1. PROJECT DESCRIPTION
2. SCOPE OF WORK:
The Scope of works comprises of FEA/Rigging analysis of complete Rectangular tank including
nozzles, Bottom Frame, Stiffeners, External attachment & lifting lugs, etc. as per GEP, Project
specification & Noble Denton 0027ND.
The FEA Should be performed with various cases with various combination of Design + Operating
load (Design parameter+ Hydro test + Wind ), lifting(Rigging) analysis and meet the design
requirements of Noble Denton 0027ND.
The tank will be frequently transported between offshore and onshore. A robust design shall
therefore be required to avoid vulnerable items being damaged during regular handling.
Design shall take into consideration the limitations of the crane on the platform they are located for
both static and dynamic lifting
FEA analysis subcontractor must need to comply all the CGL comments, client and consultant,

The following major ref. code and standards shall be followed along with all the applicable codes &
standard/spec. as mentioned in the project specification.
1. Any deviation considered by the subcontractor must need to clearly specify in the technical
and Commercial offer.
2. FEA report should contain the Design references, Design basis, Input Eco, Detailed report
with conclusion.
3. FEA subcontractor must need to submit native file of FEA analysis along with each submittal.
4. All the comments given by the client, consultant, must be incorporated by the FEA
Subcontractor and submit revised documents along with CRS sheet for approval ( consider
max 3 no of revision by client not by CGL, CGL will assist you to meet the RFQ/Design
requirements).
The entire Guarantee/Warranty and service requirement shall be back to back as per specification

1.0 INTRODUCTION
This Engineering Specification provides basic requirements for the design, fabrication, inspection and
testing of welded steel rectangular atmospheric storage tanks with flat roofs intended for permanent use
on offshore platforms and may be removed and relocated at any time.
As part of Flow Assurance Expansion Project, two (2) Permanent Removable MEG tanks with gross
capacity of 62 m3 each shall be installed on WHP7, WHP8 and WHP9 Platforms. All six of the PRMTs
are interchangeable and shall be located on any platform designated QG3&4.
1.2 Abbreviations
1.3 Definitions
CONTRACTOR : The Party who carries out all or part of the Design, Engineering, Procurement,
Construction, and Commissioning for the Project.
VENDOR : The party who has single point responsible for the supply of the complete
Package, and supplies all the equipment and services to perform the duties
Specified by the Contractor and/or Owner.
SUB-SUPPLIER : Those parties responsible for specialized services and components within the
Package.
2.1 Overview
The design, engineering, procurement and construction of the FAXP project for QG 3&4 Platforms shall
be in accordance with the Qatar Statutory Law and regulations, based on selected applicable codes and
shall adhere to internationally accepted sound engineering practices.

*SHELL Standards shall generally govern, but the QG 3&4 Management Team shall retain the right to
challenge and have the final authority for approval of the project specific specifications.
The following Codes and Standards have been identified as the principal documents to be used for the
design, specification, fabrication, inspection, testing, coating, and supply of the equipment under the
scope of supply:

