Portfolio meetings are a mirror of what is happening within the ANC. They are so
factionalized between the NDZ and Ramaphosa cabals that they do not attend to the
important matters affecting the plight of our communities.
We are not allowed to speak about unethical behaviour after it was reported that one
of our members received threats via SMS from a fellow member in this house.
AG reported: Legislatures internal control measures need attention. Leadership
needs to play a better overall oversight role over reporting and compliance with laws.
Speaker neglected the Legislative annual report debate by preferring to visit
Bangladesh.
To date no debate has taken place on the importance of monuments in our province
that was approved months ago.
She admitted on record in the House that she is biased to the ruling party.
There is still a huge backlog on the Hansard records.
When a member raised a point of order, the member behind the podium must sit
according to the rules. To date no provision has been made to honour this rule by
simply providing a chair.
The Provincial Government handbook appears to be an ANC election tool as limited
photos of other political parties and members. P 117 indicated the DA the official
opposition which is not true. It also states that the EFF has 4 members which is
incorrect.
Bushbuckridge Civic Organisation is also mentioned as a political party which is not
true as they are located in the Mpumalanga Province, and not North West.
Minutes of previous sittings not circulated to members prior to sittings, but rather
presented in the Legislature despite numerous requests by the DA to change this
practice.

Supra, Mamparra Mahumapelo is a law unto himself and drove the President of
Botswana off the road.
Coligny Racial attacks: Mahumapelo referred to white people as visitors who came
empty-handed to South Africa none of them came with sunflowers or cows.
The multi-million Zuma statue being cancelled for a 1.7 million monument after the DA
raised the issue provincially and nationally. We are glad that they decided to backtrack
their decision to spend R6 million.
Purchased new official vehicle at the amount of R1.1 million in February 2017 stopped
his attempts to procure a jet for himself.
The Department of Community Safety and Transport spent R3 million to repair the
hangers at the Mahikeng Airport in a bid to qualify for the international licence. With
this creating conducive environment for Denel (Guptas) to move some of their assets
to Mahikeng Airport. (Supras pet project).
Guptas received permanent residency from Home Affairs for their social Partnerships
in the North West, by assisting 75 schools with only R13 000 each.
NW is the worst performing province in the country according to AG. The community
showing their disgruntlement for the lack service delivery by protesting.
His alleged involvement in stopping the DA to open an incitement case against him.
He is a Gupta puppet and an ardent fan of his masters.
Hiding of Forensic reports from both the DA and the AG office.
NW Housing Corporation shows a R50 million loss in the AG report under his
stewardship.
His refusal to reveal who paid for NDZ campaign tour in Rustenburg, Mahikeng and
Matlosana.
Supra ordered SAPS to disperse peaceful protesters by firing water cannons and sun-
grenades at peaceful protestors during the unveiling of the Zuma statue in Groot
Marico.
He managed to catch headlines for using the f-word swearing in Parliament at our
DA Chief Whip, John Steenhuisen.
Premier answers to no one, not even when the AG enquires about corruption cases
and forensic investigations.
No accountability or transparency according to the AG.
NWDC received R42 million from the Province to fund the start-up of SMME (Small,
Medium and Micro-sized Enterprises) for the past four years. Inhabitants from the
Ngaka Modiri Molema District municipality received the largest portion of the money
(63%) from the NWDC, while those in Dr. Ruth Segomotsi Mompati, Bojanala and Dr.
Kenneth Kaunda District municipalities shared in only 11%, 13% and 13%
respectively. Yet there are still no success stories to be told.
In a Province with a nearly 40% unemployment rate under working-age adults, the
NWDC and the ANC-governed North West Province fail the people dismally. Job
creation, development of entrepreneurs and creating opportunities are some of the
basic cornerstones to build a successful province and country. This does not happen
in North West.

NW received one of the worst audit outcomes in the country.


No investigations on financial mismanagement and irregular expenditure across all
provincial departments and public entities. With no consequence management.
Most of the Departments are not complying with due financial processes. Lack of
relevant skilled staff members in financial management, their lack of accounting
knowledge and understanding of accounting and lack of evaluation of employee skills
causes poor audit outcomes across the board.
All the provincial departments have a total amount of at least R800 million of irregular
expenditure highlighted due to non-compliance. The Department of Health is the
biggest offender, incurring an amount of R715 827 389.82 in irregular expenditure. The
biggest failure is not complying with the submission of three quotations as required by
the PFMA.
During the presentation on the progress on cleaning irregular and fruitless and
wasteful expenditure for the departments and public entities the Provincial Advisory
Committee (PACO), revealed that irregular expenditure amounting to R100 354 000
was de-recognized. Due processes were not followed, consequently FEED has
opened the door for officials to present fraudulent supporting documentation and
entrenched corruption in all the departments in our province.
MEC Wendy Nelson was nominated to contest position as NEC in October this year.

