About Google Toilet Locator

In alignment with National Urban Sanitation Policy, 2008, the Government of India has developed a
vision to transform Urban India into totally sanitized, healthy and livable towns. To achieve this vision,
Swachh Bharat Mission (SBM - Urban) has been launched by the Ministry of Urban Development
(MoUD) on 2nd October 2014 for all 4,041 statutory towns of India. One of the objectives of the Swachh
Bharat Mission (SBM - Urban) is to provide sanitation through the construction of Individual
Household/Community & Public toilet facilities across India, to drive towards 100% Open Defecation
Free Cities. The Google Toilet Locator was launched by the Hon'ble Minister for Urban Development
on 22 December 2016 at the National Media Centre, New Delhi.

To accelerate the efforts to achieve universal sanitation coverage and to put focus on sanitation, the
Prime Minister of India, Shri Narendra Modi, launched the Swachh Bharat Mission on 2nd October,
2014. The Mission Coordinator shall be Secretary, Ministry of Drinking Water and Sanitation
(MDWS) with two Sub-Missions – the Swachh Bharat Mission (Gramin) and the Swachh Bharat
Mission (Urban). The Mission aims to achieve a Swachh Bharat by 2019, as a fitting tribute to
Mahatma Gandhi on his 150th birth anniversary.

ABOUT US
Honble Prime Minister Shri Narendra Modi launched the Swachh Bharat Mission on 2nd
October 2014. The Mission laid a roadmap for improving the level of sanitation and cleanliness
in the country with a vision to create a Swachh Bharat by 2019.

The Ministry of Drinking Water and Sanitation (MDWS) is the nodal ministry for
implementation of SBM(G). To encourage States and districts to improve sanitation and SLWM,
MDWS is taking the initiative to rank all districts in India based on parameters of performance,
sustainability and transparency. The final rankings of districts will be announced at the end of
each quarter. To instil healthy competition amongst districts, they will be given awards on a
quarterly basis. The first award ceremony will be launched on the 3rd anniversary of the
SBM(G), October 2, 2017.

RANKING METHODOLOGY
The performance of districts is being evaluated based on key parameters with data available in
MIS. District with no data available on MIS for any indicator, will have 0 marked against it. The
key indicators are:
 Performance
 Sustainability
 Transparency
The indicators have been assigned weightage based on their contribution to the success of SBM
(G) programme. Each key indicator has sub-indicators with weightage assigned to them as well
forming a total score of 100. Districts will be ranked based on their weightage (refer to Chart).

As presence of dysfunctional toilets and pending verification reflect negatively on the
performance of ODF districts, negative score is also suggested for these sub-indicators.Similarly,
presence of insanitary toilets will act as a disqualification criterion for a District to be eligible for
ranking. The baseline data for ranking will be frozen by June 30th, 2017 and quarterly progress
of districts will be tracked against it.

1. Performance (50%)
This indicator focuses mainly on IHHL coverage and ODF coverage which are the pillars of the
SBM(G) implementation in the districts. Performance also includes conversion of dysfunctional
toilets and insanitary toilets.

2. Sustainability (25%)
As sustainability of the programme depends significantly on behaviour change and IEC, fund
utilization through IEC activities along with number of Swachhagrahis on the ground is being
measured.
