South San Conservator Release
5622 Ray Ellison Drive ∙ San Antonio, Texas 78242 ∙ (210) 977-7000 ∙ Fax (210) 977-7017
SAN ANTONIO, Tx- The South San Antonio Independent School District will no longer be
under the guidance of a state appointed conservator the district was notified Wednesday.
Through a letter from the Texas Education Agency, Deputy Commissioner of Governance for the
agency A.J. Crabill pointed to the school board’s certification in Lone Star Governance as one
sign of the district’s commitment to improving student outcome.
“As the purposes for which the conservator was appointed have been effectuated, the
appointment of the conservator is no longer necessary,” said Crabill. “Therefore, the conservator
is hereby removed effective immediately.”
The district was notified of the decision to appoint a conservator on February 5, 2016 and Dr.
Judy Castleberry has offered guidance and support to the district since then.
“The TEA’s decision is the result of an emphasis our board has placed on working together and
moving towards what’s best for the students of South San,” Board President Angelina Osteguin
said. “All our members are committed to the Lone Star Governance model which focuses our
efforts on improving student outcomes.”
The board is confident they can continue this positive focus on student outcomes without the
oversight of the TEA. The district currently has two vacant positions on the board that will be
filled in the coming weeks. “As the purposes for which the conservator was appointed have been
effectuated, the appointment of the conservator is no longer necessary,” said Crabill.
