GUIDELINES FOR THE 2017 REGIONAL DEVELOPMENT

REPORT PREPARATION

1. Background

The 2017 MIMAROPA Regional Development Report (RDR) is the


first of the annual assessment of the development objectives and
targets as set forth in the Regional Development P lan (RDP) 2017-
2022.

The 2016-2017 targets in the Result Matrices shall provide the


measure on the progress of plan implementation.

The annual accomplishment reports and other sectoral inputs of


regional line agencies (RLAs), state universities and co lleges (SUCs),
government owned and controlled corporation (GOCCs), local
government units (LGUs), and private sector representatives (PSRs)
are used as bases in the evaluation of the performance of the region.

2. Purpose

The guidelines for the 2017 RDR preparation is intended to provide:

a. the standard procedures and data requirement s in the


preparation of the 201 7 RDR; and
b. the schedule of activities to ensure timely submission and
consolidation of inputs .

3. Preparation Process

a. The Results Matrix (RM) and the accomplishment reports of


the RLAs and SUCs shall be the bases of the assessment.

b. The format of RM is attached to be used as template for the


submission of inputs .

c. The RLAs and SUCs shall provide the actual data for 2016 -
2017. The targets identified in the RM shall be used. If there
are changes in targets or additional indicators, the agencies
should notif y the Secretariat.

d. The RLAs and SUCs shall provide the: a) reasons for the non-
achievement of 2017 targets and decline of performance
compared to 2015 and 2016 , and b) facilitating factors
including programs and projects that contributed to the
achievement of target outcomes.

e. The RLAs and SUCs shall also submit to the Secretariat their
accomplishment report for CY 2017 in support to the RM.
f. The RDR will also consider inputs from LGUs and PSRs.

g. The RDR chapters shall be consistent with those contained in


the RDP. The list of RDR chapters and the agencies concerned
to provide inputs to the chapters are as follows:

h. The RDC Secretariat shall prepare the write-up of each chapter of the
RDR. The first draft of 2017 RDR shall include: assessment of
performance of sector/subsectors and recommendations.

i. A workshop will be conducted to review and validate the


indicators and the facilitating factors of the sectoral
performances, as well as identify the challenges and
opportunities for the remaining plan period.

j. The draft report shall be presented to the RDC sectoral


committees for validation. Necessary revisions shall be made
based on comments and additional inputs from committee
members (refer to schedule of activities).

k. Final draft of 2017 RDR shall be presented during the second


quarter RDC Full Council meeting for approval (refer to
schedule of activities) .

l. The approved 2017 RDR shall be printed for distribution to


RDC members during the second quarter RDC Full Council
meeting (refer to schedule of activities).
