Case Data:​ On February 2, 2017, at 3:00 PM, I parked at metered Interstate Parking US Bank
Parking Ramp #2570 (IPCUSBPR#2570). I returned to my car at approximately 3:40 PM to find
a yellow parking ticket citation clamped between my vehicle’s windshield wiper and windshield
respectively. The citation was issued to me with the understanding that the violation I committed
was in the act of ‘non-payment’.

Rebuttal:​ I did not overstay the, as advertised, “One Complimentary Hour of Free Parking.” I
arrived and departed within the hour of my arrival.

Backing:​ As a fulltime college student, it would not be an uncommon or startling sight to see
me, occasionally accompanied by a two or more casual acquaintances, residing at CSL
Plasma(1) one or two times a week. On this particular date, I was unable to find parking at the
meters directly behind US Bank, my usual ‘go-to’ parking location. It was at this moment that I
saw and entered IPCUSBPR#2570’s property. In summary, the business I conduct at CSL
Plasma is as follows: I sign at CSL Plasma and await my turn to be called into the pre-donation
screening to have my vitals checked and a sample of my blood tested, this usually takes about
four minutes. After I am cleared, (unless my health is concluded as meeting deferral standards),
I am sent to a donation bed where I undergo the withdrawal and return of my red blood cells,
stripped from plasma, and when all is said and done, this usually takes about 30 minutes.
Standard donations generally range from 40-50 minutes, but I standout as a outlier statistically
speaking. Because of my high blood pressure and lanky structure, I am only allowed to donate
1700 ml of plasma hebdomadally and therefor denouement of my donation session is
completed much quicker than most, a humble brag. Taking a brief look at the distance between
IPCUSBPR#2570 and CSL Plasma, it is fairly easy to see that walking the distance connecting
the two establishments would take no longer than a mere 3 minutes. Tallying the total sum of
time in minutes between stepping foot from my vehicle and arriving back at my vehicle, I
conclude my testimony of backing that I did not overstay the “One Complimentary Hour of Free
Parking” as stated in ‘rebuttal’. It should now be tautological that I remained at
IPCUSBPR#2570 for approximately 40 minutes.

Reinforcement: ​This was my first time parking at this location as well my first time parking with
Interstate Parking. I willfully admit that I was unaware of the standard procedures(2) and
policies(3) while parking within the confines of Interstate Parking ramps. I was under the false
assumption that I was not required to register my vehicle within the IPC system if my stay at this
particular parking ramp was within the hour of my arrival. I have two arguable beliefs to defend
that. Belief #1: There are multiple signs advertising ‘One Complimentary Hour of Free Parking’.
Belief #2: After approaching the IPC parking meter system and as I was selecting my length of
stay, I saw that the machine also advertised that my first hour was free and that to add
additional time beyond that would require me to pay. Equipped with the knowledge I had just so
recently acquired, I thought hastily and logically and I did not want to waste anymore time of
overstaying my one complimentary hour of free parking in fear of being issued a ticket so I fled
the meter immediately. Oh the irony.

In conclusion I believe that I was acting under extreme human decency and that the parking
ticket should be waived. I do not hold any grudges or concerns with and or against Interstate
Parking, US Bank, the issuing Officer ‘ipcd 110’ or any other affiliates involved, regardless of the
decision you make today. I hope that you can find the kindness and understanding within
yourself that I was parking there on that particular day, not to be a nuisance or loiter, but to
sacrifice a part of my day, as well as part of my body, to give someone life.
