WHAT IS NDIS?
NDIS is the National Disability Insurance Scheme (NDIS). A once in a
generation social and economic reform that will empower people with disability
to choose and achieve their goals in inclusive communities and workplaces.

By 2019, the NDIS will provide about 460,000 Australians under the age of 65
with a permanent and significant disability with funding for reasonable and
necessary supports needed to live an ordinary life.

The National Disability Insurance Scheme (NDIS) is not welfare, it is an


insurance-based scheme that invests in participants to improve long-term
outcomes.

Funding for supports is determined by consideration of a person’s individual


needs, goals and aspirations. Participants then choose their supports from
the list of providers, and are empowered to pursue their goals and aspirations.

Providers are one of the main contact points people have with the NDIS.

ELIGIBLITY AND
ROLL OUT
By developing individualised and personal support plans with NDIS
participants, the Scheme takes into account the circumstances of
families and carers as well as the person with disability.

To receive an individualised support plan you must meet certain


eligibility criteria:
you have a significant and permanent disability. This can include a
disability that is ‘episodic’, meaning that some days are more affected
by it than others
you are an Australian citizen, a permanent resident or a New Zealand
citizen who holds a Protected Special Category Visa
you are younger than 65 when you make a formal request to join the
NDIS (once you are approved, you have the NDIS for life)

The NDIS will become available in the Bayside Peninsula area


from 1 April 2018 and the Southern Melbourne area from
1 September 2018. You start the process 6 months before.

The Bayside Peninsula area covers the local government areas &
municipalities of: Bayside, Frankston, Glen Eira, Kingston,
Mornington Peninsula, Port Phillip &, Stonnington

The Southern Melbourne area covers the local government areas &
municipalities of: Greater Dandenong, Casey & Cardinia

WHO IS SAI?
SAI Home and Community Care is an innovative service that ensures all of the
individual needs of clients are taken care of 24 hours a day, 7 days a week.
We provide carers that are fully trained to support people with disabilities and
to provide a level of customer service that exceeds their expectations and
upholds dignity. We encourage our clients to develop and maintain their
independence.
The word SAI comes from the ancient language Sanskrit and means to accept,
nurture and empower. At SAI Home and Community Care we take the time to
know our clients and their families. We work hard to understand their needs
and take care in matching the right carers with our clients to ensure that the
relationship works and remains ongoing.

Our industry leading care co-ordination centre, education and lifestyle and
wellbeing complex is based Frankston CBD, and is the first of its kind. From
here we co-ordinate services throughout the Eastern and Southern regions of
metropolitan Melbourne.

SAI Home and Community Care is registered at a state and federal level to
support people living with disability. We are able to support people on ISP
funding and those who have NDIS funding.
We are able to provide a range of services including pre-planning where we
will provide one-on-one coaching and support to help you prepare for your
NDIS meeting.

SAI Home and Community care can assist you with support co-ordination
or we can provide services for personal care, transport, lifestyle support,
capacity building, community engagement or clinical nursing care.

Our personal carers and support staff are police checked, have CPR, first aid,
have completed all mandatory training and have a working with children check.

Our staff have warm, engaging personalities and character that reflect our
organisations' ethos and values. We want to support you and your family, build
a long lasting relationship and help their client's achieve their dreams and
goals.

PRE PLANNING?
Early preparation is the key to success with your first NDIS meeting.
Individuals or their carers (as relatives) will receive a phone call to discuss
their NDIS plan. As a result, there has been a growing number of participants
demanding face to face meetings and a review by the Government to consider
making face to face meetings the protocol moving forward.

When you receive this call you should ask for a meeting date and time.
During the planning meeting with the NDIS representative, individuals or their
carers will be asked a range of questions in an interview that will take
approximately 90 minutes. Preparation for this meeting is vital.

You need to know what services and supports you are receiving now and what
supports you are entitled to. You will need evidence of supports, supporting
letters from specialists, price quotes for potential equipment purchases and
overarching goals that you want to achieve that associated the disability.

In some cases, individuals will just need a continuance of existing supports


and this is a perfectly acceptable way of entering into your first NDIS plan.
Your plan will last for 12 months. You can amend it if necessary, however
the goal is to review your plan annually.

CONTINUED
With the introduction of the NDIS there are a collection of new phrases that we
must familiarise ourselves with including core, capital and capacity building
supports, support coordination, price guide and types of plan management.

Core funding relates to the funding needed to maintain daily living such as
domestic tasks, consumable items such as continence aids, meals and short term
accommodation. Capital funding relates to equipment and home modifications,
this funding is not flexible. Capacity Building funding supports the individual to
build their independence and skills for example behaviour therapy.

SAI Home and Community Care can assist with pre-planning so there is no
need for the process to become overwhelming.

At the end of the planning session which is one-on-one and takes about three
hours, the NDIS applicant will receive a detailed plan that will support them
for five, to ten years at future NDIS meetings. We will also coach you on how to
get the most out of the planning meeting and be available by phone or email to
answer any calls you might have.

We can't stress this enough - You can easily miss out on


necessary funding if you are not properly prepared for your
meeting.

PLAN MANAGEMENT
TYPES
There are three main types of NDIS plan and budget management
types.

1. Self-Managed
Self-managed budgets mean that you are fully responsible for the
management of your plan. You will need to set up a new and separate
bank account. You must keep receipts and invoices for all services
received. You will be responsible for paying the bills and making
claims using the NDIS portal. Billing issues will not be resolved on
your behalf. You are not bound by the caps outlined in the NDIS Price
Guide.

2. Plan Management
A Plan managed budget is where you nominate a NDIS registered
organisation to manage your NDIS related bills and invoices on
behalf. Billing issues will be resolved on your behalf. You can use
providers of choice including those that are not registered as an NDIS
provider.

3. Agency Management
Is when the NDIS manage your plan on your behalf and pay your
related bills and invoices. You are bound by the price guide caps. You
can only use NDIS approved organisations for services.

SUPPORT
COORDINATION
Support Coordination helps implement your NDIS plan. It is the new
NDIS term for what was known as case management.

Funding for Support Coordination is in addition to the funding that you


will receive for your daily living and equipment needs as part of your
NDIS plan. If you choose to have support coordination, this will be
extra funding and will not be taken out of your other budget.

You don’t lose by having support coordination.

A support coordinator will work with you to determine the best way to
utilise your NDIS budget to maximise value for money.

They can help with:


Access a variety of community and informal supports
to reach your goals
Liase with your preferred service providers
Negotiate services and prices on your behalf with your
nominated service providers
Assist with service agreements and initial bookings
with your providers
Help you to prepare for your plan review which is
undertaken annually

Your support coordinator will work closely with you to resolve


any issues or concerns that you might have and arrange
additional assessments as needed.

SUPPORT
COORDINATION
CONTINUED
A good support coordinator will support you to increase your
confidence and independence with your NDIS plan so that you
may opt for self-managing in the future if appropriate.

Support Coordinators are unable to assist with transport, plan


administration, plan management, support rostering and advocacy.

When your NDIS plan is approved, you will meet with your planner.

The planner will contact the service coordinator on your behalf if you
have received funding for support coordination.

The support coordinator will review the request and decide whether or
not to accept the role.
If accepted the planner will handover to the support coordinator. The
support coordinator will then contact you to arrange a meeting.

Your support coordinator will have a good understanding of the NDIS


legislation. They will be able to assist you to understand the price
guide and flexibility within budgets. They must be registered to provide
support coordination.

They will assist you to exercise true choice and control to


achieve your goals.
