Pre Audit of Bills: Day 1

On behalf of Controller General of Accounts, AG offices all over the country perform the task of pre-
audit of all the bills. These bills are issued by the departments after authorization from concerned DDO.
Pre-audit is the very first step of the accounting cycle. Following checks are applied to complete pre-
audit of all the bills:

 Verification of DDO’s signature.


 Verification of attached documents.
 Verification of the vendor number, object code and cost center.
 The bills are then punched into SAP system.
 The cheque is issued after making sure that the respective budget head contains funds.

Account 4, 5, 6: Day 2

Account 4: It is the district account. It is an inactive account after introduction of local government
amendment.

Account 5: It represents education sector of Punjab and hence looks after all the bills and pays related to
the department.

Account 6: It is designated for the health department and hence looks after all the transaction related to
the sector.

All these accounts are reconciled monthly with their financial statements being issued regularly. Except
pay, all the other expenditures of these accounts are dependent on availability of funds.

Day 3: Off

Reconciliation of Expenditure: Day 4

This section deals with reconciled accounts of all the departments working under government of Punjab.
This section makes sure that bills and accounts sent from all the departments does not come in conflict
with each other. In case there is any misappropriation or mismatch the accounts are resend to the
department to make amendments.

Treasury Debt Head Financial Statement: Day 5

Treasury Debt Head Financial Statement or TDHFS deals with formulation and reconciliation of financial
statements of Punjab accounts. These accounts of the AG office are prepared for external users.
Appropriation accounts are the formulation patterns of the TDHFS.
