1 INTRODUCTION
1.1 Purpose
The purpose of this engineering specification is to provide designers and vendors
with the minimum technical requirements for purchase, design, fabrication and
testing of Low Resistance Neutral Grounding Resistor 2.4 to 35 kV for use in
industrial installations owned by PDVSA
Since PDVSA has decided to adopt the PIP (Process Industry Practices)
documents: ELSGS11 “Design and Fabrication of Low Resistance Neutral
Grounding Resistor 2.4 To 15 kV.” and ELSGS11D “Data Sheet for Design
and Fabrication of Low Resistance Neutral Grounding Resistor 2.4 To 15
kV.”, as an integral part of the Engineering Design Manual (MID), the
requirements in this document are additions or modifications to the ELSGS11 and
the section/paragraph numbers and the associated headings used in this
document correspond to the ones used in ELSGS11.

1.2 Scope (Modification)

This practice covers the minimum requirements for a grounding resistor assembly
to be used in a 2,4 to 35 kV. low resistance grounding system with neutral
available.
