The possibility of Federalism has become defendable to some political experts such as
Jose Abueva. He points out that there will be a favourable end if the State will shift its
system from unitary to federalism. The first advantage is that Federalism will
acknowledge the need of the local politicians from the delayed and high-priced result of
excessive centralisation and domination of the national present government in the
unitary system. With this new system, legislation is expanded from the central
government and infused into the proposed federal states. The proposed twelve states
must be duly represented onto the federal capital government. The usual twelve
senators will be added with six more, elected by the constituents in the state-centric
elections and another three more elected by overseas Filipino workers so that they will
be sufficiently represented in the Congress (Pimentel, 2008). With the increased
number of senators and even the members of the House of Representatives, all
agencies and constituents will have ample voice in the law-making process.
