Off-Street Parking in Worthing Town Centre
There are 16 car parks in or within close
proximity to Worthing’s lively Town Centre,
15 of which are managed on a day to day
basis by National Car Parks Limited (12 of
which are managed on behalf of Worthing
Borough Council) and the other by the Town
Centre Initiative.
This includes 4 large multi-storeys, 3 of which
are central to the Town (High Street, Grafton
and Buckingham car parks) and the main
shopping areas; the fourth (Teville Gate) is
located just to the north of the town within
10 minutes walk of the shops and near to
the main Worthing railway station. These
car parks offer nearly 2500 spaces, including
disabled parking. Although disabled parking
is free within the disabled bays of the surface
car parks, the standard charges apply in all
other bays. Charges apply to all users in the
multi-storey car parks, although disabled bays
are available providing parking close to the
access points.
The 3 Town Centre multi-storeys that operate
24 hours a day, are patrolled regularly, and
monitored by a remote control centre via
CCTV. There are public toilets within them or
close by. They include state of the art parking
equipment that accepts a variety of payment
methods.

Shoppers are encouraged to use the High
Street, Grafton and Buckingham car parks.
These offer the customer convenient
parking close to the shops. For longer
stays, lower-cost parking is provided at
Teville Gate and in the Beach House Park

Electric vehicle charging points are
available in High Street and Grafton Multi-
Storey car parks, plus Brooklands Western
Road surface car park. Standard parking
charges apply and you must be a member

On-Street Parking in Worthing Town Centre

Introduction
The Controlled Parking Zone (CPZ) was introduced on 8th November 1996, following detailed
consultation with the residents and businesses of Worthing.
The CPZ is designed to prevent all day on-street commuter parking, making it easier for
residents, visitors and shoppers to park, enhance road safety, and remove obstructions to
private accesses by eliminating indiscriminate parking. The CPZ includes the whole of the
town centre and some surrounding residential areas, and operates using a permit and pay &
display system.

How The Controlled Parking Zone (CPZ) Works

CPZ signs are located at all inner and outer area entry points. These inform motorists of the hours
during which parking is controlled in the area they are entering.
The hours of parking control vary according to the area. In the more central areas (zones A, B and C)
the hours are 9.00am to 6.00pm, Monday to Saturday. In the outer areas (zones D to O) they are
10.00am to 11.00am and 2.00pm to 3.00pm, Monday to Saturday (i.e. 2 hours each day).
During the hours of control, parking is permitted only in designated parking bays (marked with
white lines), by displaying pay & display tickets, parking vouchers or permits. Signs are positioned
adjacent to all parking bays showing the hours of parking control, type of parking permitted, the
time limit applicable and the cost per hour, where there is a charge. Charges reduce the further
away from the town centre you are.
Outside the hours of control, parking is not restricted in bays or on single yellow lines unless
specifically indicated by a statutory yellow time plate. Parking should not take place where it would
endanger or inconvenience pedestrians or other road users. Double yellow lines apply at all times.
Motorcycles and scooters do not require a permit or pay & display ticket, but must park within the
marked bays. They must also park considerately between cars.

Types of parking in Worthing
Residents’ Parking
Residents’ Permits are available to residents
who live within the CPZ, own a vehicle and
who do not have adequate off-street parking
facilities. Application forms are available
from the Parking Shop (see back cover)
and proof of residence will be required at the
time of application which is 3 months old or
less’. Due to the level of demand exceeding
capacity, waiting lists are in operation in
some zones. Some new developments may
have a restricted number of permits available
to residents.
Residents’ Permits are only valid if clearly
displayed on the windscreen of the vehicle to
which they relate and if the vehicle is parked
in an appropriate parking bay for the relevant
zone. They are not valid in any of Worthing’s
car parks.
Residents’ permits are not transferable. In
the event of a change of vehicle or address,
notification must be given to The Parking Shop
so that records can be updated and an amended
permit issued where required.
There is no guarantee that residents will
always be able to park outside their own
property. Refunds for cancelled permits will
be paid for each remaining full calendar
month.
Residents’ Visitor
Permits
Residents’ Visitor Permits are valid within
the Zone in which the resident lives and may
only be purchased by the resident for use by
visitors to their property who need to park on
the road during the hours of parking control.
They are not valid in any of Worthing’s car
parks.
Residents’ Visitor Permits are valid for two
hours (or all day in zones D to O) and may
be purchased in advance. The number of

