ACESM Program Overview

The Advancing Community Empowerment in Southeastern Myanmar (ACESM) project, supported by the US
Agency for International Development/Burma, aims to support communities in their empowerment processes by
reducing vulnerabilities, promoting community participation in decision making, and strengthening mechanisms
for more responsive and accountable local governance. ACESM is a five-year, $48 million project funded by USAID
and implemented by Pact in partnership with Community Partners International, Mercy Corps, and Save the
Children. The project will also partner with a range of local and regional organizations to address a variety of
community needs and development priorities in the region.

ACESM will work to foster integrated, inclusive, and sustainable service provision to underserved communities in
areas of Southeastern Myanmar. Beginning with community-identified needs and solutions, the project takes a
systems approach that constructively engages the demand and supply sides of service delivery, focusing on
health, education, livelihoods, water/sanitation/hygiene (WASH), and disaster risk management.

Project partners will provide technical support for skills-building and institutional strengthening to nurture
relationships and explore cooperation within and between communities, service providers, and decision makers.
ACESM promotes a locally driven shift, where possible, from humanitarian assistance toward a strategic approach
that can channel community voices and priorities towards improved, integrated service delivery and contribute to
conditions for inclusive peace and development.

Pact in Myanmar is currently seeking a motivated, experienced and dedicated candidate for the position of
Program Officer (PSU).

Position Title: Program Officer (PSU)


Department/ Program: Project Support Unit/ACESM
Supervisor: Senior Program Officer (PSU)

Duty Station: Hpa-An Hub Office

Position Summary:

Under the guidance of Senior Officer, Program Officer (PSU) is responsible for assisting in day to day
operation of PSU-Hpa-Ann Hub Office effectively. S/he is mainly responsible for assisting the PSU team in
administrative management, logistic-related coordination and communication with other units/sectors and
support necessary things for high mission trip.
The position requires a high degree of integrity, professionalism, flexibility and creativity.

SPECIFIC DUTIES AND RESPONSIBILITIES:


1. Assist the PSU in day-to-day operation
 Assist to Sr. Officer in follow up on PSU related administrative management tasks, workplan compilation
process, budget spending analysis by coordination with relevant department.
 Correctly file documents and keep the PSU hardcopy and electronic filing system up to date
 Assist PSU members in the arrangement of travels, meetings, trainings and other unit activities
 Coordinate with relevant departments on the above mentioned tasks

Expected results:
 The PSU keeps a well maintained electronic and hard copy filing system
 The PSU operates smoothly

2. Executive Support
 Provide effective secretarial support to Deputy Chief of Party (DCOP) and Sr. Coordinator
 Set up meetings for DCOP and Senior Management team at Hub-office as required, and keep their schedules
updated.
 Support the Senior Management Team in arranging meetings and workshops as per prescribed procedure.
 Track operational processes regularly, and provide timely and regular progress update/reports to Senior
Management and other sectors.

Expected Results:
 DCoP and Senior Management team receive effective executive secretarial support.
 Meetings and workshops hosted by ACESMare held successfully.
 Senior Management Team is well-informed timely on the progress related to requested operational
support.

Qualifications

 Bachelor degree or equivalent certification or work experience is required.


 3 years of experience, preferably with an international development organization or in a similar context with
at least 2 years of experience in supporting and operation
 Excellent communication, negotiation and coordination skills
 Willingness and ability to travel
 Experience working in complex, politically-sensitive, and culturally-sensitive contexts
 Fluency in written and/or spoken Myanmar and proficiency in English; knowledge of at least one local
language to Southeastern Myanmar considered a major asset
 Knowledge of development, peace, and conflict issues in Southeastern Myanmar, as well as other key policy
issues relevant to the project
 Ability to adapt quickly, cooperatively, and constructively to changes, and to find positive, creative solutions
 Solid understanding of and experience engaging with civil society, service providers, governmental and/or
non-governmental actors in networking, development, peacebuilding, and/or capacity development,
preferably in the state/region and communities served by this position
 Strong strategic thinking and analytical skills
 Commitment to and interest in development, peace, and conflict issues
 Ability to work in multicultural teams that respect ethnic, religious and national diversity
