Details:
A Fire Prevention Officer with the City of Richmond, BC noticed an error on a tag affixed to a Fire Alarm system in
Richmond and brought the matter to ASTTBC’s attention. A photograph of the tag is attached.
A review of the tag and ASTTBC records indicates the following information:
The stamp shows the Fire Protection Technician’s name as Mr. Michael Connaghan, FP1274. The stamp
on the tags bears 5 endorsements:
o Fire Alarm Systems (AL)
o Unit Emergency Lighting (EM)
o Fire Extinguishers (EX)
o Special Fire Suppression Systems (SP)
o Water-Based Fire Protection Systems (WA)
As of August 7, 2012, Mr. Connaghan was removed from the ASTTBC register of Fire Protection
Technicians.
Prior to his removal from the register Mr. Connaghan was only certified in the following endorsements:
o Fire Extinguishers (EX)
o Special Fire Suppression Systems (SP)
o Water-Based Fire Protection Systems (WA)
As Mr. Michael Connaghan, FP1274 is not a current ASTTBC member, he is not authorized to conduct any
inspection or testing of fire protection systems in a municipality that has enacted a bylaw requiring that only
ASTTBC-certified Technicians conduct such inspection and testing. The Richmond Fire Prevention Officer has
ordered that the affected Fire Alarm system be retested by an ASTTBC Registered Fire Protection Technician in
good standing.
Further, we have reason to believe that a fraudulent and forged stamp is in circulation, incorrectly displaying that
the individual is certified in the Fire Alarm Systems (AL) and Unit Emergency Lighting (EM) endorsements. As the
matter potentially involves a risk to public safety, we are bringing this issue to your attention. We request that you
please disseminate this information accordingly to your membership.
