Good day.

I am Atty. Lily Freida M. Milla, Director of International Affairs Staff. I am writing with regard to the
application of Mr. Rean Raphaelle M. Gonzales for Project Technical Staff II (PTS-II), submitted on
October 2. It has come to my attention that the said application has been put on hold for lack of the
required eight hours of training relevant to the job.

For certain reasons, Mr. Gonzales will not be able to attach proof of his previous trainings. In lieu of
this, I would wish to forward that his background and experience would suffice to fulfill the said
training requirement. His work as a Special Education teacher-supervisor and provincial planning
consultant in the previous years has earned him technical knowledge in writing and analysis. More so,
he, being in the second year of his Juris Doctor course, has completed 27 units of law studies or 432
hours of post-graduate studies.

I know that as with other positions at CHED, the requirements for PTS-II are stern. Still, I hope that
your office would consider Mr. Gonzales’s post-graduate units (which are much in line with the needs
of the job) as a reasonable substitute for the training requirement.