Matlosana Mayor abused her official vehicle costing R380 000 for a car accident while
running a personal errand.
Highest qualification of Head of Department of electricity in Naledi is Grade 8
Her Municipalities are the worst off in the country.
She received a qualified opinion in her audit report.
The departments financial Statements are not prepared in accordance with legislation
(PFMA).
In total R82.4 million of irregular expenditure incurred.
AG reported that flawed contracts were awarded to contractors that did not qualify.
ANC connected cadres supplying water tankers in communities.
Underspent on housing by R200 million.
Across the province houses have not been completed, houses handed over with no
services available.
Groot Marico, where the statue is erected more than 400 households are without
sanitation. This lead to the illegal contamination of the Marico River.
In Matlosana raw sewerage is flowing into Vaal River at 30000L/hour.
Eradication of the bucket system and pit toilets have not been properly addressed.
Failed yet again to support local municipalities to pay their debtors (Eskom).
34% vacancies.
The inability to address service delivery protest.
The plight of Kraaipan residents for lack of water were only one borehole serves up to
6000 residents.
Failed to address the illegal appointment of Municipal Manager in Naledi (Tshepo
Bloom).
The merger of Ventersdorp at the expense of Tlokwe has amounted to R41 million.

Scholar transport is in chaotic state.


He was fired by the Premier for manufactured fraud.
Chaotic record-keeping, incorrect allocations of money, submission of incomplete
records and inaccuracy seem to be the norm within this department.
Fruitless and Wasteful expenditure rose with R3.8 million on top of the R17.2 million
from the previous years.
R130 million underspent on transport infrastructure.
Missed target for training by 96%! Training beneficiaries on related skills programmes,
learner-ships and apprenticeships never got off the ground.
Total of 116 schools are still closed due to the department not fulfilling their mandate.
409 positions remain vacant.
Paid R103 million prior to receiving the goods or services contravening the treasury
regulations.
Contracts above R500 000 have been allocated without inviting bids.
Executed transactions below R500 000 without obtaining three quotations as per
regulations.
A shocking R8.7 million was spent on staff traveling.
1 claimant submitted a single claim of close to R100 000 in one calendar month for

Persons in the employ of the state who had interest in contracts awarded by the
Department failed to disclose such interest and no declaration of conflict of interest
was made. Department of Educations financial resources become feeding trough for
those who are politically connected.
Sharp increase in unauthorised, irregular and fruitless and wasteful expenditure.
Investigation into the irregular expenditure of R8.7 million.
Department dragging their feet in taking steps against school principals implicated in
financial mismanagement.
Committee recommended that the MEC must appoint an independent panel to pursue
charges against the Principal of Ongopotse Tiro where allegations of abuse of funds
amount to R1 000 000.
Temporary teachers salaries were unpaid in February 2017
Xenophobic ban on foreign teachers jeopardises Maths and Science classes.
School in Madibogopan closed for a month due to service delivery protests.
No department visits to Tameso School for disabled. This school is overcrowded and
the facilities are in shambles (principles office is also kitchen and staffroom).
Seoleseng Middle School is also overcrowded. 100+ children per classroom. 2 grades
and 2 teachers in one classroom. 138 learners travelling in one bus.
6 months into the year Ikgomotseng Primary still had no text books.
The department allows the abuse of leave days for union meetings (SADTU).
No formal appointment letters were given to acting principals and they receive no
financial benefits.
Financial mismanagement of school funds by principals who receive political protection
by the dominant faction.
Some schools owe R1 million for Water and Electricity.
Learners use pit-toilets after the contractor walked away with R300 692.
R300 million for IT (Tablets) in schools, but schools have no safe storage facilities. 10
learners per tablet.
In Dr. Kenneth Kaunda 14 out of 20 schools roofs are still broken 1 year after the 2016
storms.
Guptas received permanent residency from Home Affairs for their social Partnerships
in the North West, by assisting 75 schools with only R13 000 each.
13 incidents of financial misconduct by principal of Arefodimeheng Secondary School
in Klerksdorp.
On the 31st August 2012 South African Municipal Workers Union (SAMWU) in the
North West Province called for the immediate resignation and arrest of Sello Lehari,
who at that time was the Executive mayor of Moretele Municipality. This was done after
the Union discovered damning reports on rampant and unacceptable levels of
corruption taking place in the Moretele Local Municipality. The Union did not act on the
reports after apparently reaching a political settlement with Sello Lehari.
After being appointed MEC for Education, Sello Lehari continued with his political
manipulations which often resulted in Education Portfolio Committee meetings
degenerating into verbal heckling between himself and the anti-Supra political camp in
the North West Legislature.
At his first meeting with senior officials of his Department, he openly told all of them
that he needs to know about every tender and contract in his department. This position
goes against PFMA and standard Supply Chain Management Processes.
Sello Lehari is currently overseeing a dubious ICT contract in his Department worth
R300million. He confirmed his intention to extend the failing contract by another R100
million. He has often claimed that as the second most powerful politician of the ANC
in the North West (he is the Deputy Chairperson of the ANC in the North West), he
deserves to be respected and this happens when Portfolio Committee members
challenge his evasive responses to questions.
He fired his Director General because of pressure from SADTU and later cancelled a
farewell function for a civil servant who has been the longest serving Education
Provincial DG in the country.
Besides being the second most powerful ANC politician in the North West, it is common
knowledge in the NW political circles that he has accumulated some businesses in the
Province.

