ENGINEERING SITE OBSERVATION REPORT

SUBJECT: Railway Bridges for the Tuticorin Port Rail connectivity work.

Introduction: This report presents the results of the Site Observations of the Prospective
Bridge/ Encasement works for the Rail connectivity works at Tuticorin Port Trust,
undertaken by RITES Ltd.
The proposed track alignment crosses the existing Cooling water channels 1 ,II and III and
the conveyor belts I, II and III, which are essential to the functioning of the NTPL Thermal
plant, located at the Port Trust premises. At another location, a group of IOC pipe lines are
also crossing the proposed track alignment. The purpose of the site visit was mainly
To plan the Rail crossings over the Cooling water channels and below the
Conveyer belts without stopping/ affecting the functioning of the Cooling water
channel as well as the Conveyor belt. This means that the location of these channels
and conveyor belts as well as their levels has to be treated as obligatory points while
planning the Rail alignment.
To plan a rail crossing arrangement for across the IOC pipe lines. Here the pipe
lines could be lowered, as per the discussions held at site and a suitable bridging
arrangement only need be planned. Then IOC can be requested to take the pipes
beneath this bridge, similar to the arrangement they now have for their TRUCK
PARKING area nearby.

Documents and Site measurements: For the purpose of the site visit and preparing this
report, the following documents and site measurements were made use of:

Description of site: The Layout and Section drawings shows the following
1. IOC pipe line crossings at CH 2839.50
2. NTPL Cooling water channel I at CH 3203.30 (top of Slab at + 2.760)
3. NTPL Conveyor Belt at CH 3249.00 ( Bottom of Conveyor at +13.415)
4. TTPS Cooling water Channel II at CH 3393.00 ( top of slab at +1.666)
5. NTPL Conveyor Belt at CH 3425.00 ( Bottom of Conveyor at +8.784)
6. TTPS Cooling water Channel III at CH 3461.00 ( top of slab at +2.050)
7. Conveyor Belt II at CH 3483.00 ( Bottom of Conveyor at +9.180)
Of the above 7 Obligatory points in the alignment, the IOC pipe line crossing at CH
2839.50 is not discussed further as the crossing can be done with a 12.2 m RDSO type
PLAN bridge catering to the required RAIL LEVEL Then IOC will take the pipe
lines below this bridge. The other locations of Water channel and Conveyor belts are
discussed below since these levels and locations cannot be altered rather the Rail levels and
will have to be planned to suit its continual functioning during the construction work. These

are also close to each other (between CH 3203.30 to CH 3483.00 ie with in 279.90 m
length) necessitating to preferably keep the same Rail levels for this length. A schematic
diagram of the water channels and conveyor belts, with the obligatory levels is shown
below: (also attached separately)

As you can observe from the Diagram above, the bottom level of Conveyor belt at CH 3425
is at +8.784 and the top of slab of cooling channel III at CH 3461 , which is only 36 m
away, is at +2.050. As per SOD , correction slip 13, chapter 1, para 10, note (b), In case
of restricted height of existing structures, a special study shall be made, as
indicated in Appendix-A to Chapter V-A before 25 kV AC traction is introduced.
Accordingly, only in such cases, the minimum height above rail level shall not be lower
than 5070mm in case of Heavy Overhead Structure (such as Road Over &
Flyovers) and 5270mm in case of Light Overhead Structures (such as Foot Over
Bridges) for a minimum contact wire height of 4800mm from above rail level. OHE
arrangements shall be as per RDSO Drawings.
Here, as the conveyor belt is NOT ROB or FLYOVER, 5.270 m Vertical clearance is
proposed.Thus the levels will be as follows:
At chainage 3425 conveyor belt bottom= + 8.784
Less Vertical clearance of 5.27 m= +8.784- 5.27 = +3.514 ie the RAIL LEVEL
Less track of 0.675 = +3.514- 0.675= +2.839 ie the formation level
Top slab of Channel III at CH 3461 = + 2.050
i.e the Construction depth available= +2.839 -2.050 = 0.789 m only.

Considering to provide a gap of 10 above the slab for unevenness of top slab, permanent
form work etc ,it could be safe to consider that there is only 0.6 m construction depth
available for the proposed structure. This is the worst case scenario amongst the three
channels and the encasing / bridge structure has to be planned for this.

Now the next question is whether conventional / designed U Girder/ PSC slab with
pads could be considered etc or whether a PORTAL like structure ,which will encase
the channel and will also act as a balancing culvert, need be considered.
The photographs below shows the site during the field visit.

There were incessant rains and the whole area was flooded. The HFL was just below the
Channel slab top at the alignment. As the Rail levels and the construction depths are
restricted as given above, the option of going in for a normal bridge above the cooling
water channel may not be suitable as there will not be adequate VC required for a bridge.
The Elastomeric Bearings can also get beneath this salty water during heavy rains and
consequent flooding. But if the structure is planned as an encasing portal above the
Channel, it will be act as a balancing box and BOX can flow full mitigating the VC
problem. The channels have a top skew width of 4.0 m (Channel I), 6.25 m (channel II)
and 8.0 m (Channel III). A schematic diagram of the proposed encasing PORTAL
arrangement, for the max width of 8 m, is given below.

This has to be designed as a special structure and the dimensions can change slightly during
the course of design. The same portal can be used at all the three Channel positions with
better water flow conditions for the lesser wide channels.

Requirements of the GAD/ BOQ and DESIGN work:

As described above, there are two designs involved for the 4 locations (3 channels and 1
IOC pipe crossing). For the pipe line crossing, RDSO superstructure can be used and only
the sub structure and Founds need be designed. The Encasing portal has to be fully
designed as a single unit (for the max wide channe)l and that could be used at the other two
locations also. For the design and preparation of the BOQ, the following are needed.
1. Completion plan of the Existing COOLING water channel. This will give the depth
and the width of the foundations.
2. The Bore hole details of the area
3. Reconfirmation of the levels with leveling instrument, taking the lowest point in
the Conveyor belt, if not already done.
4. IOC Pipe line details at the crossing like width, no of pipes etc.

This structure is a special one as the depth of construction is restricted. This also means that
the GAD and BOQ can be finalized only along with the design.
