Redevelopment Project of Dharavi- Sector-V by MHADA


Dharavi is the one of Asia's largest slum spread in East-West directions
admeasuring about 240.35 Ha (600 acre) connecting the Mumbai City & the suburb. The
locality is quite adjacent to the Eastern Express Highway connecting to all three railway
lines namely Western, Central & Harbour.

In order to provide better infrastructure & to improve the living conditions of slum
dwellers, the Government vide their Resolution dated 04/02/2004 approved the proposal
of redevelopment of entire Dharavi as a comprehensive integrated development project
through private developers based on sector wise plans.

The important features of the Resolution are:-

1. The eligible slum dwellers shall be rehabilitated at the same place where they
reside.
2. F.S.I. upto 4.00 is permitted within Dharavi notified area.
3. A dwelling unit of 300 sq.ft. Carpet area shall be given to each eligible hutment.
4. In order to expedite the development of Dharavi, the consent of 60% of slum
dwellers is permitted.

As per the survey report of Mashal (N.G.O.), approximate population of Dharavi


is 3.00 lacs. Comprising of totally 59,165 huts/structures wherein 45,859 residential huts,
330 Res-cum-Comm. & 12,976 commercial units/structures. Apart from these there are
292 religious structures. Leather tanning industry, ready-made garment works,
embroidery works etc. are the main business in the locality.

The Dharavi Redevelopment Project is divided in 5 sectors. The Government has


entrusted the work of development of Dharavi Sector-V to MHADA.

Dharavi Sector-V:-

As per the provision of 3K(1) of Maharashtra Slum Areas (Improvement, Clearance &
Redevelopment) act-1971, the Govt. vide their letter dated 21/05/2011 granted approval
for execution and implementation of Dharavi Sector-V project through MHADA. Vide
Govt. notification dated 27/05/2011 the Chief Officer, Mumbai Board has been appointed
as Competent Authority to decide eligibility of slum dwellers. On the basis of Govt.
order, the MHADA vide their letter dated 30/05/2011 has given responsibility of the said
project to Chief Officer, Mumbai Board. The MHADA authority has also entrusted the
various works (related to redevelopment) to the related offices within the Authority.

As per notification dated 25/06/2009 the boundaries of Dharavi sector-V is as


under:-
Towards North Mahim Nature Park, towards West C.S.No.665 (Yellow
Bungalow) & Rajiv Gandhi Slum, towards South-East L.B.S. Marg & towards South-
West Saint Rohidas Marg.

The total area of Sector-V is 6,20,549 sq.m. by deducting the excluded area
of Maharashtra Nature Park, Dharavi Pump Station, Best Bus depot, MHADA Transit
Camp and playground. The balance developable area will be 2,32,954 sq.m. As per the
survey of Mashal (N.G.O.) in Dharavi Sector-V about 7,619 residential, 130 residential-
cum-commercial and 1,638 commercial thus, totally 9,387 structures are in existence.
Apart form these, there are 38 religious structures. For rehab of 9,387 huts approximately
4,63,291 sq.m area is required. As per permissible F.S.I. in sector-V total developable
built up area is 10,80,858 sq.m. Therefore saleable built up area available will be
approximately 6,17,567 sq.m.

Present status of Dharavi Sector-V:-


For speedy and planned execution of redevelopment of Sector-V, the project has
been divided into 3 phases and a Road Map is prepared accordingly:-:-

1) Construction of re-hab T/s on MHADA land:-

To expedite the redevelopment, initially, the housing scheme is proposed on 3,210


sq.m. plot reserved for community development centre which is owned by MHADA. The
existing chawl and toilet blocks are demolished and the said land is cleared.

M/s S.B. Bhosekar & Associates has been appointed for the planning of the
redevelopment scheme and also for getting approval from D.R.P. The plans for the rehab
buildings is resubmitted to D.R.P for approval, vide letter 07/09/2011. The proposed
building is stilt+18 storeyed having 356 T/s. In addition to this 4 T/s for Balwadi, 4 T/s
for welfare centre and 4 T/s for society office has been proposed. The "Letter of Indent"
to the proposed scheme is received from the D.R.P/S.R.A on 22/02/2012.

The Administrative Approval to the said scheme amounting Rs. 69.832 crores is
granted vide letter No. MH/CE-2/A/EE-2/A/100/2011 dated 28/09/2011, Technical
Sanction to the estimate amounting to Rs.41.173crores is granted by Chief Engineer –
II /MHADA vide their letter No.MH/CE-2/EE-2/155/11 dated 24/10/2011. The DTP for
e-tendering is approved. The building plan for D.R.P is approved on dated 22/5/2012 by
letter No.SRA/DRP/ENG/01/ GN/MH/SECTOR-5/AP. Accordingly, awaited e-tendering
process is reinvited on 25/5/2012. According amended program of e-tendering process,
appointment of contractor's is expected at the end of July-2012
2) Appointment of PMC:-

An integrated and comprehensive lay-out plan is proposed for Dharavi Sector-5.


In this regard a committee has been formed to finalize the terms of pre-qualification and
to prepare DTP for appointment of experience and competent PMC.

Shri. J.T. Nashikkar, retired Jt Director/MSRDC has been appointed as the consultant
for this purpose. The said committee has finalized the necessary DTP and the same is
approved by the Hon'ble V.P/MHADA. The application for appointment of PMC
through e-tendering is started from 04/04/2012.

Pre-bid was held on 30/04/2012 in which intending P.M.C. were present, it was
requested by them to extend the time limit atleast for one month for preparation of e-
tenders. Accordingly, time limit has been extended and Bid will be finalized upto end of
July-2012.

3) Redevelopment, Transit and Sale of T/s in open market:-

After appointment of P.M.C., finalization of eligibility of hutment and the


information of ownership of land etc. a detail layout plan will be prepared &
submitted to D.R.P. for grant of approval. The physical execution of the project at
sector-V will be taken in hand in phases as per the requirement & availability of transit
Tenements by following the due procedure for appointment of contractors