2.3 Deviations
The Vendor shall supply equipment that fully complies with this specification, SHELL DEPs and Industry
codes and standards listed herein and material requisition.
If Vendor come across with unavoidable deviations if any to this specification or industry standards, then
they shall be submitted to Contractor and Company approval with proven alternative, for which the
Vendor can demonstrate a significant cost reduction or an improved reliability/availability. No deviations
will be allowed from any Qatar Statutory requirements and Shell DEP (SHALL (PS)) requirements.
Design, Drawings, Material Selection, Procurement, Fabrication, PQRs/WPSs Qualifications, Painting &
Coating, Inspection & Testing, Certification, Preservations, Export Packaging and single point Rigging
Assemblies, Pre-Commissioning Spares, Start-Up and Commissioning Spares.
The following activities will not form part of the VENDOR scope:
4.1 Location
Tanks shall be engineered for open offshore locations with full exposure to the marine environment in
the Qatar section of the Arabian Gulf.
The tanks shall be designed to comply with the following environmental data:
Wind Speed: 34.7m/s (3 second gust speed for 100 year return period)
Black Bulb Temperature: 82°C
Design Ambient Temperature: 50°C (Max.) / 5°C (Min.)
Environment: Offshore, Saline, Highly Corrosive
Humidity (max): 74%
4.3 Transportation
PRMTs design shall be suitable for road and sea transportation. All tanks shall be designed for
transportation Loads. The transportation loads shall be evaluated based on following considerations:
Gross weight of fully outfitted Tank, including offshore lift rigging, shall be considered for evaluation of
transportation loads. Equipment shall be transported empty, i.e. without any content that belongs to
normal functional in-place condition.
GL-Noble Denton’s document 0030/ND will be reference for understanding philosophy of transportation
loads.
Transportation/lifting drawings shall be submitted for approval. Lifting equipment supplied if any along
with Tanks shall be certified.
4.4 Coatings
1) No coating is required for interior of tanks. Interior of tanks (including tank appurtenances)
shall be pickled and passivated.
2) The external surfaces of tanks shall be painted with the following: FS2-N paint system for
SS surfaces and FC2-N for CS surfaces as per DEP 30.48.00.31-Gen
3) Structural bolts, nuts and washers (if applicable any) shall be galvanized in accordance with
ISO 10684 or equivalent. It is essential that the threading of the bolts and nuts be cleared of
excessive zinc after galvanizing to ensure trouble free use.
DOCUMENT TITLE: COMPANY DOCUMENT NUMBER:
The tank shall be designed as per “Formula for stress and strain” by Roark & Young, Latest edition. The
maximum design stress for tank shall not exceed Yield strength/1.5 or Ultimate tensile strength/2.5,
whichever is lower at ambient temperature.
a. Plate stresses shall be determined for the 2/3 fixed and 1/3 simply supported edge condition.
b. The maximum plate extent that may be included as stiffening is 5 times plate thickness from the
stiffener to plate weld.
a. All roofs and supporting structures shall be designed to support dead loads plus a uniform live load
of not less than 1.2 kPa (25 lbf/ft2) of projected area.
b. In addition to other expected design loads, consider a 112 kg (250 lb) person standing in the center
of the installed/closed cover.
The minimum design temperature for tankage shall be set at the minimum design temperature specified
for the platform zone in which the tank is located.
The base of a free-standing tank shall be stiffened to span the tank support beams, whose locations
shall be furnished to the tank fabricator.
Shell manways and shell and floor nozzles shall be attached by full penetration welds and shall be
reinforced in accordance with the requirements of API STD 650.
c. Flanges shall be used for sizes 50 mm (2 in) and larger. Class 150 flanges shall be used, except
internal or external displacement liquid level devices which shall have Class 300 flanges.
The tank nameplate shall show the maximum permissible product specific gravity, based on actual shell
and stiffener thickness less corrosion allowance (if any).
Supplemental welding requirements applicable to shell and bottom joints are as follows:
1. All joints shall be butt joints with complete penetration and fusion, except that corner welds may be
double fillet welds, (where one plate projects beyond the corner), with a minimum of two passes.
2. Square groove butt joints shall be permitted to a maximum plate thickness of 6 mm (1/4 in), except
that this may be increased to 9 mm (3/8 in) plate thickness if automatic welding machines are used,
or if one side of the weld is back gouged to form a groove.
Tank nozzle design and hydrotest shall be in accordance with API 650.
Tank shall be provided with suitable stiffeners to control deflection. The tank plates shall be stiffened
utilising angle, channel or other appropriate sections. The design can be such that the side, roof and
bottom plate stiffeners can be located on the external faces. Deflection of flat surfaces of tank shall not
exceed L/360mm under design condition.

Tanks shall include four (4) Lifting lugs/ trunnions at suitable locations. Lifting load analysis for all tanks
shall be carried out with an impact factor of 2. Rigging design shall follow Noble Denton 0027ND.
Tanks shall be designed for frequent handling. Design shall take into consideration the limitations of the
crane on the platform they are located for both static and dynamic lifting to and from a supply vessel.
5.2 Materials
A material other than those listed in API STD 650 may be used, provided it substantially conforms to the
chemical and mechanical properties of one of the materials listed in API STD 650, is of weldable quality
and is approved by COMPANY.
Structural steel shall conform to EN 10025 S355J2 for the main supporting frame and S275JR for plate
and sections less than 10mm plate/flange thickness.
The minimum thickness of any part of structural steel shape shall be 1/4” (6mm) and the minimum
thickness of plate material used for structural connection shall be 3/8” (10mm.)
SI metric units shall be used in the data sheets and specifications with US Customary units in
parenthesis. For standard equipment data sheets, the default engineering units shall be used.
US Customary sizes shall be used for piping NPS and equipment nozzle sizes. For all construction
dimensions and weights, SI metric units shall be used.

The roof shall have no depressions in which water can accumulate Nozzle face or flange face deviation

Tolerance for rectangular tank sides shall be ±0.5 percent
Tolerance for rectangular tank nozzle locations and projections from a reference line shall be ±3 mm (1/8
in).
The PRMTS shall be lifted or offloaded by using Platform Crane in empty condition. The PRMTs shall be
drained completely before lifting. Vendor shall ensure while designing and fabrication the weight of
PRMT including its skid is limited to 16.5MT that is with in Platform Crane lift capacity. Vendor shall
advise the tank dry, operating and test weights at bid stage, first issue design, revised designs, final
fabrication, and shipping weight including transportation, protection and rigging items.

The inspection and testing requirements for PRMTs shall be Level II and relevant SHELL DEP
requirements. ITRs to be referred.
1. All full penetration welds in carbon steel – 100% UT and 100% MPI
2. All full penetration welds for SS steel - 100% UT or RT wherever accessible and 100% Dye
Penetrate Test.
3. All fillet welds for Carbon steel – 100% MPI and for Stainless steel -100% Dye Penetrate Test.
4. Visual inspection of edges lamination
5. Tank hydrotest as per API 650
6. Lifting padeyes and rigging components are to be proof load tested.
7. All SS material shall be PMI tested.