Residents’ Visitor Permits issued to each
household may be restricted. Visitors to zones
A to C can, of course, also use Pay & Display if
they only need to park for a short period.
Visitor Permits are only available from the
Parking Shop (see back cover). Proof of
identity and address will be required upon
application.
Parking for
Shoppers
and Other visitors
Short term Pay & Display parking is available in
designated parking bays within the inner areas
at a cost. The hours of parking control and
maximum permitted stay are clearly displayed on
road signs adjacent to all parking bays. Please
ensure the correct ticket is bought at the correct
tariff level in accordance with the signs adjacent
to the vehicle’s parked location – i.e. correct
machine used for the correct road.
Parking Vouchers that have been purchased in
other West Sussex CPZs or from the Parking
Shop in Worthing may be used in lieu of Pay and
Display.
Non-Resident
Permits
Non-Resident Permits are available to individuals
who reside outside the CPZ and businesses
located within the CPZ. Their use is restricted to
the road specified on the permit. Parking in other
roads within the CPZ would require the use of Pay
& Display where available, or parking outside of
the CPZ during the hours of restriction.
Non-Resident Permits will only be available for
roads in the outer zones (D to O) where adequate
space has been identified.

Parking for Special
Healthcare Personnel Circumstances
Eligible medical staff and associated care
personnel who need to carry out domiciliary visits
to patients within the CPZ will be issued with
special permits. These enable them to park in
any parking bay within the CPZ, whilst carrying
out their duties, but are not for use whilst in an
NHS premises or for taking patients shopping / to
appointments. Full details are available from the
Parking Shop (see back cover).
Parking for Disabled
Persons
Drivers who display a disabled person’s Blue
Badge may park without payment or time limit in
any Pay & Display or free limited waiting parking
bay.
In addition, designated disabled persons’ parking
bays are provided in various locations around the
town centre.
Disabled drivers can also park on yellow lines for
up to 3 hours with their badge and clock clearly
and correctly displayed providing no obstruction is
being caused.
Blue Badge holders should note that they are not
exempt from parking restrictions where loading
restrictions apply and that they cannot park
within loading bays.
Where disabled bays are located in a resident
permit area and the bay is also marked with
a sign on a pole depicting disabled resident
bay, a valid resident permit must be displayed
in addition to the blue badge and this is a
mandatory disabled resident bay. If the disabled
bay does not have a sign on a pole and is simply
marked on the highway, then this is an advisory
bay and relies on the goodwill of other users
to leave it clear for the blue badge holder who
applied for it – a valid resident permit must still
be displayed.
Where to park in Worthing 9
Residents’ Carer Permits
There are a number of disabled and/or elderly
residents living within the CPZ who rely on
regular visits from care organisations, relations,
friends, etc. in order to maintain an independent
lifestyle and remain living at home. To assist
these residents a Residents’ Carer Permit may be
issued.
If you do not own a car and would like to apply
for a Residents’ Carer Permit to enable your
carers to visit you at you home, within the CPZ,
please write to the Parking Shop (see back
cover).
Weekly Permits
Hotels and guest houses within the CPZ may
purchase permits for use by their guests in
permit holder only parking bays. These may also
be available to residents who may be on a permit
waiting list.

Parking for Tradespeople
Where residents employ contractors or
tradespeople to carry out work at their home
and the resident does not have off-street parking
facilities, the contractor may need to park on the
road during the hours of parking control.
In certain cases, exceptions to the restrictions
may be allowed and a Dispensation Notice
issued. Alternatively, Resident’s Visitor permits
should be issued by the resident to the
tradesperson or the tradesperson can purchase
them from the Parking Shop. (see back cover)

This sign indicates that you are entering an area of the
Controlled Parking Zone. The times shown explain when the
parking restrictions apply. Outside of these times anyone can
park without payment.

This sign informs you of the hours when you need to display a
voucher or pay & display ticket.

This sign indicates that anyone can park for up to 2 hours free of
charge during the times shown. However, you may not return to
the same place for a period of 2 hours following your departure.

This sign indicates that only cars with permits may be parked
during the times shown. The letter ‘A’ tells you which zone you
are in but will be of relevance only if you have a permit.

Where you see this sign you can park free of charge at any
time, except during 10am -11am or 2pm - 3pm on Mondays
to Saturdays when only permit holders may park. The letter
indicates which zone permit is entitled to park here during the
times indicated.

Please note NSL (Parking Shop) have now changed the 0845 680 0189
telephone number to 0345 680 0189 (treated like a local number and
charged at the same rate as an 01 or 02 number).
