CSFB

1. Please support with the maximum number of L2U & L2G neighbors for eRan8.1 and whether if we
configure many 3G neighbors is affecting the CSFB latency or not ?
R1:
 1. In eRAN8.1, the maximum number of L2U Neighboring cells is 128 while that of L2G Neighboring
cells is 64.
2. But in the RRC Measurement Control, UE only can measure 32 L2U neighbor cells for one UMTS
carrier according to 3GPP TS36.331. UE can measure 3 UMTS carriers at the same time. So maximum
is 32*3=96 L2U neighbor cells.
3. eNodeB select the 32 neighbor cells according to the ranking priority: The eNodeB prioritizes
measurement priorities of neighboring UTRAN cells based on the number of each neighboring
UTRAN cell is measured within a period of time.

4. More L2U/L2G neighbor cells will impact CSFB measurement latency.

 Here are few practical tips
1) Use UMTS as Measurment layer and GSM as last resort, to do that turn on STEERING function
and CSFB expiry timer.
2) Use only UMTS F1 or maximum UMTS F2 as measuremnt (if you have VolTE use all Carriers for
SRVCC for better performance). Practically each frequency take 0.7 to 1s extra delay (deponds on
number)
3) Check TAC/LAC mapping, you can obtain list from MME guyz and verify on RAN side this will
avoid Location update when UE land in UMTS
