. The
programmes focus is on skilling with minimum duration of 3
months and placement with above minimum wages in the
formal sector for rural youth who are poor.

Erstwhile called as Aajeevika Skills which is upgraded version of


Special Projects component of the Swarnajayanti Gram
Swarozgar Yojana (SGSY).

MoRD has initiated this program in the year 2004-05 and over the
years, the programme has scaled up significantly.
Why in India?
India has 378.67 million young people in the age
group of 18 to 35 years and they constitute 31.27%
of the total population. This age group is
projected to increase to 429.21 million by 2022.
This is a demographic challenge, but also a
potential demographic dividend, if the
productivity of this large youth force is harnessed
through demand-based skill and capacity
development

Standards-led Delivery
All program activities are subject to Standard Operating Procedures that are not
open to interpretation by local inspectors. All inspections are supported by geo-tagged,
time stamped videos/photographs
Skill Training
DDU-GKY mandates two types of training in every course
(i) Generic Training on Soft Skills, English and Information
Technology (ii) Trade Specific Skills with minimum duration
of hours with different structured of duration - 3 months, 6
months, 9 months & 12 months

The training plan can also provide with On-the-Job
Training (OJT) as part of the training module, which
cannot exceed 30 days for a 3-month course, 60
days for a 6-month course, 90 days for a 9-month
course and 30 days for a one-year course

However, OJT is not mandatory


Implementation Method
DDU-GKY follows a 3-tier method named Planning, Monitoring
and Implementation

MoRD and States will take care of policy matters. The State has 2
types of status named as Annual Action Plan (AAP) and Young
Professionals (YPs) States. Both will have different process in
project appraisal and approval

Technical Supporting Agency (TSA) will act as monitoring cum


fund routing agency

Project Implementation Agency (PIA) will implement the project

Funding Pattern
MoRD share will be 100% for Himayat, 90% for North-east
& Special Category States and 75% for all other States

State Government share will be 10% for North-east &


Special Category States and 25% for all other States

Both MoRD and State share will be released through TSA


to the PIA in 4 instalments such as 25:50:15:10 with
deduction of monitoring fee whichever is approved by
MoRD

PIA will receive the same and implement as per SoP and
guidelines

Placement & Tracking
The placement will be considered only after minimum retention of 3
months with less than 15 days leave (loss of pay)

Rejoining after a 15 day break will be considered as fresh and the


count of placement will start from zero

The minimum remuneration should be paid to placed candidates


for 3, 6, 9 and 12 month course should not be less than 3000,
4000, 6000 and 7500 respectively

However the cumulative pay should not be less than 15000,


20000, 30000 and 37500 for 3, 6, 9 and 12 month course
respectively

All the placed candidates should be tracked for minimum 1 year

Course Curriculum
The trade specific skills are required to follow the curriculum and
norms prescribed by specified national agencies called National
Council for Vocational Training (NCVT) and Sector Skills Councils
(SSC)
Assessment & Certification
DDU-GKY mandates independent third party assessment and
certification by assessment bodies empanelled by the NCVT or SSCs
Quality Assurance
Through the National Policy on Skill Development 2015, India
recognized the need for the development of a national
qualification framework that would transcend both general
education and vocational education and training. Accordingly,
GOI has notified the National Skills Qualification Framework (NSQF)
in order to develop nationally standardized, and internationally
comparable qualification mechanism for skill training programs
which can also provide for interoperability with the mainstream
education system.

MoRD has developed a Standard Operation Procedure (SoP) to


maintain the quality of the training in a unique manner throughout
India. This SoP will guild and direct the PIA to implement the
project.

The TSA of MoRD and State will follow SoP and assure the quality
