(For Consultant of ERP Solution)

M.P. Laghu Udyog Nigam Limited (M.P. Government Undertaking), is in the process of
implementing ERP Solution in Head Office, Bhopal and its Branch Offices. Applications
are invited from organisation or individual person(s) having desired experience and team
of professionals up to 3.00 p.m. on 15/09/09. The detailed eligibility criteria, terms and
conditions etc. can be obtained from office of Chief General Manager (Mktg), MPLUN,

EXPRESSION OF INTEREST

Requirement of Consultant for ERP Implementation

1. Purpose:

To help in finding the actual requirement of MPLUN (MADHYA PRADESH


LAGHU UDYOG NIGAM) for implementing FRP and providing help in selection of
bidder against tender floated by Nigam. He will also supervise successful installation and
implementation of ERP in MPLUN.

2. Scope of the study:

• The consultant will conduct a detailed system requirement study and provide a
system requirement specification (SRS) manual which shall include technology
and all functional requirement of the Nigam. The vendor is also expected to carry
out and document a detailed current assessment study for all business activities of
functional area of the Nigam's existing business and operations.

The following main activities will be covered under the Scope of Work:-

• Marketing assistance to the Small Scale Units of M.P.


• Sales of M.P. Handlooms and Handicrafts items through a chain of the
Mrignayani, M.P. Emporia located within and outside the State.
• Providing raw material assistance to the SSI units of the State.
• Construction and maintenance activities
• Business Development Cell
• Inspection & Testing /Tool Room services for SSI units and others
• Procurement through World Bank Assisted Schemes
• Human Resources (HR), Personnel, Establishment, Coordination and others.
• Finance and accounting consisting of receipts, payments, audit, balance sheet,
etc.

SRS Manual should include not limiting for the following:-

• As-is-Process - System study should cover exhaustively existing functionality for


all the business processes of the Nigam to arrive at the precise scope of
functional / technological requirement and suggest for systems not being followed
by the Nigam.

• To-be-Process - After analyzing performance of the "To-be-Process " consultant
shall conduct a comparative analysis of each functionality / process with the best
practices of ERP.
• Gap analysis reports
• Customization requirement report
• Acceptance test procedure document.
b. Design network (LAN/WAN) among the Users and recommending requisite
hardware and software for the same, taking into consideration of existing
Hardware & Software.
c. Recommend suitable ERP package considering core business process of MPLUN
d. Help in scrutinizing offers received or the ERP implementation on the basis of
qualification criteria and technical merits on the basis of this study.
e. Supervisions at various implementation stages and take responsibility till the
system is successfully commissioned (go live) upto 3 months of Hand holding
with the selected vendor.
3. Submission of Proposals : Proposals are to be submitted in Two Bid
System by 15.9.09 (3.00 p.m.)

(The envelopes containing proposal should be dropped in drop box situated at MPLUN,
2nd Floor, Panchanan Bhawan, Bhopal, upto 3.00 p.m. dated 15.9.09.

Part-A : Technical Bid - details about the firm, Key persons / Professionals
alongwith their qualification and experience mentioning the team
likely to be engaged if selected for the consultancy. Details of
methodology to be adopted in the study and broad basis of
recommendations of ERP. Time frame for the study, reference list /
credentials of similar work done by the firm alongwith in details of
assignment, time taken and comment on outcome. Current
assignment in Hand, copy of Income Tax, PAN, financial status, any
other information, which Bidder feels relevant in support of its bid

Earnest Money (EM) of Rs. 50,000/- (Fifty Thousand) only in form of DD


(drawing in favour of M.P. Laghu Udog Nigam Ltd., Bhopal) to be
enclosed in Part-A of the bid. In case of successful Bidder, the EMD
deposited will be converted to part of security deposit. For other the EMD
shall be refunded after finalization of contract.

Qualifying Criteria:

a. Consultants who have executed at least two similar work or have experience of ERP
package implementation or conducted Business Process Re-engineering
with the aim of ERP, implementation with large engineering

manufacturing organization. Preference will be given to those who have
executed ERP implementation in Semi Govt. / Govt. Sector.
b. Should have experience in handling E-commerce, Finance, HR, Pay-roll, Materials
Management, Maintenance, Inventory Management, Procurement etc.
c. Experience in handling large organization with multifarious activities, such as
government procurement, raw material depot, construction, testing labs
and handicraft / handloom emporia (retail outlets).

The firm to mention specifically:

a. Methodology and plan for the study.


b. Qualification and experience of key persons available with the firm.
c. Likely team for the proposed study alongwith their qualification and experience.
d. Reference of similar work executed in the past.

Consultancy work for selecting ERP package.

Experience in business process re-engineering

Experience in implementation of ERP package.
iv.
Experience in dealing with large organization with multifarious activities,
such as government procurement, raw material distribution, construction
activities, testing labs and (retail outlets). (Certificates should be
enclosed).
Payment terms: 25% on preparation of FRP remaining payments, as per
implementation phases of FRP (% wise) maximum up to 50%. Final
payment of remaining 50% amount will be made after 6th month of hand
holding.

Part-B: Price Bid - Consultancy Fee

Date of opening Part-A of proposals : 15.09.2009 at 3.30 p.m.

The selected consultant have to do the agreement with MPLUN Ltd. on Rs. 100/- stamp
paper before assigning the work.
