Topic: GIVING VOICE TO VALUES
Cases:
1. A senior-level employee in a government office is pressured to violate professional
standards and integrity in work as work piles up during busy season. What will he do?
 Be practical. It’s okay to violate sometimes in order to accomplish the work.
 Maintain integrity in work and follow the standards despite the workload.
 Follow standards but accomplish those that are necessary and set aside those that
are not so important.

2. A civil service officer assigned and responsible for bidding transactions is pressured by her
head in a government office to disregard the bidding criteria and accept a bid for a new
machinery as a favor. What will she do?
 Accept the bid as a favor to my head to avoid problems.
 Stick with the bidding criteria even though it will not favor the accepting of bid for
new machinery.
 Explain to her head courteously that she must do what is right.

3. An accountant of a government office is told by a senior government official to cover up


excessive expenses and unnecessary transaction. What will he do?
 Obey him as a matter of respect and cover-up those things as clean as possible.
 Disobey him and continue to work without covering those excessive and
unnecessary transactions.
 Resign from work to avoid problems with the officials
 Speak up with the senior government official that he cannot do it as it’s against
the standards and ethics.

4. A civil service officer responsible for enforcing property rights confronts a challenge when
a religious temple begins to build a temple expansion on a neighboring business person’s
property. It is election season and the officer’s head or supervisor is up for re-election and
the officer doesn’t want to upset the largely religious voting population. Then the
business property owners happen to be from other religion. What will he do?
 Disregard the problem to avoid consequences until his head will be re-elected.
 Confront the leaders of the religious temple to stop their expansion.

found out some overpricing of materials. What will you do?
 Disregard it as long as it will not greatly affect the contract.
 Report this to the responsible government official.
 Approach the construction company and pressure them to pay you a bribe for
covering-up what you’ve found so that the bid will be granted.

6. A civil service officer responsible for giving environmental permits to business owners
face a challenge of granting renewal of business permit because of their unprincipled
actions around worker safety and environmental failures but contribute to high
employment and development in their city. What will he do?
 Grant the renewal of business permit for the sake of the benefits for the people
and the city.
 Deny the renewal of their permit because of worker and environmental issues.
 Advice the business owner to fix their actions regarding worker and environmental
safety before granting the renewal of permit.