Dimension Check)
Fillet welds at corner pressure joints shall be magnetic particle or dye penetrant inspected. Acceptance
criteria shall be that referenced by API STD 650.
The completed tank shall be hydro tested in accordance with the ITRS and API STD 650 Paragraphs
S.4.10.2 (f). The chloride content of test water for solid or lined austenitic stainless steel tanks shall not
exceed 50 ppm.
All shell and floor welds that will not be visible during the hydrotest shall be examined by vacuum box
and soap film reinforcing pads shall be tested by applying pneumatic pressure of 100 kPa (14.5 psig)
between the pad and the shell, with soap film applied to the pad welds. After testing, these holes shall be
filled with mastic. All testing shall be performed prior to painting.
A structure-specific NDT matrix plan shall be developed for each welded steel storage tank. Such NDT
plan requires COMPANY approval.
All construction related documents including but not limited to ITP, drawings; WPS; PQR; manufacturing
procedure specification; quality control plan; etc. require COMPANY APPROVAL prior to the
commencement of fabrication activities.
All PRMTs shall be provided with EN 10204 type 3.1 Certification. Stainless steels and corrosion
resistant alloys require PMI in accordance with DEP 31.10.00.10-Gen.
All Vendor manufacturing and certification documentation shall be in accordance with QG Procedure
01.50.08.12.
Vendor shall include in their base offer, spare parts for Pre-Commissioning and Start-Up &
Commissioning,
Vendor shall include Special Tools & Tackles (if any) in their base offer for Installation, Operation, and
Maintenance if required.
Vendor shall also furnish the list (along with itemized cost) for Recommended Two Year Normal
Operating Spare Parts as well as Capital / Insurance Spare Parts.
Spare Parts shall be in accordance with Qatargas Spare Parts Procedure 199-00-00-PT-PC-NA-
000609_01 and Spares Identification, Procurement, Delivery, and Receipt Procedure 21.44.01.07.
DOCUMENT TITLE: COMPANY DOCUMENT NUMBER:
Each tank shall be identified with a name plate and marked in the format S10.114 with the information
required or as applicable. Nameplates shall be located such that they are easily readable from platform.
In addition to name plate, Vendor shall stencil the tank name and tag number.
Documentation requirements for Permanent/Removable MEG Tanks shall include but not be limited to

Notes:
1. The maximum design stress for tank shall not exceed Yield Strength/1.5 or ultimate Strength/2.5, whichever is lower at design
temperature. The applicable requirements of DEP 31.01.10.10-Gen shall also be considered.
2. Design life of PRMTS shall be 30 years.
3. Total quantity of PRMTs are six (6) for 3 Platforms viz WHP7, WHP8 and WHP9 (i.e. 2 PRMTs per Platform).
4. Tank support shall be skid frame type, with a beam size of UB457x191x67 with dimensions of 5690 mm (L) x 3840 mm (W) x 457 mm
(H).Structural steel shall be as per cl.5.2 of PRMT specification(Doc.No :701/30/23/ME/TS/NA/00016).
5. All nozzles on the PRMTS shall follow piping class of 13421 as listed in doc# 701/30/23/MP/TS/NA/001A.
6. The specified thickness is minimum. Vendor to confirm the shell plate thickness based on the design.
7. Except manways, all the nozzle flanges shall be as per ASME B16.5. Bolt holes in all flanges shall straddle the principal center lines.
8. Nozzle standouts are measured from tank outer surface to flange face.
9. All nozzles above 2” shall be reinforced with reinforcement rings and 2" and below 2” are braced back to the tank wall in 2 planes using
8mm thk SS plate stiffeners.
10. Vent shall be provided with goose neck with Bug screen. Bug screen shall be replaceable type.
11. Tank manway (24") shall be provided with hinge/davit type arrangement as per API650.
12. Two number (2 no's) of earthing bosses shall be provided at opposite ends at accessible locations for tank skid frame.
13. The tank will be frequently transported between offshore and onshore. A robust design shall therefore be required to avoid vulnerable
items being damaged during regular handling.
14. The weight of PRMT (including skid frame) shall be limited to 16.5MT.
15. Reinforcing pads shall be provided with 2 no. 1/8"NPT tell tale holes and filled with grease after air test at 100 kPag with soap suds.
16. Combined vertical, transverse and longitudinal accelerations, due to vessel motions, all to be estimated as 0.65g.
17. Lifting lugs / Trunnions locations shall be based on lifting design. Lifting load analysis for all tanks shall be carried out with impact factor 2.
18. The Tank LLL is 507 mm and HLL is 3707 mm.
19. Fire Proofing is not required.
20. All sharp corners shall be rounded off with minimum 3 mm radius.
21. Tanks inspection, testing, certification shall be as per specification 701/30/23/ME/TS/NA/00016 and ITRS attached along with Requisition.
