RE : NARRATIVE REPORT ON THE JOB TRAINING IN


BUREAU OF JAIL MANAGEMENT AND PENOLOGY

BUREAU OF JAIL MANAGEMENT AND PENOLOGY is an attached agency of


the Department of the Interior and Local Government mandated to direct, supervise and
control the administration and operation of all district, city and municipal jails in
the Philippines with pronged tasks of safekeeping and development of its inmates.

It was created on January 2, 1991 by virtue of Republic Act No. 6975 also known as the
Department of the Interior and Local Government Act of 1990. Prior to its creation, the Office of
Jail Management and Penology of then Philippine Constabulary - Integrated National Police was
the agency handling the local penology of the Philippines. It aimed to separate the agency from
the national police, reporting directly to the Secretary of the Interior and Local Government.

Today was the first day of our On-the-Job Training (OJT) in our new agency which is the
Bureau of Jail Management and Penology (BJMP) which I consider as one of the most
dangerous agency. But as what I observed the inmates of Bais City Jail are well disciplined and
there is nothing to worry about. Before we start we were properly formed by our co-intern
marcher of the day Mr. Cyril Babor. Afterwards, SJO1 Iris Barrera oriented us on the rule,
guidelines and safety precautions that should be observed inside the Jail. Then he divided us into
three groups and assigned us to our designated areas wherein we can perform our duties.

The next day dated August 22, 2017 the second day of OJT we are still outside at the gate
of the Bureau of Jail Management and Penology because we are still waiting for our co-interns
who are late. We keep on waiting but no one was arrived so we decided to enter without them
because it’s time. When we're inside the Bureau of Jail Management and Penology we been
instructed to do the same thing, after that we begin observing, while observing we saw some of
the inmates arguing into something, they trash talk each other and other stuff, but it was been
settled immediately. After that we go back on what we're doing. Meanwhile some of the inmates
are playing basketball then our co-interns ask permission to the jail officers if it is okay to play
with the inmates, then the jail officers said "yes" so they play with the inmates after the game
with the inmates, sad to say that our co-terns lose on the game but we been motivated to win next
time.

The day 5 of OJT in Bureau of Jail Management and Penology we been formed for some
instructions and we been told to do the same thing, we been divided into two groups some of us
are assigned in the visiting area and some of us are in the barracks near the jail officers office
near the gate, then we go to our designated area and begin observing..

After that the time comes we begin logging out to our logbook and then we're out. On
this day the 6th day of OJT we just been formed by our co-intern marcher Mr. Riel Olpos to
report, we were given instructions on what we should do, and we were told to do the same thing,
Observe. While observing a multicar came into the Bureau of Jail Management and Penology
and it is full of foods / snacks and were given to the inmates, some of them said that one of the
inmates are celebrating birthday and some of them says it’s just a snack. After that we were
called for dismissal.

The next day, day seven I saw my co-interns still at the gate waiting for the time to go
inside the Bureau of Jail Management and Penology, and also we were waiting for our co-interns
too to arrive, during this day our outfit is callisthenic attire because we are going to do some
activity. After that we been formed by our marcher of the day co-intern Mr. Narsico and ask the
jail officers what we should do first, we were instructed to do some exercise first. After that we
begin the activity which is playing basketball with the inmates and some of us are singing at the
"videokehan" and others are playing music instruments leaded by the inmates. After that when
the time for dismissal the activity has been stop because it is time for us to go home.

On the eight day in the Bureau of Jail Management and Penology our marcher of the day
is co-intern Justine Gorgonio he formed us in front of the jail guard's house. After the formation
we immediately proceed to our designated area. Then after that around 0900H, JO2 Abrasaldo
came to our respective area and she introduced herself to us, we learned that she was assigned in
the admin’s office and her function was for jail bookings. Then more or less 0940H, we have a
little break time and get some snacks. Then after that we go back on observing. Then at exactly
1200H our marcher formed us and reported to the office and then we dismissed. On day nine in
the Bureau of Jail Management and Penology, we been formed by our marcher of the day co-
intern Justine Gorgonio, we are waiting for the instructions on what we should do, then they said
that do the same thing, Observe. While observing, the inmates started playing basketball and also
that game called "Sepaktakraw" we were just watching them.

This day, the ninth day of OJT this is the time first we enter the cages of the inmates because we
were conducting Gray hound in Bureau of Jail Management and Penology or also known as
OPLAN GALUGAD, were task by the warden of the Bureau of Jail Management and Penology,
J/CINSP. NOEL V. YBARSABAL to find contrabands, especially those things that are illegal
and things has pointed object and those things that are prohibited by the jail. When conducting
the gray hound or OPLAN GALUGAD we found things that are prohibited inside the jail and
other contrabands, after that we were told to do the same thing, Observe
At the Bureau of Jail Management and Penology our marcher on this day was co-intern
Cyril Jun Babor, our marcher gives us instructions given by the jail officers then after that we
start observing. Around 01030H on this day our marcher called us and formed us awhile because
we will be having a meeting on what we should do on August 05, 2017 because it is our last day
at the BJMP.

This is the last day of our OJT in Bureau of Jail Management and Penology. Dated 05
August 2017, we were waiting for instructions after that we did an activity for the inmates as
what we planned on August 04, we did an activity for the inmates as a sign of Thanksgiving
because we render our OJT here in Bureau of Jail Management and Penology safe and sound.
We play lots of games leaded by our co-intern Cyril Jun Babor, after the games we proceed to
the visiting area to do the Bodol Fight event, "we were in war with the Foods" after that JO3
SISON gives us an inspiring message and also he acknowledge us, being a jail officer is nice
especially if you’re having a good relationship with the inmates.
Thanks to the BUREAU OF JAIL MANAGEMENT AND PENOLOGY we learn that
being a jail officer is not always about fighting with the inmates because their criminals or
whatever but if you’re in good relationship with them it is nice and peaceful, again Thank you
for rendering our OJT here in BJMP.