Culture, Arts and Traditional Affairs

MEC acts as a lapdog for the Premier in ensuring the wasteful provision for the
monument.
The department received an unqualified audit opinion.
Irregular expenditure amounting to R239 million more than triple from the previous
year.
Proper procurement processes were not followed for goods below R500 000. There
were also no competitive bids conducted for goods and services amounting to above
R500 000.
Mmabana Arts, Culture and Sports Foundation is ineffective and has been winding
down for the last two years. In previous years this foundation was one of the shining
stars of our province but now it is just draining money year after year.
AG raised concerns regarding the lack of knowledge and understanding of accounting
practices.
There is no accountability, no training of staff in financial information and the leave
management system is not properly administered.
Ensuring ANC favour by handing out 4x4s to current chieftaincies, instead of
developing this provinces arts and culture of our province.

Health

This department has been under financial administration since April 2015. Yet no
improvement to date.
Unauthorized expenditure amounting to almost R100 million.
Financial statements were not prepared in accordance with the PFMA.
AG found that no departmental staff had submitted their declaration of conflict of
interest.
Laid-back approach to financial management.
His Department is has been experiencing severe financial problems which resulted in
the collapse of infrastructure in hospitals and clinics in the North West Province.
At Witrand Hospital repairs and maintenance is of such poor quality that it had to be
redone causing wasteful expenditure.
Running out of pharmaceuticals due to delays in the procurement process at the depot,
late payment of service providers leaves patients in danger. Continuous late deliveries
by the suppliers while the department does not impose penalties for late deliveries
keeping North West residents ransom by putting their lives in danger.
Medicine in NW was stolen, damaged and lost due to mismanagement (AG report).
Pharmaceutical facilities are in a poor state across the province.
Death of infant highlights the shocking health stats of medical negligence and
insufficient medical transport for patients.
Thusong hospital deteriorated to such an extent that it is unfit for human habitation.
No proper Health waste management policy (AG).
Dr. Magome Masike is the most vulnerable MEC in the North West Provincial
Government. It is common knowledge that senior officials in his Department report
directly to the Premier instead of reporting to him as the political head of the
Department. In the middle of the year, a Parliamentary Liaison Officer, disappeared
with a Department of Health laptop and as a result, Dr. Magome had to apologize for
failing to present a report which was saved in the laptop that vanished in an incident
suspected to be an act of sabotage against him.
It is an open secret in this department that some of the high ranking politicians above
him has undue influence on the awarding of contracts and tenders in his department.

30 50 under-aged children were trafficked from 28 villages under false pretences.
3 000 child pregnancies in Ratlou with some children being as young as 11 years old.
Irregular expenditure for the current year R140 840 00 and an accumulation of
R227 979 000 for previous years
R14 084 000 was spent on procurement without following the procedure without any
consequence management
Top staff (28) receive salaries of over R1 million per year.
Irregularly allocate tenders to contractors who were not the best option according to
the score sheets.
Proper tender and procurement procedures as required by the PFMA have not been
adhered to.
Nearly R12 million underspent on substance abuse, prevention and rehabilitation. Still
dont have substance abuse centre where people can freely go to for help.

Rural, Environment and Agricultural


Development

Tenders awarded to businesses to which government employees are shareholders or
beneficiaries.
AG stated clearly to the accounting authority to please, get your internal measures in
place and ensure consequence management for the culprits who are wasting money
that could be utilised in our communities.
Unqualified staff members are kept in positions which are yielding no results as well
as ANC cadres given contracts they do not deserve to the benefit of the ANC and not
the rural communities of the North West.
After numerous warnings and requests from the DA, the department was still
unprepared for the drought and was one of the last provinces to be declared a disaster
area.
MEC exaggerated about the fictitious existence of rural safety units.
New tractors were handed out to the fan-fair of the media, while previous tractors were
taken back from farmers leaving them destitute while stating they are unable to provide
proof of purchase.
SARGBA deals strengthened the relationship between the Provincial Government and
M Civils.
M Civils keeps popping up in the departments as a favourite.
The department received an audit query for flouting the supply chain management and
procurement process by appointing AgriDelight as the implementing agent. Members
of the portfolio committee raised the exorbitant middleman fee as a concern and
requested the department to renegotiate the terms of the contract.

Tourism

25% posts still remain vacant. This while the department of Tourism is supposed to
be the 2nd biggest job creator in the province.
Irregular expenses of R18.5 million of prior ears still not resolved.
Irregular expenses in 2016/2017 adds up to R9.2 million.
No proper record management system to maintain information that support the
reported performance.
Taung Hotel School is not up to standard. You cannot teach a high level of expertise
if the infrastructure they need to use, is not up to standard.
Oversight is not welcomed. Committee members are not invited to any oversight visits.
We do not need to see on Facebook events taking place, but rather see our economy
grow and tourists flooding the local areas.
Office space was the main reason given for non-performance. When bigger premises
is available, and appointments can be made, the department promises to excel.
Basically not much happening in this department.
