2.1 Logistics

1. absence of posts, camps, and stations and when conducting full
spectrum operations.
2. inability to transport the personnel to, within, and from the
mission’s area of operation.
3. inadequacy of bullet-proof jackets and protective helmet,
making most of the personnel to risk their lives during
operations.
4. lack of communication system such as two-way radio,
telephone, mobile phone, megaphones and police sirens.
5. inadequacy of firearms and ammunitions distributed to the
personnel.
6. absence of audiovisual monitoring equipment before initiating
intelligence operation.
7. deficiency of night vision equipment for night time activities.
8. non-existence of specially designed surveillance vehicles.
9. lack of telescope, binoculars and/or range finder.
10. inadequacy of protective helmet given among personnel during
operations.

2.3 Entrapment

1. insufficient evidence gathered by the informers or decoys
against the criminal.
2. unsuccessful pretention of some officers to use deception by
furnishing opportunities to facilitate the consummation of act.
3. failure to obtain aid and support by any of the police operatives
for the conduct of the entrapment operations.
4. lack of preparation prior to the entrapment operation.
5. failure to establish contact between the arrestee and undercover
officer.
6. improper entrapment because the commission of the act was not
established.
7. complex establishment of the defence of entrapment that can
stipulate that the arrestee had previously proposed similar
criminal acts.
8. failure to maintain constant communication during the
entrapment operation.
9. apathy of the other law enforcement agencies to aid the
undercover operations.
10. failure to use trickery on the part of informers or decoys for the
criminal act occur.
