CHAPTER I

PRELIMINARY

The Development Plan means a Plan for the development or


redevelopment of the area within the jurisdiction of a Planning Authority (i.e. Municipal
Corporation of Greater Mumbai) excluding area under Special Planning Authority. It is a
'Land use map' divided into zones as Residential, Commercial, Industrial and No
Development Zones and also indicating the sites earmarked for various public amenities
such as Schools, Colleges. Open spaces, Medical facilities, Markets, Welfare Centres,
Cemeteries etc. and the lands reserved for Public Housing/ High Density Housing. The
Development Plan also indicates the details of transport and communication such as
existing and proposed road networks/ railways etc.

Development Plan of Greater Mumbai covers the areas in twenty four


Wards of the City, Western Suburbs and Eastern Suburbs.

There are thirty three 'Town Planning Schemes' prepared by the Planning
Authority within its jurisdiction for the purpose of implementation of the Development
Plan.

The information available in Chief Engineer (Development Plan)

The particulars of facilities available to the citizens for obtaining above


information is detailed in following chapters.

No library or reading facilities have been maintained in the office of Chief


Engineer (Development Plan).
CHAPTER II

D.P. REMARKS

(A) PROCEDURE FOR APPLICATION

1. Any individual, Company, Trust or Organization can apply for D.P. Remarks in
the prescribed format.

The application forms for D.P. Remarks are available for sale in the office of :

11.00 A.M. To 3.00 P.M. On all the working days (i.e. except Public Holidays, 2

and 4 Saturday and Sundays). Lunch Hrs. : 1.00 P.M. To 1.30 P.M.
Cost : The cost of one application form for D.P. Remarks is Rs. 20/- plus Taxes.

2. The application form is to be submitted in Chief Engineer (Development Plan)


specifying therein the C.S. No. and Division in case of City Area or the C.T.S. No. and
Village in the Suburbs of Greater Mumbai.

Application for D.P. Remarks can be made for more than one C.S./C.T.S. (if they
are contiguous) at a time in one application form.

The application form duly filed, signed by the applicant and accompanied along
with requisite information as detailed in para below is to be submitted in Chief Engineer
(Development Plan)'s office between

11.00 A.M. To 3.00 P.M. On all working days.

(B) REQUIREMENT WITH APPLICATION

The following documents/ details are to be submitted with the D.P. Remarks
application.

1. Three ammonia prints duly signed by the applicant showing 'Black Plan' (Scale
1x40 in City and 1:500 in Suburbs) and 'Location Plan' (Scale 1:2500 in City and
1:4000 in suburbs) of the plot for which D.P. Remark is required.

2. Certified copy of C.S. Plan/C.T.S. Plan for the plot which D.P. Remarks are
required.
3. Payment of fees for D.P. Remarks at the rate of Rs. 160/- per C.S./C.T.S. No.
The procedure for payment of fees is as under :

* To certify from the concerned Sub Engineer of the Ward the amount of ______
fees to be paid depending on the total number of C.S./C.T.S. For which remarks
are required.

* Preparation of Challan for payment of fees by the Head Clerk of the concerned
Section (City, Eastern or Western Suburbs).

* Payment to be made at the Cash Counter, Office of City Engineer, Vth Floor,
Annex Building, Fort.

* Timings for payment : 11.00 A.M. To 3.00 P.M. On all working days.
* (Lunch 1.00 P.M. To 1.30 P.M.). The timings may be changed by office order.

(C) INFORMATION FURNISHED IN D.P. REMARKS

The following information is provided in the D.P. Remark with respect to the plot
for which remarks are sought. The provisions of D.P. are marked on the plan and a
letter accomapnying the remarks with following details as per D.P. are issued.

1. Reservations / Designations as per Development Plan.

2. Reservation / Designations abutting the plot.

3. Whether affected by existing or proposed roads or accessibility as per D.P.


Sheet.

4. Zone of the land

5. Realignment of roads/ relocation of reservations, if any.

6. Remarks about Coastal Regulation Zone (C.R.Z.) height restrictions, water


course as per C.T.S. Plan, pipeline, high tension line, buffer zones of Railway or
Highway if affecting the plot as per D.P. Sheet.

7. Whether additional remarks are required from Executive Engineer (Building


Proposal), Executive Engineer (Storm Water Drain), Executive Engineer (Water Works),
Airport Authority, High Authority, P.W.D., Railway, Heritage Provisions, Town Planning
Schemes as per D.P. Sheet etc.

8. The remarks are issued without any site inspection and without prejudice to the
status of the structure. The remarks do not indicate ownership rights in any way.

(D) ISSUES OF D.P. REMARKS

The provision of Development Plan are marked by the tracer of the concerned
Ward on the plans submitted along with the application. The marked plan and typed
DP- Manual in MRI Act Final 36 D.P. Remarks are checked by the concerned Sub
Engineer and finally checked by the concerned Assistant Engineer and signed for issue.

The Development Plan Remarks are issued in the dispatch section to the
applicant during working hours or if not collected personally, are issued by post.

(E) ADDITIONAL COPY

Additional copy of D.P. Remarks can be obtaining along with the D.P. Remark for
which application is made on the payment of fees as under.

Additional copy of plan : Rs. 160/- per C.S. /C.T.S.

Additional copy of letter : Rs. 75/- per letter

Change in Fees, time limits is subject to office orders.

A) Application can be made for T.P. Remarks with respect to following thirty three

(B) PROCEDURE FOR APPLICATION

2. The application form duly filled is to be submitted in Chief Engineer (Development
Plan)'s office specifying therein the F.P. (Final Plot) number and/or the O.P.(Original
Plot) number along with the name and number of T.P. Scheme where the property is
situated. T.P. Remarks can be requested for more than one F.P. No. at a time if the
plots are contiguious.
3. The fees for T.P. remarks at the rate of Rs.215/- per F.P. Number is to be paid
along with the application for T.P.remark.
The concerned Sub Engineer of the ward for which T.P. remark is requested, will
certify the amount of fees to be paid, thereafter the Head Clerk of the respective section
will prepare necessary action for payment of fees.
The fees for T.P.remarks will be paid in the office of :

(D) ISSUE OF T.P. REMARKS
After the letter, Plan and Statement in Form B-1 are prepared by the tracer/Sub
Engineer of the Ward, the same are checked by the concerned Assistant Engineer of
the Ward and signed for the issue.
The T.P. remarks are issued in the dispatch section to the applicant during
working hours or if not collected personally are issued by post.

(E) ADDITIONAL COPY


Additional copies of the T.P. remarks can be obtained along with the T.P. remarks
for which application is made on payment of fees as under :-
One Certified copy of plan Rs.80 per F.P.
One copy of the letter/remark Rs.60 per F.P.
One Form B/1 Rs.75 per F.P.
True copy of the letter Rs.80 per letter.
