Expression of Interest (EOI) - Design Consultant/Architect

1. Purpose

This Expression of Interest is to identify and compile a panel of suitable competitors;

Architects to participate in a design competition.

The purpose of the competition is the development of a concept design, to be taken through
detailed design and documentation by Council in support of a planned development of a
Regional Entertainment and Conference Centre. The panel of consultants engaged through
the EOI should be interested in tendering for this proposed contract.

2. Background

Muswellbrook Shire council with the assistance of NSW Public Works Advisory is intending to
commence the design of this most exciting public cultural facility for the Upper Hunter.

The Regional Entertainment and Conference Centre proposed to be located in Muswellbrook’s

CBD would provide opportunities and facilities for the creative industries and Upper Hunter
communities that have not been previously available. The proposed development includes a
theatre (approx. 500 seat), black box (studio), technical offices, support spaces, and car
parking. Conceptual floor plans have been provided as reference for design parameters.

Council is seeking an iconic building design that balances the local environment, builds upon
the local areas heritage and looks to the future.

3. Engagement

Respondents to this EOI will be assessed against a range of criteria, shortlisted into a panel
who will be subsequently invited to submit Proposals - Request for Proposals (RFP)
encompassing a design competition process.

Council anticipates that the panel of consultants engaged through this EOI and the subsequent
RFP process will be its preferred design consultant panel for the design of the Regional
Entertainment and Conference Centre, subject to satisfactory performance on previous
projects, technical complexity or expertise required, and advice from the Council's partners
involved.

It is anticipated that the Council will call for design ideas, solutions and competitive quotations
on this project from the panel members.
4. Evaluation Criteria

Council invites expressions of interest from registered consultants or consultancy firms. The
response to the EOI should include details of relevant professional expertise available within
your firm and a summary of relevant experience with projects undertaken within the public
sector or similar experience.

Responses will be assessed on the following criteria. Please ensure each item is addressed in
your response:

1. Relevant experience with design on projects undertaken. Including but not limited to
design of performance spaces, theatres, public cultural facilities or entertainment
centres
2. Capability and capacity to deliver project design
3. A realistic indicative project timeline for delivery of the services being
- Concept design
- Design development
- Detailed design and documentation

Verification of successful experience may be obtained from representatives of client

organisations.
